Once that burns off or lifts we will have lots of sunshine. Higher clouds drifting across. But concord is 43 degrees. 42 santa rosa. It is definitely cool out there. Temperatures seven or eight degrees cooler. Over all mostly sunny. Chilly lows though. Some fog out there. The high clouds will favor the north bay over everyone else. Over all 60 to near 70. But if we look to the right here on highway 4 in fact i pushed it too far here. When you look at highway 4 lets pull this to the center of the streak. There is still slow traffic here. Right in this area. Because of an earlier accident. So please give yourself time now. If you get on the road in pittsburgh to concord, that is a decent drive for you. Hercules, richmond, all the way down to el cerrito that looks good. Those who push to the south bay, the traffic here is looking nicely. As a matter of fact, lets take a look at a live picture of the bay bridge toll plaza. We will take a live picture of 280 in a moment. Bay bridge drive time is 15 minutes all the way across. I promised 280 in san jose and that looks good. Lets go back to the desk. We are following developing news in the south bay of a major house fire that sent two people to the hospital with severe burns. Janine de la vega is at the home just learned that this is now being treated as a crime scene . Reporter yes. The fire investigator just arrived here 30 minutes ago. She made us move farther back away from where the fire started at this house. Now we do know that she is interviewed the couple that escaped here at the hospital and something that was told to her at the hospital prompted her to believe that some sort of crime may have occurred here and this may have been suspicious. Here is cell phone video from a neighbor taken at about 3 45 this morning when the fire started. You can see the flames and smoke shooting from the roof of this home on aetna way off of mclaughlin avenue. Firefighters say the fire appeared to have started in the back of the home in a back patio area. That back patio over hang collapsed. Windows started breaking and then it spread to the house. A man and a woman were inside the home at the time. They escaped from the garage. There was security bars on all of the windows of the home and firefighters think that the bars delayed their escape. There was quite a bit of smoke when we arrived here. So the victims may have been disoriented. Reporter these two people were told are badly burned. Were told their burns are critical. Again they are being treated at the hospital. Again the arson investigator spoke with them. We are not sure what was said but it has led the investigator to believe that a crime may have occurred here. That arson is a possibility. Firefighters have been in the back of the house mopping up. Looking out for hot spots. The fire investigator has been combing through debris. Back out here live we did see a couple police cars roll up and the investigator talked to those Police Officers. Whatever happened in that conversation while i was talking during my live shot the Police Officer came over to the photographer and told him that now they have to move us back even farther. We are not sure why because we have been at fires numerous times and we now are getting pushed back. Again we are assuming this has to do where this is now a crime scene. Reporting live from san jose janine de la vega ktvu channel 2 news. We are also following developing news from hayward. Two huge fires just a short distance apart. Fire created these huge flames. You can see this from blocks away. The latest fire started on seventh street about an hour ago in a carport. Fire investigators say nine cars were damaged or destroyed. But there are no reports of any injuries. Ktvu alex savidge is on the scene. He is talking to witnesses and investigators. Alex will have a live update in our next half hour. The carport fire is right near a fire that started around 11 00 last night. It started at an apartment on seventh and c streets. Firefighters say a threeyear old child was thrown to safety from a second story window and was caught by a neighbor down on the ground. Alex savidge just talked to that little boy about that daring escape. Reporter you jumped . Was it scary . Three adults also jumped to safety. There were no serious injuries. The red cross now is helping provide shelter. Happening today cracking down on Cyber Bullying. A new law is in the works called audreys law that is named after a Saratoga High School student that committed suicide. Tara moriarty is joining us now from the school with what this new law would do. Reporter i did want to mention what teens were charged with and what their punishment was. One of the teens that pled guilty in audreys case he has now transferred to a high school in gilroy and sentenced to 45 days in Juvenile Hall. This is according to the mercury news. The other two boys are students here at Saratoga High School. They were sentence the to 30 days in Juvenile Hall with time saved on weekends. A punishment the three admitted to photographing and sexually assaulting audrey pott in september of 2012 at a house party when she was passed out drunk. The photographs were shared via text and posted online. Pott committed suicide one week later. It would make the crime easier to charge in adult court. It would also make Cyber Bullying a crime. A felony in some cases when photos or electronic messages are used to embarrass, harass, or intimidate others. After the attack she posted on her Facebook Page my life is ruined, im in hell, the whole school knows my life is over. Audreys law would require a twothirds vote to pass. Legal analysts say it has a good chance of passing at exactly 9 30 this morning. We are live in saratoga im Tara Moriarty. Ktvu channel 2 news. Jenna will be laid to rest later this morning. The High School Student was killed by a Freight Train that was passing through martinez last sunday evening. She ran back on to the tracks to pick up her cell phone she had dropped. This mornings funeral begins at 10 30. This could be used as evidence against two men in a string of Armed Robbers. It shows a masked gunman terrorizing a liquor store. The two men hit 20 stores and shops since december. Investigators captured the suspects last week by examing crime patterns and staked out several likely targets. The suspects seem to be ramping up in violence. And we know robberies like this will continue to ramp up. Surveillance camera on a helicopter photographed the Police Chasing down the two suspects. Angel rodriguez and Jesus Beltran are being held in the Santa Clara County jail. Detectives say they are still looking for more possible suspects, witnesses, and victims. Time 16 time is 6 09. Two of the City Council Members voted no on the proposal. They say they are not comfortable with letting Companies Buy the name of city parks. The city of San Francisco is getting closer to creating a new source of Affordable Housing in one part of the city. The Planning Commission approved legislation to allow Property Owners in the Castro District to build inlaw units. They are the small apartments often built in the convert the garage, storage area or addicts. Many people in San Francisco have been living illegally in inlaw units. Police in san mateo say social media and two brave kids helped them catch an accused child predator. The Police Posted an alert about a man soliciting a girl for sex on North Claremont street. Two 12yearold girls saw the alert and the mans photo on facebook and identified the suspect as a roberto. When they recognized the individual from previous contact, they in turn told officials at the school they go to and the school reported it to us. He turned himself into police. He is now in the jail facing several charges. Investigators say this case would have hard to solve years ago. A grand jury has indicted Marvin Norwood for possession of firearms. Those weapons include assault style rifles and the new charges could add to their prison time. Last month norwood and sanchez pled guilty to attack at dodgers stadium that almost killed stow nearly three years ago. A letter will be sent to the Ride Sharing Company called uber saying it will have 60 days to get all the permits to stay in business. Similar letters were sent to lift, side car and wings. At San Francisco city hall there was a hearing about safety concerns as the ride sharing industry booms. Safety requirements include checking the drivers criminal history and safety record. The company and driver must have insurance in all the vehicles and have to under go safety inspections. Paying attention. Not just what the letter of the law was. Was the key behind getting the permit quickly. The cpuc released the first permit to San Francisco based company summit. The founder got his permit after complying with all 28 guidelines. The state of colorado has become the latest state to draft new proposed legislation to regulate Ride Sharing Services like uber and lift. A blind man expected to make a full recovery but that is after falling on to the tracks at a Los Angeles Metro station. Now witnesses say the 47year old man was feeling around with his crane when he stumbled and fell off the edge of the platform. A train came by. However, he was able to lie down in a large gap between the tracks to avoid getting hit by the train. There was a lot of commotion inside the train when it passed over him. We are going to manually open the doors for you. I saw everyone running out of the train. It turns out someone was crushed underneath the train. The victim was pinned on the tracks for about 20 minutes. However he was rescued and again is expected to be okay. Time is 6 25. About 150 members of the 1,113th National Guard are waking up in their own beds this morning. How is that for a cheer . The guard members came home after being away from a year in afghanistan. Were following developing news from hay ward. Two huge fires break out just hours and feet from each other. The latest fire started about 90 minutes ago. Ktvu alex savidge was covering an apartment house fire on seventh street when he smelled smoke from this carport fire. We just talked to a fire investigator at the scene. He says the flames caused a lot of damage to the carport. As you can see, there is nine vehicles either damaged or destroyed in this fire right here. Along with the parking overhang. Now there are no reports of injuries from this carport fire. As we mentioned, that carport fire is right near another fire in hayward. It started late last night. A child is among the people who barely escaped the fast moving flames. Alex savidge is joining us live now with the details of what happened over there. Good morning, alex. Good morning, to you. Frightening experience to say the least for this threeyear old little boy. He was thrown out of a second story window by one of his grandparents as this apartment here caught fire last night. And he was caught by his great aunt who was waiting on the ground. She caught him a very dramatic rescue here last night. Let me show you video of this little guy. We shot it a short time ago. Here he is in his uncles arms. He just got from the hospital. His mom told us he was not hurt. He was sleeping here at his grandparents apartment in hayward when the place caught fire just about 11 00. This apartment is on seventh street near c street. The only way for this family to get out was through the second story window. A 25foot drop. What happened . I jumped out the window. Reporter you jumped . Was it scary . Reporter his mom says yes, he was a little scared this morning. Or last night i should say. The boys grandmother and grandfather they were also injured when they jumped from that same second story window to escape the smoke and flames last night. They are still at the hospital. They have broken bones but they are expected to make a full recovery. As far as how this fire started it appears it started in the kitchen. Firefighters say it does not appear to be suspicious. You can see this unit will be boarded up here. The family will have to find another place to stay. Happening today a state senator plans to unvail new proposed legislation called audreys law that would increase punishment for cyber bullies. Tara moriarty is joining us from saratoga where some believe that current law is not tough enough. Reporter this according to the San Jose Mercury news. The other two boys are still students here at Saratoga High School. They received 30 days each. So this new law would aim to make punishments harsher to deter such attacks in the future. The three boys admitted to taking half naked pictures and sexually assaulting 13yearold classmate audrey pott in 2012 after she was passed out. The photos were shared via text. That week pott sent out a facebook message saying im in hell. My life is over. Pott committed suicide one week later. Students did investigating and found out ten people saw the photos. Audreys law would make the crime easier to charge in adult court with harsher penalties a and it would make Cyber Bullying a crime. Now audreys law would require a twothirds vote to pass. Four suspected Armed Robbers are in jail accused of terrorizing a bingo hall in santa clara. That bold crime happened wednesday night on martin avenue. The suspects pretended to be bingo players for several hours and suddenly pulled out guns and grabbed a huge amount of cash. Witnesses say at one point they attacked a 78yearold woman for her winning. The arrest have not made those bingo players feel any safer. There is too much money involved. They need for our protection as bingo players they should have armed security. Police say the woman that was attacked in bingo in that bingo hall was pistol whipped. Students and staff at a school in oakland are heartbroken. Thieves made off with thousands of dollars worth of computers. It happened at Joaquin Miller Elementary School later this week. Thieves climbed over a fence and made off with 35,000 worthover computers. Most of the Students School work were on the computers. San francisco is considered one of the most walkable cities in the country but with the most recent rash of pedestrian injuries and deaths, city leaders are calling for more things to be done to keep walkers safe. Ktvu brian flores has more. Reporter we are on vaness and bush. This one of the busier intersections in the city. You have walkers, drivers, and cyclists. They say simply enough is enough. During a press conference yesterday city officials announced it will spend 17 million in Pedestrian Safety projects in the city. Its called walk first which is a City Initiative aimed at combining collision data with public outreach. It has identified 170 locations where improvements need to be made over the next five years. City Officials Say that a majority or about 60 have happened in the tenderloin and north beach neighborhoods. There were 21 pedestrian deaths last year. Five this year. And city Officials Say this has to stop. Each of the supervisors during the last foments have given me their personal accounts of their dangerous intersections. The people that were lost or severely injured and it is becoming personal. Now some of the projects that will be improved upon for example call for traffic light timing changes along sunlighter street and the installation of a new traffic light at sunset boulevard where 78yearold man was struck and killed in a crosswalk. He says he will be telling his officers not to be so nice when it comes to enforcements. The city has a goal of eliminating all traffic deaths by 2024. Two people severely burned in an Early Morning house fire in san jose. It started in the back of the home and quickly spread. Firefighters say the man and woman inside could not get out because of the steal bars on the windows. Ktvu janine de la vega is at the home where investigators are now treating this as a crime scene. Janine. Reporter in the past hour more Police Officers have shown up here to aetna way which is near mclaughlin avenue. They are being briefed by the arson investigator because this house fire has turned into a crime scene. They have not shared why but one of the questions that i have is, is everyone accounted for in the house . So far no one has been able to answer that. A man and woman inside the home escaped through the garage. Both are suffering from severe burns and rushed to the hospital. Our arson unit is on scene. They will be investigating the size of this fire. They didnt give any specific reasons why it has become a crime scene. Prior to coming this scene they did go over to the hospital and interview the two patients that were transported. So something must have changed from the time of the fire and the time they arrived at the scene. Reporter there are metal security bars on every window of the home. Firefighters believe it may have prevented them from getting into the house quicker. There were release bars that could have been used but they were not used possibly because the victims could not see them besought smoke was so thick. At this time firefighters are investigators are mopping up and they are looking for any sort of evidence. We are being told that a spokesperson from the Fire Department will be arriving on the scene shortly. I talked to police as well since this is a fire scene. It is their investigation. So they werent able to tell me any details as far as why this has turned into a crime investigation. But police said they will be here for awhile. On wednesday Police Arrested ron ginto when he was teaching. He started working there just months after being fired from the making Waves Academy charter school. Ktvu news has learned, that that dismissile came as investigator were investigating charges that gintoed students and he was preparing for another over night trip with students when he was arrested. Something that wasnt disclosed was that in two or three weeks, he was going to take a group of kids on a field trip over night to yosemite. The School Board President is now promises to improve the School Districts background checks in respond to the anger over this case. Today the Russian Parliament voted to support any decision made by the people in the region of ukraine on becoming a part of russia.
