Traditional live. Plus, seatback safety. A cbs news investigation into a little known danger in many cars and trucks on the road. And later, we embrace the 100th anniversary of baseballs negro leagues, honoring men who changed a sport and our country. Im tipping my cap. This is the cbs weekend news. Garrett good evening, everyone, i am Major Garrett in washington. This is an uneven, possibly unsettling 4th of july. In normal times, a saturday Independence Day would prompt parades, picnics, music, large gatherings and all the Carefree Travel necessary to make it so. But many of us detect only shadows of our customary celebrations, as america is still battling the coronavirus. Some states have lost a lot of ground, forcing reopening uh turns and face mask orders. At the white house, there is a crowd and military flyovers. Todaying President Trump signed a bill extending yet again a financial lifeline to businesses struggling to survive. Tonight the nation has recorded more than 2,830,000 covid cases, the death toll, nearing 130,000, worrying signs persist. Our Lilia Luciano is in hard hit california with the latest. Reporter americas birthday party, only open for takeout, with many restaurants, beaches and parks closed for holiday celebrations. The coronavirus pandemic worse than ever in the u. S. , in almost 40 states, covid19 cases are on the rise. Florida again breaking a daily record today with over 11,000 new cases. Thats nearly 10 times higher than on the same day just one month ago. Right now, we are heading a million Miles Per Hour in the wrong direction. Miami residents subject to a nightly curfew until further notice. In texas, urgent Public Safety alerts issued from two counties late friday urging people to stay home. Hospitals full. Those coming on the heels of the governor finally mandating masks. This safe standard requires texans to wear masks in public spaces. Reporter arizona leads the country in positive test rates, lines of cars stretching for miles with people waiting to get tested. Across the country, latinos are hit hardest with infection rates far out pacing the other groups and hospitalizations four times higher than among white sox. Reporter musician Isauro Alcala and his wife became ill last month soon after performing to a small crowd in reno. Isauro was hospitalized in a few days later died in sacramento. His daughter trinidad heartbroken. He is couldnt be by his side because she too was sick. I wish that they had not gone back to work. I wish that my brother and i would have been able to sustain i our parents living while this pandemic happened, but unfortunately we are an immigrant low income family that needed to work. As families continued to grieve and heed precautions, Many Americans are just looking for ways to be together. The santa monica pier opened last week only to be closed again for the fourth. Major. Garrett lilia, thank you so very much. Texas as you probably heard is one of the states seeing a big spike in coronavirus cases. Some hospitals are reporting they are at full capacity. Joining me now is the mayor of austin, texas, steve adler, mr. Mayor, would you say your numbers are going up and that your capacity problems are becoming more of a concern for your city . I would say our trajectory is rising geometrically and it is scary right now. How quickly we are going to overwhelm our hospitals. So, yes, we are very concerned. Garrett and is that a matter of bed space or staffing . You know, as a matter of both, probably the most pressing concern is the staffing. It is having the physicians and the skilled nurses, the icu capacity and nurses because we can create more physical space, but staffing that space is proving i think to be the greatest challenge, in part because now we are competing with houston and san antonio and dallas for the same service support. Garrett and is it fair to say, mr. Mayor, that because we loosened up too aggressively over memorial day we are having to tighten back down this 4th of july . Well, certainly memorial day we saw a spike that a lot of people out treating that holiday like it was the good old days, that the virus is gone, that is not the case and question had a spike. If we have that same kind of spike hereafter july 4th, then in a couple of weeks we are going to be just at a world of hurt. But i dont think it was just memorial day. I think it is also how we were opening the economy. We opened up from phase to phase quickly without getting data inbetween phases. And i think the lesson in texas for the rest of the country is that when you open up you have to open up the economy differently than it was opened before. Garrett and lets talk about masks. Many, many weeks ago you asked the governor for permission to require masks. You were overridden, the governor said you had no such authority. The governor of course is obviously reversed himself and given you that authority. Your overall assessment of that period of time and that lost opportunity . We lost ground. You know, cities across texas had imposed themselves a mandatory masking requirement, it was working. The governor took away that ability. We started losing ground. We are real appreciative he has now come back and given it to us again. You can already see what happens when the governor is not only saying we should all be Wearing Masks but actually making it mandatory. There is a difference. We can see the behavior change. So we lost time but i am at least happy that it is now back to where it was. Garrett we wish you to best of luck, mayor steve adler, mayor of austin, texas good luck. Thank you b safe. Garrett President Trump is intent and enthusiastic about observing americas biggest holiday with a full on celebration. Tonight he is headlining an event at the white house after another at Mount Rushmore friday. Heres Nikole Killion. Me melania and i would like to wish everybody in our great country a very, very happy 4th of july reporter President Trump shared a holiday greeting from the white house as he marked the Second Annual salute to america last years extravaganza with military vehicles and flyovers on the Lincoln Memorial was scaled back for a smaller celebration on the south lawn. Protesters gathered near the white house, a day after the president visited Mount Rushmore for its first Fireworks Show in a decade. And lit into social justice demonstrators seeking to remove monuments, many with confederate or slave owning histories. Our nation is witnessing a merciless campaign to wipe out our history, defame game our heroes, erase our values, and indoctrinate our children. American history is no fairy fay tale. In a new Independence Day video, democratic president ial candidate joe biden made no mention of the speech but his campaign called the president negligent and divisive. The event held before a packed, nonsocially distanced crowd comes as Trump Campaign surrogate Kimberly Guilfoyle tested positive for coronavirus. Guilfoyle is the girlfriend of donald trump, jr. Who tested neck. Both were in south dakota for a fund raiser. Gill guilfoyle who was isolated after the diagnosis tweeted, thank you for all the well wishes and prayers. I feel good. Here on the south lawn the white house says it is observing social distancing by spacing apart seats providing Hand Sanitizer and masks at tonights tribute. Guests include a front line workers as well as members of the military and their families. Major . Garrett Nikole Killion on the south lawn of the white house, thank you. Around the nation, it is a very different story with most celebrations muted or out right canceled. And as Michael George reports, this year amid a pandemic, tradition has been shelfed. Thats americas orchestra last year. But this 4th of july, the be boston pops are silent. Their iconic fireworks spectacular canceled by the coronavirus. Keith lockhart is the pops conductor. This is definitely not your typical 4th of july. Reporter he has been at the helm for 25 years. Lockhart says shelving the live concert and showing a pretaped performance, is the right call. This feels like a year we really need this concert. We really need to come together and it is extremely frustrating to not be able to do that. Reporter communities across the country are canceling or dialing back traditional fireworks, and macys replaced its spectacular with secret shows, staging five minute unannounced fireworks. I love 4th of july. Reporter at rockaway beach, new york new yorkers told us it wasnt quite the same. I get down there by the Brooklyn Bridge and i am going to miss it. Yet on this 4th of july, 2020 there is one tradition still happening but in an untraditional way. Im i am judge michaelson, is nice to meet you. These new american citizens took a drive through oath, held in a detroit parking garage. Do you swear and affirm . I do. Congratulations. In washington, among those new citizens, janis shinwari, a translator who saved the lives of five u. S. Soldiers in afghanistan. Please join me in congratulating mr. Shinwari. New york city reopened its beaches just in time for the holiday. We have seen Parks Department staff handing out masks. And a lot of people here told us they feel good just to be out again. Most said they are happy to comply with distancing and mask guidelines. Major. Garrett Michael George, thank you. Britains famed pubs, that is public houses for short are back after a shutdown caused by covid19. The countrys infection rate is dropping but its death toll is the highest in europe. Roxana saberi is in london. Reporter the greyhound greeted guests today for the first time in more than three months. Cheers. Too long for cate duffy. Its very good. It looks like it tastes good. I feel like lockdown has left me now. But even with the lockdown easing, drinking a pint at the pub isnt like it used to be. Theres now plexiglas in front of the bar and if you want to see a menu or make an order, you have to use an app. The pub is also registering guest details on an app to trace any infections. These are desperate times to get back. Reporter but the english city of lester isnt celebrating. It went back into lockdown this week after a spike in covid19 infections. Britains Prime MinisterBoris Johnson warns other cities could face the same fate. This government will not hesitate in putting on the brakes and reimposing restrictions. Reporter but back at the greyhound, guests of all ages say they feel safe, for now. It was nicer before we had to do all of this, but its much better having this than nothing at all. Reporter roxana saberi, cbs news, lon. Garrett back home, 200 million americans are experiencing unusually high temperatures. But one component lags behind, the seatback, it can snap backward in crashes and hasnt seen a safety upgrade in decades. Our kris van cleave first brought this story to light five years ago, and has this update. Reporter ten years after losing their 16 month old daughter, andy and liz warner still struggle with their loss. Some days are harder than others. We lose on average 50 children a year, one a week who die because the standard is not updated. This week, senators ed markey and Richard Blumenthal introduced legislation to force auto makessers and the national Highway Traffic Administration or nhtsa to strengthen seat standards within two years. A problem auto makessers have known about for decades, nhtsa declined to comment on the legislation saying it mates data decision decisions, data driven decisions, markey has been trying to change it since 2015 when our investigation first told the warner story. Cbs put the spotlight on this issue and as a result the spotlight is now on nhtsa and the auto manufacturers and our goal so make sure that we pass the legislation.
