Reporter ray rice was utspended by the nfl and cut by the Baltimore Ravens for an ancident that happened in an Atlantic City hotel in february. This surveillance tape surfaced showing rice dragging his then fiancee janay palmer unconscious from an elevator. In a hearing, rice admitted to nfl commissioner Roger Goodell he had hit palmer during an argument. Goodell suspended rice for two games and fined him more than 500,000. But in september, a second, more graphic videotape emerged. This video inside the elevator clearly showed rice hitting palmer, sending her to the floor. Commissioner goodell, who claimed not to have seen that tape before, then upped rices punishment to an indefinite suspension. The next day, goodell defended his decision in an interview with norah odonnell. What we saw on the first videotape was troubling to us in and of itself. But what we saw yesterday was extremely clear, is extremely graphic, and it was sickening. And thats why we took the action we took yesterday. Reporter do you wish seen this videotape before it was released by t. M. Z. . Absolutely. Reporter why . Thats why we asked for it on several occasions. Because when we make a decision, we want to have all the information thats available. And, obviously, that was when we met with ray rice and his representatives, it was t biguous about what actually happened. That videotape did not leave anything ambiguous. Reporter the Nfl Players Association argued that rice never misled the league about what had happened, yet was punished twice for the same offense. The arbitrator, retired judge barbara jones, agreed, writing i am not persuaded that rice lied to or misled the nfl. I find that the indefinite suspension was an abuse of discretion and must be vacated. Late today, rice responded with a statement saying, i made an inexcusable mistake and accept full responsibility for my actions. The Players Association called the ruling a victory for a disciplinary process that is both fair and transparent. The nfl said it respected the decision, elaine, and noted rice now is eligible to sign a new contract and play. Quijano bob, where do other investigations into this incident stand . Reporter well, the big one, of course, is the independent investigation being conducted by former f. B. I. Director bob mueller. Mueller was hired to review the leagues handling of all of the evidence in the rice case, particularly relating to those two videotapes i mentioned. Christian hartnett is live in palo alto with why it took so long to report it and why it took so long for it to go public. Christian. Reporter liz, an independent Police Auditor took a look at this which was all handled internally by the Palo Alto Police department and it may have never become public if it wasnt for this biannual report. An unnamed cop caught sending a racy photo he found on a burglary suspects phone to his supervisor. The auditors report concluded there was no legitimate Law Enforcement reason for the detective texting that photograph. The supervisor who got the picture didnt report it until more than two weeks later, which raised another red flag. Police refused to do an on camera interview, but say the officer was disciplined for violating department policy. Their investigation says his actions were unbecoming an officer and disrespectful to the arrestee and that it reflected unfavorably upon the department. Dublinbased chp officer Sean Harrington resigned in october after getting arrested on felony charges. His own attorney admits he texted racy photos from a dui suspects phone to fellow officers. The palo alto Police Officer never faced criminal charges. Whether or not, um, this case should be prosecuted, that really is a district attorneys decision. Thats not our decision.
