It is the controversy which has dominated the olympics all week, and today came an apology from u. S. Swimmer ryan lochte. It started when he and three teammates claimed they were robbed at gunpoint in rio could brazilian Authorities Say was false. Now the International Olympic Committee Says it has set up a Disciplinary Commission to determine if punishment is required. David willis reports. How does it feel to be back in the u. S. . David arriving home today, 2 of the swimmers caught up in a soccer which almost threatened to eclipse americas domination of the olympic games. The dispute centered on whether what they, ryan lochte, and a fourth swimmer got up to after they left a rio nightclub sunday morning. Lochte claimed theyd been held up at gunpoint, but cctv footage told a different story. It shows the men arriving at a petrol station and leaving after vandalizing a toilet. A gun was pulled on them not by guarder but by a security demanding compensation for the damage. Lochte left brazil surely after the men returned to the village, whong james feigen corroborated the story, to carry the can. Feigen has agreed to pay nearly 11,000 in the hope of getting his passport back. During the time they were at the gas station, there is nothing that could have led them to think they were victims of a robbery. There is no indication of any sort of violence. David ryan lochte has apologized for his actions. In a statement, he said he should have been more careful and candid, and had learned some valuable lessons. It was an apology that brazilian officials and olympic organizers had been waiting for. We are glad about the apology. We think it is entirely appropriate. We welcome it, and we hope we can carry on as we have been. Thdavid u. S. Olympic officials have also apologized for the episode. It will be up to them to decide whether ryan lochte and his team mates should be punished for bringing about this unseemly saga. What did you have for dinner last night . Jane we will go live to rio in just a moment. To the viceke president of the mark in society and council of the americas on the damage this incident may have caused. Course, a hugely embarrassing international incident, but is that all it is, or is it more damaging longterm . I think of governments at the National Level see it for what it is, an embarrassing incident. It will go away. But it does reinforce stereotypes on both sides of the border. It does show brazilians, some foreigners feel empowered to come to their country and party and do dumb things they might not try to do back home and take local hospitality for granted. That is a bad thing. It also shows that there are some issues in brazil on the security side, in terms of personal security and muggings and things like this, that this incident played into and exposed, if you want to put it that way. I dont think anybody comes out of this smelling particularly good. But in terms of longterm damage to the bilateral relationship, i think this is probably a flash in the pan. Jane it is about stereotypes. Here in the u. S. We are talking about the ugly american abroad. How difficult is it going to be to get over that . There is a stereotype of how americans behave abroad and unfortunately there is reality in that but that is also a stereotype as well. This will reinforce that, of people who may be celebrities thinking they can go to other countries and behave however they want. That is unfortunate. We must say it is not just americans who do that, but we have been fingered as a country that is particularly prone to that. I think that is unfortunate. Jane of course, brazil has been struggling with the perception that it was never ready for these games. It has the zika virus, corruption and crime issues, and now it is dealing with a problem that actually never really happened. How do you think people will remember brazils participation in the olympics . In some ways this is a bit of a catharsis for brazilians because of all the negativity runupthe games in the and the issues you just outlined, the fact that they are able to say, wait a minute, it is not as bad as everybody was portraying it. This is an incident that didnt happen, played on all the stereotypes. Take a step back and see what is really happening and see that brazil is not a cesspool of everything it was purported to be before the games. We have actually done pretty well, in the context of putting the games on. And there is this national outburst of pride, saying lets keep this in perspective. That is a really important thing to do. But in terms of what will this do longerterm, it is not going to address the crime problems that do exist in rio de janeiro. It is not going to address the Environmental Issues that do exist. It is not going to address the poverty and inequality issues. So these are issues that will have to be addressed after the games conclude that have nothing to do with the ryan lochte incident but it does expose some of those issues in a way that hopefully will be addressed. Jane that doesnt even begin to mention the issues that ryan lochte himself will have to address. He has a long road ahead himself. Jane thanks for joining me. Thanks for having me. S. , but how has this apology gone over in rio . Reporter badly, i should say, because it is not seen as a full apology. Nowhere did he address the resilient people or the authorities that he gave a false account to and we have been outside the stadium and people have been talking to us saying, why did he do it, why would he come up with Something Like that . As to the details, allegedly held at gunpoint by thieves dressed up as Police Officers in the middle of the night in the early hours of sunday morning, people just dont get it. The word stupidity has been bandied about, i have to say, with a lot of the locals saying why is he so foolish. And the personal insults people of taking it personally, because rio has tried very hard to clean up its image. 100,000 security and police on the streets for these games and they were trying very hard to ensure safety of the spectators and volunteers and the athletes. To have a story like this go out and do the rounds in the global media and then not be true, theyve taken in very bad indeed. The headline perhaps sums it up, laura the portuguese word for lie, in an article detailing the what the 4 athletes said was not true and very much pointing the finger at ryan lochte for being the mastermind. There will also be a downsizing of the workforce, the closure of some media centers, and a cut to transport services. Funds meant for the paralympics had to be diverted to resolve issues affecting the ongoing olympics security, the treatment of the green water in the aquatic center. Crucial travel grants almost three weeks overdue, meaning as many as 50 countries may not be able to afford to send athletes. It is clear the paralympic budget has been cannibalized in to fill gaps in the olympic budget, and that can only have a negative effect on the Paralympic Games. Desperate disappointment for the athletes, desperate disappointment for the people of brazil. This is no way to go about organizing it and delivering it. Dan only 12 of tickets for the rio paralympics have been sold, and some who have traveled here are disappointed. This is one time in the life. I think brazil must be generous and open their doors. The Hillary Clinton campaign is linking Paul Manaforts departure to his ties to prorussian politicians in ukraine. How big a factor do you think this was for the Trump Campaign . It was certainly the final straw. When we saw all these piles of stories about manaforts connections to entities in ukraine that are not exactly politically useful for him in this particular election, it seems like that was the final move that pushed them over the edge in getting rid of him. There are reports that the Trump Campaign was bristling with the direction manafort was trying to push trump in, and no doubt that this barrage of reports in the last few days was the final straw. Jane what was he actually doing wrong . Why couldnt he get trump to conform to a more traditional candidate . That is exactly what it was. Trying to get him to conform to a more traditional candidate is the wrong move if you ask trump. Trump himself has often said he regrets nothing during the primary. He thinks the model during the primary of let trump be trump, being as blustery as possible and not being afraid to offend people and telling it like it is, in his own words, is how he got here and how he intends to keep going. Manafort tried to get him to be a more traditional candidate. Jane we have seen some very untrumplike behavior in the last 24 hours. He expressed regret, not an apology, for things he has said. Where did that come from . He must be listening to somebody. Thats right. He has two new people at the top of his campaign. Steve bannon, a bombthrower, so to speak, the chairman of the campaign, or the ceo. But this seems to be coming from kellyanne conway, a pollster and now the manager of his campaign and someone who is more steeped in traditional republican politics, someone who is worked for more traditional candidates. If not the rankandfile type of candidate. Jane today he has been in louisiana touring the damage caused by the floods. Is that more president ial behavior we can expect to see . I dont know if we can expect to see it moving forward but it is certainly his attempt to look more like a traditional candidate. What they are trying to get him to do is to reach out to more voters than his traditional base. What he has been good at is stoking up his base, but what he needs to do to beat hillary his voter expand base. Jane 80 days to go, is this too little too late . That is a huge question because the vast majority of voters in the country have their view of donald trump set. The question is if this radical changes going to stick and if it is going to be enough. But these drivers have a problem. Instead of obtaining a ride in a traditional cab, more passengers here are using their smartphones to book a right through uber. He used to make 400 every month. But in the last couple of years he has seen his income almost halve, and drivers like him are hoping their fortunes could be reversed with an app of their own that lets customers book a yellow taxi with the smartphone. It is the age of technology so even we have to use it to survive in the market. Hopefully we will get more customers. Jane when you think of fashionable fabrics, tree bark is not the first thing that comes to mind, but that has been used in uganda for centuries. It still features and clothing for traditional ceremonies, but its general use has declined. Local designers are out to reverse. Reporter it may look like leather. It is just as stylish. But this fabric comes from the bark of a tree. Bark cloth has been in uganda for more than 600 years. The cloth comes from fig trees grown at farms like this in central uganda. To make it, the outer layer of the bark is scraped off. The inner bark is cut off. We want the tree to survive for the next 100 years. You dont need to damage the layers. You use this soft material, and after that, you try to put back the layers. So the tree develops a new layer in the future. Reporter the tree is wrapped in banana leaves to protect it until it heals. Each tree is harvested only once a year. The bark is boiled and beaten with special mallets to stretch it out. It can extend up to 10 times its original size. For generations, this process has been used to make clothing. Apart from being the traditional dress of the uganda kingdom, bark cloth has several other uses. It has history behind it to claim a place at this cultural museum. Thanks to ugandan designers, it is also claiming a place on shop shelves around the world. One such designer, at her workshop, creates and sells fashion and decor items using bark cloth. I am attached to the bark cloth. I love the color very much, and the intriguing story of its making, and the fact that it is available in uganda. Reporter but there was a challenge. After woven fabrics were introduced to uganda, bark cloth was mostly only used at funerals, an association that made people wary about it. When i began in 1998, i think it was not of good value. But because of the art and beauty that i gave it, and it came out. Reporter new ways of using this ancient fabric are changing local perceptions about bark cloth, and by going back to their roots for inspiration, ugandan designers have brought a valuable idea for sustainable fashion to the international stage.
