There is an emergency evacuation for people downstream near oroville dam. Dam operators said the spillway put into use yesterday has led to severe erosion, that could lead to a failure of the spillway and release the waters from lake oroville. Residents are being told to move to Higher Ground now, head north to chico. Dam managers have increased the amount of water being drained. We spoke by phone with the butte county manager. This is below lake level. It caused a boil. The water is seeping through underground. The oroville dam is above the city of oroville. The city is located in the sierras, 25 miles south of chico. The dam was completed in 1968. This is a live look at the dam. Lake oroville can store 3. 5 millionacre feet of water. Right now the amount of water leaving the dam is slowing and is expected to stop monday. Conditions changed this afternoon when the Evacuation Order was issued. The oroville dam is the tallest dam in the united states, taller than the hoover dam. Dwr officials said its a strong possibility that there will be flooding so people are encouraged to leave and head north. Thats what we saw in the live pictures. Thank you lee, the threat of the spillway failing is causing some concern in sacramento. The Fire Departments Public Information officer took to twitter saying that the situation could have downstream febilities in sacramento. Lets check in with mark effects in sacramento. Lets check in with mark. That dam has been there since 1968. They have never seen anything like this. When they are using the oroville spillway for the first time, they are learning as it goes. There is still an inflow of water into the lake. The National Weather service issued a Flash Flood Warning. As we look like at the maps, all of the areas shaded in red have a Flash Flood Warning, this includes oroville and palermo. The watch is timed through 4 15 tomorrow 4 15 afternoon. When you look at the at the chopper shots, you see the outflows. Its 24,000 cubic feet a second. That is what you are seeing. The main concern is the water goes into the Feather River, oroville is not far away. The population is 16,000 people. So much water in a limited area. As a result, the Feather River is rapidly rising. If the water out put gets unrestricted it could overflow. This is the main output and the auction auxillary working together. This is the dam earlier this week when they were preparing the area. They were clearing the area of trees, but with such a rapid change over the last few hours, there is a Flash Flood Warning in place. Its in place through 4 15 monday afternoon. Mark, this is a restrictive box of the warning area, but we are already talking about evacuations in marysville and parts of sacramento. You know that the Feather River flows into the sacramento river. Everything downstream from oroville is a lot of territory. There is also a levee system there. You can have a failure there. Everything goes downstream and that could be a big issue developing. Eventually some of the areas will get hit. Not to over drama ties but sacramento is the second biggest flood prone city in america next to new orleans. There is a lot of levees there, if a levee fails thats a serious problem. Thats a serious concern, already with all of the rainfall, the levees have been compromised. Just in the month of january, so things were already weak in portions of northern california. When you add this much water to the system, its almost hard to match how much water could be potentially added if the water flows unrestricted. We have the fire chief the menlo park on the phone. Chief, you were there in new orleans, pulling victims out of the Hurricane Katrina issues. What do you know about what is going on now . I know quite a bit. When you guys were saying there was no precedent, in 1997, in january, i was in napa for their flooding. We did 14 rescues in the butte area above marysville and yuba city. We were on 14 rescues up there. We brought in hundreds of animals as well. Back in 1997 there was a Ripple Effect that oroville could go over. When we learned that, we tried too educate ourselves as to what could happen. All of the things that you are mentioning with the water in the system and the levee system as it is, the basin is at risk. Everybody should take this seriously because those levees over the past few years, they have been known to be a weakened system over the years, its been compromised several times, we have not had water like this in 10 years, i would be concerned at this point. Thats not to scare people but to put a reality check on what is going on. Today we are assembling the water rescue team. I talked to the chief of emergency services, he has been around for a long time. There is 14 water rescue teams in the state. I understand that they are all being mobilized at this point. They are getting on the roads as a precaution, there is no need for water rescue at this point. The more people that get out of harms way, the better. Folks in oroville can just turn north and drive uphill. I know that area, my dad lived in paradise. Its the downstream folks that are going to have a difficult time because its flat. But at this point we have people coming in. We are getting the boats ready. Most everything has been ready. Everything has been loaded up in one configuration or another. We are going to send 14 people up to chico in the next few hours. Chief, this spillway was rated for 250 thow feet of water per second. But that changed. 250,000 feet of water per second. Were you surprised at how fragile l spillway is . Its not a surprise, water is going to do what its going to do. Remember, the gold Mining Industry ripped the hillsides apart. When water, with any type of volume, starts to penetrate things, you are going to rip things apart. Thats what it happening here. When you stasht that, there is no stopping it from that point forward. Their problem is, how do you stop this from becoming worse . The answer is, i am not sure how they are going to do it. Into 1997 there was a threat of this as well because of the amount of water. Water is a powerful thing, the boils that they are talking about, in 1997, they found out that the temperature variations in the levees would show you the boils in the levees, thats a trick that they learned back then. Thats another thing that they can do as the water starts to get in. They can fly at night and see where the differences in the temperatures are so see war the weakness is. Oroville is a fragile system. Its the tallest dam, that brings the greatest risk. Rain is predicted for the end of the week. We can hope for the best but i am not sure what is going to happen next. The good thing is we have a few days until the rain returns. Look at the damage, all of that has been eroded away. The water is spilling over the emergency spillway. We are in a unique situation with the dam. This is an earthen dam, this is not a concrete dam like shasta. But the concrete failed. It developed a hole. They turned off the water to fix it. As they were making the determination, more water was coming in to the dam. It was 84 of capacity a few days ago, now its at capacity. Yes. But do not forget you have road issues too. One of the things we noticed on the smaller levees is that they dried out. Evengopher holes become a weakness in earthen levees, they are doing everything that they can to get ahead of this. I do not think that people should panic but they should be concerned. If you are in an area that you are not comfortable in, i think that people should get out of there. There is severe erosion and there are fears that the spillway will break and cause a flood. The water is seeping through underground. The oroville dam is on the Feather River, oroville has a population of 15,000 people. Its located 25 miles south of chico. The Menlo Park Fire Department is sending 14 people to help in that area. Also Sutter County has Evacuation Orders in effect. Its effecting farming areas near the levee. Its adding an unimaginable amount of water to the area. Its interesting because the department of Water Resources issued a tweet saying potential failure in an hour at 4 42. That could be happening any time. So the Flood Warning will likely expand. The order is in place for the areas around lake oroville, it lasts through monday and maybe longer. This is the dam here. Lets look, you can see all of the water in such a narrow river, they are expecting a rapid rise in the Feather River, thats why they have the evacuations in place for oroville. People are being advised to head towards chico. We are talking so much about the levee system. A lot of water is rushing towards this area over the next few days, unfortunately we are talking about some more rain this week. Heres a look at the weather pattern. We had a break this weekend. Tomorrow is still dry. Tuesday is dry. Wednesday we bring in a chance of showers. Then showers thursday morning and into friday, especially friday afternoon and into the evening hours. This wet weather pattern comes in again, by thursday, rainfall rates are picking up. Then into friday and into the upcoming weekend, we may have rain. There could be four storms moving into california and the bay area. We have to keep an eye on thursday and through the weekend. As far as the numbers, these amounts may change, potentially two to 3 inches towards crescent city. We will be adding a lot more rain over the next few days. We get a break tomorrow. Tuesday, partly sunny skies, chance of showers on wednesday. But we have essentially three days of no significant rainfall. Thursday morning, a quick system. The rainfall redevelops friday afternoon and then rain into the weekend. We transitioning towards a wet weather pattern again.
