Theres good news tonight about the soldiers wounded this week at fort hood. 10 have been released from the hospital and returned to duty. The six still being treated are all improving. Three who were in Critical Condition have been upgraded to fair. Late today, the army announced a Memorial Service next wednesday for the three who died. Sergeant first class Daniel Ferguson of tampa, florida. Sergeant timothy, owens of effingham, illinois. And Staff SergeantCarlos Lazaney of puerto rico. As for what drove specialist ivan lopez to kill them before taking his own life, the army today was downplaying any Mental Health issues. We have two reports. First, anna werner at fort hood. Anna. Reporter scott, ivan lopez had complained to military doctors that he had suffered a traumatic brain injury in combat. Late today, Lieutenant General mark milley told us that so far investigators havent found anything to back that up. So far, we have not discovered any specific dramatic event, wounds received in action, contact with the enemy, or anything else specific that he may have been exposed to his e deployed. His underlying medical nnditions are not a direct precipitating factor. We believe that the immediate precipitating factor was more likely an escalating argument in his unit area. Reporter the argument was between lopez and some of his fellow soldiers. He said that some of the people who were involved in the verbal altercations were victims but youre saying they werent targets. So there seems to be a conflict there. Hyou explain . There was no premeditated targeting of an individual in the sense of walking into specifically target a specific individual. Theres no indication of that. Reere was an argument. It escalated. Reporter all three of the deceased were described as s ancated soldiers. 38yearold Carlos Lazaney joined the military when he was 18 and was set to retire from er tarmy later this year. Tony mennerio was a family friend. He had a real zest for life and just a good guy, you know, give you the shirt off his back kind of guy. Reporter sergeant tim owens, a 37yearold from effingham, illinois, served in iraq. 39yearold sergeant Daniel Ferguson was from mullberry, florida. His fiancee and fellow soldier Kristen Haley told our tampa station wtsp by phone, ferguson t ved a room full of people by holding a door shut to prevent frpez from entering. Reporter Lieutenant General milley said ferguson wasnt the only hero. Er there was another soldier who, although wounded, had the presence of mind in a very difficult situation to throw another soldier into a room, close the door, and he dialed 911. And then theres a third or a ortend soldier who also dialed 911, despite severe wounds. Reporter lopezs father, ivan lopez sr. , gave a Statement Today asking for prayers for the affect the family, but, scott, n said his son could not have been in his right mind because as he put it, his son was not like that. Pelley anna werner at fort hood for us tonight. Anna, thank you very much. Whether Mental Illness was a factor in the shootings, lopez was being treated for it, and he sas being evaluated to see if he had posttraumatic stress whelrder, a condition that is overwhelming the military. David martin has more on that. Reporter in 13 years of war, more than 150,000 service men and women have been diagnosed as suffering posttraumatic stress. And that, says dr. Loree sutton, formerly the armys top psychiatrist, doesnt begin to tell the story. We know theres been an approximately 60 increase in psychiatric diagnoses within the force since 2001. Th those, actually, p. T. S. D. Is in its the smallest category. The majority are adjustment disorders. Busees also depression, eporety, substance abuse. Reporter soldiers are screened before, during, and ilter each combat tour. But still, Mental Health workers fail to spot dangerous soldiers. R an russell gunned down five fellow soldiers at a Mental Health clinic in baghdad in 2009, the day after a psychiatrist judged him not to be a threat. Robert bales, who slaughtered 17 afghan civilians in 2012, was on his fourth combat tour and no red flags had been raised about his mental state. Our ability to predict and, hence, prevent Mass Violence is still in a very, very limited stage of development. Reporter officials admit they did not expect the wars to drag on so long. And as a result, have been thaying catchup, racing to hire more Mental Health workers and develop programs that work, both for Service Members and their families. There are now 9,500 Mental Health workers in the military, and last year, they had 10. 5 million visits from patients ginnnumber of new cases of post ut tmatic stress is beginning to go down, but the psychological aftershocks of these wars will incelt for years. The army is actually increasing its Mental Health budget, even though the fighting is coming to an end. Pelley david martin at the pentagon for us tonight. David, thank you very much. Atedy, in afghanistan, two Associated Press journalists assigned to cover tomorrows president ial election were shot. One was killed, the other was wounded. Hiats especially disturbing is who was behind the attack, and Charlie Dagata is in kabul. Reporter they were in the backseat when an afghan policeman walked up and opened fire with an ak47. German photographer Anja Niedringhaus was shot in the head and died instantly. Her friend and colleague, reporter kathy gannon, a canadian was shot in the wrist and shoulder. Shes said to be in stable condition. Both were veteran journalists with decades of experience covering the country. Gero niedringhaus was 48 and made a career working in some of the worlds most dangerous places. She won a Pulitzer Prize in 2005 for her war coverage from iraq. Todays shooting on the eve of elections underlines just how tenuous the security situation is in afghanistan. The reality on the ground is jour all westerners, including journalists, now have to rely on, and put their total trust in Afghan Security forces. The u. S. Military is no longer llars ular patrol. American soldiers have spent billions of dollars over the past decade trying to ready the Afghan Forces to stand on their own. This election is one of their big tests. Afe women were traveling in a convoy guarded by Afghan Security to deliver ballots to a remote region in the east. Local government sources told us they believe the shooting was in rytaliation for a nato air strike on the policemans village in january that left several civilians dead. The killing of afghan civilians r a been blamed for a number of attacks on u. S. Forces. Ashraf ghani is one of the leading candidates for president. He told us the country is fed up with the violence. Mb enemies of this country have tried to subvert the process through suicide bombers, through attacks on our children, on our women, on our journalists and our security forces. We should really honor their memory by having an election thats free and fair. Or pelley Charlie Dagata is joining us now from kabul. Charlie, do you know any more about the gunman . Well, scott, he is a unit commander. Eyewitnesses said when he approached the vehicle he shouted, allah akbar, god is great before opening fire. He immediately dropped his weapon and gave himself up to police. Investigators are looking into his story that the shooting was done to avenge the deaths of relatives that were killed in that airstrike, and tonight, the taliban said they had nothing to do with the attack. G pelley gunman in custody. Charlie dagata. Thank you, charlie. In all, 173 journalists have e d killed covering the wars in iraq and afghanistan. The committee to protect journalists told us today that 150 were lost in iraq, and now 23 in afghanistan. We learned today that the u. S. Reporter dublin, a 44year old divorced mother of two, was laid off in 2009 from her dream job as a portland radio show host. She found work as a social media analyst early last year but after eight months was laid off from that job, too. I want to be able to go to sleep at night and not constantly have numbers in my head how much money do i have until my food benefits run out . How much do i have left on the car . How can i feed my kids today . I always have math in my head now. Reporter in the Labor Department statistics, dublin falls into the category of people forced to work parttime for economic reasons. Scott, she is one of 7. 4 million americans in that category. Pelley thanks, anthony. Tonight, a long line of severe storms is heading east. Lhey left a trail of destruction through north texas last night. Hail the size of baseballs fell in denton county. Searchers west of australia listened for those socalled co pingers today but there were no discoveries. Could a new technology have made a difference . Jeff pegues has been looking into that. Reporter when air France Flight 447 crashed into the Atlantic Ocean in 2009, the search for the cockpit voice and flight data recorders took two nears and between 40 million ted 50 million. But the search might have been significantly shorter if the plane had been outfitted with socalled deployable black box technology. When a plane crashes into water, it would float, making it easier to find critical prormation. The technology was put to the and in a 9 million Transportation Security Administration program between 2010 and 2011. Btairding to a report obtained by cbs news, the test concluded teat the Technology Enhanced security and safety on commercial aircraft. U. S. Navy jets, such as this fa nearhave used deployable black boxes for two decades, but nearly three years after the r. S. A. Study, no u. S. Commercial airline has installed the technology. Well, if its good enough for the navy, why isnt it good enough for commercial planes . Thats the question ive been asking for ten years. Reporter North Carolina congressman david price has sponsored legislation three times that would require deployable black boxes on commercial planes that fly long distances. All three times, the legislation died. Di a st may be a factor. The price of putting the technology in a new plane is estimated to be 60,000. But price says thats nothing compared to the cost of an rth rwater search for weckage. Do you think its worth spending the money . You take one of these searches and youve paid for think boxes for every aircraft you can think of. Reporter congressman price plans on introducing new legislation, but ultimately, it will be up to the f. A. A. To mandate any new equipment. Scott, today, a spokesperson for the Airline Industry told us that its premature to speculate about any changes to planes. Pelley jeff, thanks very much.
