You know was a very credible witness from from Tuesday's hearing the president some called I doubt it really it doesn't really quite matter I mean the president gets to hire fire promote demote recall and appoint who he chooses to considerably ruins questioning the power to do that I mean no one's quite manpower but it it it matters that's what I mean very central to our well I mean that's up for disagreement I think there are a lot of Democrats who would say that it's very central to to what they're trying to figure out and I just want to I just want to probe a little more with you here because you know there's been testimony suggesting that there was a smear campaign that the president's personal lawyer Rudy Giuliani was at the center of he was you know looking for information that he wanted in Ukraine you know digging up information Here's what Giuliani said about investor Vonage they were trying to get to us and they were. Being blocked by the ambassador who was a Obama appointee and. Who was holding back this information that makes it sound like Giuliani was upset that in his view of on of it was blocking him from talking to people could he have told the president then that's what happened here. I mean I would be speculating since I'm not privy to any attorney client conversations between the president and his attorney but he very well could have expressed his concerns to the president and the president gets advice from many people in and out of government on on appointments and you know he doesn't need to have a reason and more importantly I just don't see and maybe you can tell me I just don't see where you know recalling Ambassador you've on a bitch fits into being an impeachable offense how is it a high crime or misdemeanor to recall your own ambassador and then appoint a new one well I think I mean I think it's an issue with with with when the president fired him call me and everyone you know was up in arms that you've been firing someone who he was allowed to fire for some for reasons that he thought were were very valid reasons Well you know as well as I do I mean what has been suggested here that the president was withholding military aid a time that he was asking the Ukrainian government for certain investigations Rudy Giuliani was at the center of that then you have your fun of each Many saying that she was part of a smear campaign by Giuliani went on to go through all the all the facts of of what's what's come out here but I do want to ask you about this military aide because one of the revelations this week is that the military aid to Ukraine that the president temporarily withheld was only released after a whistleblower came forward and raise questions about all this did the president essentially is it possible he got caught here and decided while there are lot of concerns being raised I better get that aid to Ukraine now. There's that sound like present the president trumpet you know does that sound like how he's operate in the past oh my God I guess. Caught by some anonymous whistle blower so I better take and make an act I really don't want to do it it's insane but do I have the timing right you know I do have that so you're not you're not disputing the timing here I mean that aid was released after the whistleblower raise these concerns I'm not sure exactly what the timing is I don't have a chronology in front of me but even if the timing was correct you're assuming causation and not correlation and there's no evidence of causation it's rank speculation and it's all fine for you and I don't have a conversation about it but if you're going to try to impeach a president you better have something more than speculation to do it regardless of what the timing is you need causation not correlation and thus far there hasn't been a shred of direct evidence under oath that there's any causation between a whistleblower complaint and the release of funds and we should say one person that lawmakers are going to be hearing from is Mark Zandi an official with the White House Office of Management Budget who apparently knows a lot about exactly what what happened with that aide. To keep funding the army you still have to move along with the process of what you call State Building and that includes building an effective military as down the road a credible alternative to Hizbollah. News I'm Steve Inskeep And I'm David Greene and I want to take you back to November 16th 1989 to an eerily quiet morning in a sunny courtyard at a university in El Salvador American freelance journalist Mary Jo McConaughey heard that something horrible happened overnight we knocked on the door and saw what looked to be the forms of bodies under a sheet reporters were talking in hushed tones their cameras clicking there on campus with the bodies of 6 prominent Catholic Jesuit priests also there Cooke Elba Ramos and her 16 year old daughter Celina they were modern day martyrs in one of the most high profile religious crimes in recent Latin American history a woman stopped it and she said. Tell the truth about what the armed forces are doing here. And then she just burst into tears Tomorrow marks 30 years since that day in that courtyard by sacred ground N.P.R.'s Danny Hey Jack has the story and just a warning here this piece begins with the sound of gunfire outside the walls of the Central American University Salvador was being torn apart by civil war. N.P.R.'s Alan Tomlinson was in the capital in 1989 caught in the crossfire between leftist guerrillas and the Salvadoran army we ourselves am under fire from a sniper. During the $980.00 s. November 16th 1989 the reports came flooding out of El Salvador 6 Jesuit priests from Central American University were tortured and murdered. 6 just what Roman Catholic priests were tortured and assassinated the question loomed over all of this did anyone know the truth. Jesuit priest say they have a witness for what they have and will have to write him nor the only known witness the woman is really yes sir nothing she's the only living witness to what happened in the dark hours of that morning. This is Lucy a Crna the witness. It's a peaceful afternoon in her cozy living room she asked that we not say where she lives today her husband Jorge sits in an armchair scrolling through the news and when she talks about the priests she smiles Crna was the housekeeper for 10 years in her memoir titled. Crna says she knew every hall every office every corner of the priest's residence because she cleaned they looked on the man. I knew the priest so well I could go nice this son of their footsteps senior they were such great people. Cerner remembers being startled awake when soldiers opened fire on the residence where the 6 priests were sleeping. News I'm David Greene and I'm Steve Inskeep good morning who thought Democrats did not have enough presidential candidates former Massachusetts Governor Deval Patrick clearly thought so he entered the race this week and he may not be alone Matt Bennett is co-founder of the center left think tank 3rd Way and he's in our studios thanks for coming by thanks for having me good morning was there a wing of the Democratic Party who thought Wow 17 candidates is not enough apparently someone has said that to people like Governor Patrick and maybe Mike Bloomberg because they're now talking about getting in but it was surprising for many of us who felt like you know we started with something like 28 and we're down to 17 that seems fishy but I guess it's not the number that they're worried about it's whether the options fit their politics is there a part of the Democratic Party that's uncomfortable with a candidate like Elizabeth Warren or Bernie Sanders being at the top of the polls is that what's happening here are near the top there certainly that there are plenty of people who are not comfortable with either Senator sander Warren but rip of course Joe Biden is leading in the polls and I was acting as a more moderate figures it was exactly so it's not clear that there is a a wing of the party looking for alternatives that are in the field I will say the Democrats always are kind of hand-wringers and we're always looking for somebody else to magically come along on a white horse at this stage in the race and then generally by the time the voters start voting we get comfortable with the people who lead I'm also just thinking you know a lot of voters clearly like those Elizabeth Warren a lot of voters clearly like Bernie Sanders and if you didn't if you're more of a Biden figure and you're fearful that Biden is slipping a little bit maybe isn't going to make it aren't there other moderates already there people to Judge Amy clubbish are we could name several there are indeed and it was I think surprising for those of us following the race closely that people would be demanding somebody else because there are plenty and there are plenty of people who aren't even on the debate stage yet like Steve Bullock and Michael Bennet but there's got to be somebody who's saying to someone like. Patrick listen we can support you we can help you we've got money for you I mean he doesn't just dive in randomly does he he does not and he's a very well respected figure in Democratic politics people all across the spectrum really like him so clearly there were people saying exactly what you said we're going to get you the money you need and we're going to help you ramp up quickly but boy he's got a long row to hoe Well let's talk about that because Tom Perez is the chair of the Democratic National Committee and he was asked about this late entry Let's listen we've got an incredibly deep bench of candidates running for president people say while the steel plate Well then Governor Clinton entered the race for president in October of 9091 so this is not unprecedented for people to get in a little bit later on in the process and I welcome that because everybody's going to be talking about the issues that matter most to people chairman Pres makes it sound like this is plenty of time work for Bill Clinton might work here yeah 992 is a long time ago I worked on that campaign and all of the things were different so for example 'd when I worked for Wesley Clark in 2004 and when we got in it was 2 months earlier than this and it was still too late just if you think about Iowa for a moment there are 99 counties in Iowa there are thousands of precinct sites you need people at every one of them it's almost impossible to build a team like that getting in this late if you're Deval Patrick do you also call up your old friends your former campaign workers your former managers and say hey I'm ready to run and they have to say I'm sorry I'm already committed to some other candidate at this late stage yet if you have a pulse in Democratic politics you have a job at this moment there are so many candidates so I don't know where he's going to find people who work for him now he did find a very good campaign manager of coming off of other races but getting past that is going to be hard should Democrats be worried about a large field at this point no I think the Eventually it will winnow itself the political marketplace will take care of that but I do think the. There were some tough choices being made at the d.n.c. This is Morning Edition from n.p.r. News I'm David Greene I'm Steve Inskeep And I'm Rachel Martin a new film shows one of the darker chapters of the u.s. War on terror after September 11th it's called the report and it's the story of how the CIA came to adopt the use of torture as part of its intelligence gathering operations and how the Senate Intelligence Committee brought this program to light through an investigative report Ok but if nobody who actually worked in the program is going to do. So we have the files their e-mails and cables their memos we have to use their own communications to tell the story that's Adam Driver there playing the Senate staffer who led the grueling 6 year investigation that staffers real name is Daniel Jones and earlier this week he talked with All Things Considered about the impact of that report we were front page of newspapers around the world for 24 to 48 hours but given the news cycle and then it's gone and what you really need is a narrative in storytelling to penetrate culture and I hope that this film is is a piece of that crafting that narrative felt to Scott Burns he wrote and directed the movie and I spoke with him recently about that weighty responsibility turning a 6000 page report into an on screen story that people could connect to it started out really as an exploration of the program that these 2 psychologists sold to the CIA after 911 claiming that they had some sort of magical special sauce that would make people talk and you know what that really was was medieval torture but eventually I was led to the report and also I became aware of Daniel's story and this incredibly Kafka esque odyssey he went on to get this study out into the world so let's talk about why he spends these years in these. Kind of solace rooms putting the pieces together reading e-mails reading memos what was he trying to answer. This all began because at one point there was an awareness in Congress that the CIA had made tapes of various interrogations and they had asked to see them and those tapes worse destroyed by officers at the CIA after that request had been made known and Daniel began with a 2 year investigation into what was on the tapes he presented those findings to the Senate Intelligence Committee and the conclusions of Dan's initial study were so alarming that that committee voted $14.00 to $1.00 to have him go forward and that sent down on a 5 year odyssey to look at the entire scope of how this program came to be was it effective was it legal what sort of obfuscation This went on between the CIA and really 2 administrations both Bush and Obama and Congress and the American people I want to ask about the interrogation scenes. They're obviously disturbing I imagine you had to make some difficult decisions about how to treat those what to depict what not to depict Can you walk us through how you were approached those scenes yeah it's probably the part of the movie that caused all of us the most reflection and you know the early drafts that I did that didn't include any of those scenes Initially I had thought that that should be my goal why. I think that's personal for me I didn't really want to be on set and asking people to do brutal things I didn't want the audience to have to look at that and then I had a conversation during my research with a gentleman named Alberto Mora who was the Navy's general counsel during the program and he said are you going to show these techniques and I said I'm I'm not sure I'm still trying to sort that out and he said but if you don't do it aren't you perpetuating the sin of the CIA and this aren't you concealing what this really looks like and I was persuaded that I have to use the tools of a visual medium to make sure that people understand what exactly was done to these men and that it was done without gaining the intelligence that would save lives as the c.i. a Had told us it would. So Dan does all this work over 6 years comes up with these very important findings and there are all kinds of interests who don't want to see that released why. Well I think there are 2 sources of pushback the 1st one is obviously the CIA not wanting to be seen as having conducted a program that was this brutal and this ineffective I think beyond that and the agency may have had influence and this was this fear that they tried to call Kate into Congress and the Obama presidency that by revealing these things it would cause ISIS and the people in the region who want to hurt us that it would somehow fire them up in some new way and cause damage to the coalition that we had put together to fight ISIS none of that happened when the report came out and the Obama White House was more interested in in looking forward in the past yeah you know Barack Obama said that we should turn the page and I think this goes to the heart of a big question that America needs to face and it became one of the larger sort of issues that the film has to take on is do we believe in accountability does Congress exist to hold the executive branch accountable that larger issue really began to influence. I thinking about this story that when you never hold anyone accountable then you allow these things to continue and I think some of the difficulties we're seeing in just how the government can operate. Their antecedents in these past events you know history isn't discrete you know events they have a knock on effect.
