As you said earlier, nice to see our work family. Yes. This morning we begin with the investigation into a deadly fire in the city of oakland. It happened early this morning at an apartment complex. Two people were killed. Ktvu Paul Chambers has more on what we know so far. Reporter good morning. I talked to neighbors recently and they told me they believe the home was used by Homeless People and people who use drugs. But the people who are deceased may have not fit that category so i dont want to put the connection there. But People Living in the Community Say this apartment complex was used for homeless and drugs. We can look at video here. They say after 1 the call came out of an apartment fire. Crews say once on scene they saw flames coming out of the top floor and heavy smoke throughout. It was immediately upgraded to a second alarm. Four units damaged. At least two other fires have happened here. It took about an hour to get things under control and had they found two people dead inside on a lower level unit. We know the victims were a man and woman, although race is unknown. Were told that investigators are not sure what the cause is. Of course when we find that out, well bring it to you. Its been very cold, as you know. What if you dont have heat . That would be so hard. Hundreds of homes in Discovery Bay have been without heat since yesterday afternoon after a major natural gas outage. There is good news to talk about this morning. Alex savidge alive in Discovery Bay where the gas is being turned back on for some of the homes. Good morning to you guys. Thats the good news for folks here in Discovery Bay who spent a very chilly night without heat in their homes. Well show you the scene in this neighborhood. You can see pg e trucks are parked on the street. This is one of the first neighborhoods where gas service is being restored today. It will be a slow process. Everyone who lives in the area will have to be patient as crews go doortodoor turning the gas back on in a safe manner. This was the scene overnight. Many people stayed home and did whatever they could to brave the cold temperatures. Temperatures down into the mid to low 30s. We saw a couple families built a big fire in the driveway and everyone gathered around, all the neighbors came around to get warm. 6,000 homes in Discovery Bay have been without gas Service Since early yesterday morning. That of course means your home heating system doesnt work, gas stoves, water heaters dont work as well. Pg e says this is all because of a pressure issue at a nearby gas facility. Thats what prompted the utility to shut off service in this area beginning early on sunday morning. That problem, though, appears to have been resolved and of course people we talked to who live in this neighborhood are grateful to be getting their gas back on. It was cold. We all stayed in the loft, blankets everywhere. We have a 17monthold and my wife, so it worked out. You made it through . Made it through. Cold shower this morning. Because i worked out and forgot. My wife said youre going to take a cold shower. Yeah, its going to be a cold shower. Yiekz. A cold shower does not sound pleasant. Pge blaming cold weather for the outage and they need to turn the gas back on. They want to remind people not to do it themselves. That would not be safe. Theyre continuing this process to turn the gas back on and it will be slow. Its possible that some people may not have gas Service Throughout the remainder of this day. A cold shower on a morning like this, how does that sound . Im in. I like cold showers. I would skip it. Dry shampoo. But alex, its a good reminder for people to check in on neighbors, especially older people who might live alone. You were talking earlier that people did in the community, they did kind of join together and help each other. Thats really what we saw, absolutely. This is a really a tight knit community out there and you saw people helping out their neighbors. Again, they built fires or the if people had space heaters, they were letting other people come into their homes, sharing food. The whole neighborhood, many many neighborhoods, i should say here, they sort of banded together to try to get through this thing. No one is really that upset about this. They understand that it could be worse. Thats incredible. Obviously it could be worse. There is a lot worse problems to have. And they toughed it out. Bill clinton would be a force out on the campaign trail and Hillary Clinton is counting on his help in both iowa and New Hampshire. Donald trump, meantime, is ready and willing to remind voters of bill clintons history. And i hope you will vote for hillary. We know bill clinton can fire up a crowd and that is what Hillary Clint is counting on. Bernie sanders is leading right now in recent New Hampshire polls and there are signs clintons lead in iowa may be narrowing. If she loses iowa and loses New Hampshire, loses the first two, it would be complete chaos. The donors would get upset, the sanders support would skyrocket. Certainly the financial part. And the media would have a feeding frenzy. But the former president can both help and hurt. Hillary clinton is leaning strongly on gender herb issues, so husbands history of infidelity is fair game says donald trump. Shes playing the womans card and its like give me a break. You know, i dont certainly bill clinton is not going to be the end all in the campaign and hell come under attack not just from me. From clint ans left, Bernie Sanders is actually making a play for Donald Trumps supporters, many of whom are less than happy with both parties. Look, many of trumps supporters are working class people. And they are angry and they are angry because theyre working longer hours for lower wages. Angry because jobs have left this country and gone to china or other low wage countries many. There is fruit to the argument that Trump Supporters and sanders supporters are disenchanted with the state of politics in the country. In washington, doug louzader. If youve not bought your calendar yet, how about one with 12 months of russian president vladimir putin. One month shows him cuddling with a puppy. Another month shows him smelling a flower. Government soldiers rolled into ramadi in humvees and on foot. After the victory, soldiers raised the iraqi flag and celebrated on the streets. This marks the first time that a rack ee forces were able to iraqi forces were able to take an isis group. They had help from u. S. Led military airstrikes at specific isis targets. Troops were able to take back a government complex that was taken over by isis in may. This was used as an isis headquarters. It remains unclear how many casualties there are, but its reported that residents evacuated and pockets of isis fighters remain in the outskirts of ramadi. They say this gives iraqi forces momentum into other key cities. They plan on taking back the Northern City of mosul next. Well see. Some are saying this is a gamechanger. Any word as to why now theyve decided to get so agrees sxif take the move . Just a aggressive and take the move . A few weeks ago they say they were going to increase airstrikes and since that happened, they were able to make the attacks more often. Thats what they did here in ramadi. U. S. Led airstrikes targeted the specific isis targets and iraqi forces were able to move in. Interesting to see if this is going to be the way that move into other cities. I understand, but my big question would be can they even hold on to ramadi in the first place. Thats the thing. Once they take over, how is the security going to remain in that area. Thats another big question that the forces need to answer. Brian, do you have any indication that any could be a political move to make the democrats not look weak on national security, maybe help the candidate, democratic candidate . The republicans have been attacking them for being weak on national defense. As you mentioned, the republicans were saying that the president was weak in terms of how hes dealing with isis in iraq and syria. I mean, it very well could be, sal, but thats just unclear at this point. I mean, i dont have the answer. No one has been saying anything. No. Interesting speculation, though. It is interesting. Brian, thank you. Police in the Central Valley are investigating a possible hate crime after a mosque m in tracy was fire bombed. Someone through a molotov cocktail at the facility early saturday. It caused fire damage to the center. Its being investigated as a hate crime because it happened at a place of worship. Crimes targeting american muslims have been on the rise around the country since the terror attacks in paris and san bernardino. I was actually astonished because ive been living in tracy for 15 years. Weve never had any incidents. Its clear to me its a hate crime. Investigators are analyzing pieces of the flammable device from the islamic center, but still need the publics help to solve the case. Fire officials in houston believe that a Christmas Day fire at a mosque was deliberately set. Investigators are looking at Surveillance Video from the Shopping Center where the Islamic Society of greater houston is located, hoping to find whoever is responsible for that. Atf agents say the fire was deemed suspicious because it had multiple points of origin, indicating some sort of accelerant may have been used. You might have to realize when the actual merchandise was purchased. You usually have about 30 days to return your items. So if it was purchased during black friday, it might already be too late. So check those, check the stores policy lawn line online. I have two daughters and they like to get clothing. I like to shop early to get some of it done. But you have to look at the expiration point. The good news is a lot of stores take Online Purchases back in the stores, right . Yes. Just go online before you go to the store or ship it back. Sometimes they might cover the shipping cost as well. Check on that. Also if you have a store credit or a member of the store, you might get special incentives to return it item. You might be pushed to the front of the line, maybe. Really let the person know that youre actually maybe a member to the store or something. A rewards account or something, right. Thats good to know. What happens if you show up to a store without a receipt . I know some of the major stores are better than maybe a smaller store . For sure. The big thing you can tell them if you bring back the packaging, they can scan the item and realize it was purchased there. Sometimes usually youll have your receipt emailed, so once again, and your mom or Family Member if they dont mind giving up the receipt. Just see if you have an online version because that can help too. The sad news is if you dont have the receipt, a lot of times youre going to get the sale price now, right . Right. Youre not going to get the full price that the person purchased. Right. And sometimes they dont let you return sale or clearance items. Realize that in the long run, that you might not be able to return the item if it was actually a sale item. Ill tell you i was kind of surprised. I returned something to toys r us and i got up early and fired out of the house. I beat all the lines, which was fantastic. Thats a sidebar. But when i went, i didnt have the box because we threw away the box for this toy. I walked up with the millennium falcon and said this thing is not cruising and they took it back. Do most retail outlets do that and take back items when you dont have the packaging it came . If its a millennium falcon, you can give it to me. You dont have to return it. Sometimes they will give it back. Sometimes stores will take it back without a receipt or the tag or bar code. Once again, its probably best to call the store or look online before you do that. The governor of texas declared four counties disaster areas after a weekend of tornados and violent storms. 11 people were killed, dozens more were hurt. Powerful tornados hit the dallas, texas area. Look at the pictures. Several days of bad weather blamed for 43 deaths in texas, illinois, missouri, and throughout the southeast. One man says he was talking to his wife on the phone when the tornado hit. She was killed. She started screaming and the call disconnected. I tried to call her back and i tried to call her back and i couldnt. Heartbreaking. At least nine tornados hit north texas. Back here at home, police in Solano County searching for a woman seen on a very disturbing video throwing a dog on to a street in fairfield. That video was recorded near texas and pennsylvania streets. Police say the woman seen throwing the dog is brandy chin. A woman at the home where the Surveillance Video was taken says ms. Chin through the dog while she argued with her boyfriend and police think she may have abused the dog before. She was recently seen walking down the Business District in fairfield and apparently had the dog by the tail. She was swinging it around. Authorities think brandy chin is hiding somewhere in the vallejo area. She may face charges of animal cruelty. The dog named ben will be taken away from her. Paramedics are being trained to respond to emergencies at sfo using bicycles. The San Francisco Fire Department anticipates a surge in travelers before and during super bowl 50. Fire Officials Say paramedics on bikes can get to a scene quicker and start treating victims right away. Ambulances and fire engines have a tougher time getting through crowds in all of the heavy traffic at the airport. Hey, mike, well send it back to you. The nfl spent so much time and money on deflate gate, something relatively minor, what are they going to do with this, which is really talking about the competitive balance in sports. And talking about it being Peyton Manning. If the nfl doesnt follow up and make some kind of investigation, is he getting more favorable treatment than tom brady . In other words, theyre not going to check on something that many will say is worse than what brady allegedly did. This guy recanted. Said i made it all up. Can the nfl go after him with lawyers . Well, Peyton Manning says hes going to sue, but you to prove malice. So i think the report could just say we made a mistake. And that would take care of it. I mean, you need to show this was done purposely, with malicious intent. Lets talk raiders and 9ers. If they lose to st. Louis, they could wind up with a top three draft pick. Whats the state . Who do they pick if they do get it . Is that even going to help . I think they need a quarterback. I think we can agree with that. Its not just the quarterback the 49ers need. They have issues all over the field. I think first and foremost, before the draft theyre going to have to figure out what theyre going to do with jim, whether to bring him back or not. What do you think most raider fans think . I think for the most part they have to be upbeat. The raiders won three games last year. I think the part that might be a little frustrating is early in the year the raiders lost a couple real close games that had they won, youd be saying, man, were playing the last week the of the season to get into the playoffs. Ibm and nbc universal, turner broadcasting and zinga have been fined for these. What are the penalties in case the City Attorney ends up getting money from the bieber folks . Probably just a drop in the bucket for the good old biebs. 2,500 per violation, plus other fees and costs attributed to that many it could add up. Why didnt he write it in chalk . Why do you have to go to this permanent sort of mark on the sidewalk where everybody can see it . Of course all the people who walk by it have been complaining to the City Attorneys office saying why do we have to see this on our sidewalk and it wont go away. What is going on with San Francisco and their money . Is there a financial crisis . The City Controllers Office recently did an audit and six departments apparently of having trouble handling their cash flow. This means depositing checks on time and that sort of thing. This includes police, public works, rec and park, city halls events department. The handling of cash flow at one department was found to be generally adequate, five needed improvement and two needed major improve. They made recommendations to endorse all checks upon receipt, depositing cash m in a timely manner cash in a timely manner and keeping better records. The pay of muni drivers has been an issue ever since i started paying attention to news, but some of the latest workers are saying theyre not making enough money. How much are they making . Well, there was an article that was done in the examiner and apparently they say they make 2,100 after taxes per month. Thats according to one full time muni operator. They have a newer contract pays them half of what the previous new drivers made. The examiner says the amount is apparently due to a quirk in a contract between them and the union. They made full salary after 19 months on the job at one time, but under the 2014 contract, workers hired after july 1st start at 63 of full pay. Which slowly goes up after five years until they make 32. But they have to take out second jobs, even with another person in the family who brings in a full time salary. Janine de la vega is breaking down some of the laws taking effect january 1st. Janine. Hey, sal. Yeah, we are here along the embarcadero. Mrentplenty of people are riding bikes wearing headphones. Theyre going to have to change that because starting in 2016, there is a new law where you can no longer wear a head set or earphones in both ears. Hover boards can now be ridden on bike paths, lanes, and public streets. But riding them on sidewalks can be different because sidewalks are governed by city and county laws. It can change depending on where you are. We asked people what they thought about that. Im a little torn. If they can go as fast as a bike, i think that will be okay. I think youre going to fall easier on a hoverboard so i dont think its as safe. If theyre riding a bike on the sidewalk and someone hits someone, the bike should not be in. But if a hoverboard falls, thats a hard thing to stop. Reporter there is also several laws involving schools, concealed firearms will be banned from College Campuses and k12 campuses. Another law affects high school seniors, no longer need to take the exit exam to graduate. It lifts the requirement through the 2017 to 2018. 8 school year. Schools requiring full vaccinations to enroll as well. Probably on principle, support of a vaccination. It seems to work and seems like a good thing to do.
