I have demands not one less they are chanting among those demands protestors are calling on Hong Kong's government to launch an independent investigation into the use of force by police well for more on where things may go from here and what role if any of the us has we are joined by Kurt talking he was the top American diplomat in Hong Kong into June of this year and he's in our studio now Tom welcome real pleasure to be here is there any way to read this election huge turnout and stunning result other than a stinging rebuke to Beijing I think that's right the Typically this these elections have been a series of 400 or so local elections small town elections on questions about bus routes and where to put the bike rack and that kind of thing this stuff that we would be sitting around talking around in Washington certainly not but this time the Hong Kong public very clearly decided to use this election as a referendum on citywide policy and particularly to express their concern about the erosion of the One Country 2 Systems framework and their desire for high degree of autonomy from from China what kind of response might really see from Beijing I think that Beijing will take a moment to think about this I'm hopeful that Beijing might realise that actually it's in their best interest to give Hong Kong the space that it wants but political spin. Ace cultural space and a different form of governance going forward for many years to come and that that will actually work the best for Hong Kong but also work the best for China you don't see this is just a fundamentally unsustainable system the One Country 2 Systems with a built in deadline of course of 2047 I think the real answer that question depends on the future direction of China and that's a big question mark at the stage now let me turn you to the u.s. Role Congress as you know nearly unanimously approved a bill in support of the pro-democracy protesters this bill would authorize the u.s. To impose sanctions against Chinese officials in the event of a harsh crackdown on protesters President Trump was asked about it just on Friday he was doing an interview with Fox and Friends and here was his response when he was asked whether he would sign what we have to say and what I'm gonna but I'm also standing with President Xi he's a friend of mine he's an incredible guy that we have to say and what I'd like to see them work it out so we have to stand with Hong Kong but we also have to stand with the president of China and then he went on talked about the trade deal which hangs in the balance between the u.s. And China what kind of message does that send Well honestly I'm not sure what exactly what the president meant but I personally don't think that linking the trade talks to issues related to Hong Kong is useful for anyone involved I think it confuses China but it also it's just not a natural linkage and the Hong Kong matters are in their own space the trade negotiation is economics for economics negotiation a very difficult one but but that's clearly the way that it operates and so I'm not sure that that linkage makes much sense do you think it would be possible for the u.s. Administration to take a stronger stand in support of pro-democracy protesters even as it's trying to extract concessions from Beijing when it comes to trade for one I mean I'm not sure that the stance needs to be any stronger than has been towards towards Hong Kong issues what Secretary pumping said last week seemed entirely appropriate I think they did. U.s. Violence by any sides of violence by any side is unacceptable violence by any side is unacceptable and that China needs to adhere to its promises under the joint declaration with the Great Britain I think that we can all walk and chew gum at the same time both the United States and China have a conversation about what we think is the right direction for Hong Kong and do with trade negotiation at the same time is there anything in your view of the u.s. Should be doing any tool it should be applying to the situation in Hong Kong that it hasn't I think that the u.s. Should really double down on the gauging Hong Kong on its own terms treating it as much as possible like an autonomous entity which it is in many many respects and really reinforcing that notion that Hong Kong is a separate place that with its own rules through action as well as through word Kurt Tung news the former u.s. Consul general to Hong Kong and Macau He's now a partner at the Asia Group consulting firm here in Washington thank you great thank you very much at no time in living memory have relations between the u.s. Military and the White House been so fraught senior military leadership wanted to oust a Navy Seal from that elite service after a high profile war crimes case President Trump thought otherwise he wanted the seal Chief Petty Officer Edward Gallagher to retain his status and came news yesterday of a different ouster that of Navy secretary Richard Spencer today Defense Secretary Mark esper confirmed that he received a direct order from President Trump not to remove Gallacher from the SEALs n.p.r. Pentagon correspondent Tom Bowman is here to walk through all of this with us Hey Tom They also so I understand that you and other reporters spoke with defense secretary Mark as for today what did he have to say about all this well again the big surprise again was he told the president go off camera that the president ordered him to restore a Navy Seal Gallagher's try to pin you know as for didn't mention that over the weekend when he said in a statement that he asked for the resignation. Spencer that he lost confidence in him that Spencer went behind his back to the White House and a plan to get Gallagher to keep his pen there was supposed to be a Navy review board to determine that but then as for said in his statement there would be no review board and instead he directed Gallagher to retain his pen without mentioning the president until today let's listen. The president is the commander in chief he has every right authority and privilege to do what he wants to do or you to basic manager has to try that absolute but what message does that send to the troops that base of your polling the plug on President Obama's the abortive president is the commander in chief of course he's right the president is commander in chief as is wide authority in such matters and remind us of who this Navy Seal is that that's at the center of all this at the Gallagher How did President Trump get involved in his case in particular while Gallagher was charged with killing an ISIS teenage prisoner in Iraq in 2017 he was acquitted of that death but convicted of a minor charge of posing with the corpse he was demoted by the Navy and became something of a celebrity with conservative media and some lawmakers that's when Secretary Spencer suggested a compromise to the White House last month an official close to the case said Gallagher could be retired at his rank with his tried and pin under the plan and there would be no review board then Trump jumped in and arrested control in the words of an official and ordered that he be restored to his rank and then the process began the Navy ordered the review board for Gallagher's pen which now will not take place as secretary as percent right now Tom you have covered this beat for years have you ever seen anything like this see a president who yes is the commander in chief intervene so directly in the military's judicial system so directly and how the military disciplines people know this is highly unusual and of course presidents commanders in chief again of the armed forces are deeply involved in military affairs think of Lincoln or Franklin Roosevelt and many of them got involved in pardoning soldiers or granting clemency but what you have here is a president getting involved at a very low level and barring prosecution of a suspected work crimes in one case prevent. In the trial from going forward for Major Matt Goldstein he was accused of killing an alleged Afghan bomb maker that's unprecedented but he has the power to do that as commander in chief and very quickly do we have any sense within the veteran community of how people are reacting to all of us well some Pentagon officials current ones I talk with a troubled by it they say it sends a wrong message to troops saying it erodes good order and discipline retired folks feel that way but Gallagher has his supporters as well especially among enlisted ranks saying they've been asked to do a job to fight terrorism horrible conditions over multiple deployments they don't want to be 2nd guessed by senior officers far from the fight that's N.P.R.'s Tom Bowman thanks Tom You're welcome 'd. News this is All Things Considered I'm Elsa Chang and I'm Mary Louise Kelly when Vice President Mike Pence flew into Iraq this weekend he was visiting a country in turmoil and his trip might have stirred up a little more anti-government protests have rocked Iraq for weeks and the u.s. Has expressed concern over the number of protesters who've been killed more than 330 many by security forces Oh the vice president steered clear of Baghdad which may have caused some hard feelings N.P.R.'s Generac joins us now from the Kurdish city of air below Hey Jane hi there hi So before we get to the vice president's visit just set the stage these protests were ongoing all weekend is that right yeah in fact they've been going on since October which is kind of remarkable and they've kind of eared off into 2 very different kinds of protests Let's listen to a bit of the sound from Baghdad because. It was. So those are thousands and thousands of high school university students streaming into central tougher square in Baghdad and waving Iraqi flags and singing the national anthem. Was. God. And you hear them from everywhere the protests are held it's called my homeland and it's what all the protesters say they want even more than jobs even more than an end to government corruption even more than the fall of these politicians they hate they want to take back their country but then you've got what's going on in the south of Iraq and that's much more grim I don't have much. I don't want me. I don't want to not. I don't know I was so that's from near the port of Umm Qasr which is Iraq's main cargo port that was live bullets being fired and they are being fired in almost every protest along with tear gas canisters fired directly into crowds of protesters and one of them falls and there's someone shouting There's a guy dead in the Serie a another city in the south over the weekend they actually burned down the government building the new government building of a presidential governor as well as the home of a member of parliament that's how much hatred there is security forces though in Baghdad in the south of responded to even peaceful nondestructive protests with live bullets and things are just getting more and more bitter so you're describing live bullets you're describing tear gas canisters can you describe what the Iraqi government's strategy is to contain this to they have a strategy. They do not appear to have an overriding strategy parliament is meeting to discuss an election law because one of the solutions would be early elections the prime minister said he would step down but now he isn't stepping down the defense minister has actually been saying its fake news that all these people died those numbers aren't like that at all even though the numbers come from Interior Ministry and OSP it will officially as the government has been shutting down t.v. Channels one thing the government doesn't seem to realize is people will be content with half measures they want dramatic change so into all of this flies Mike Pence over the weekend where did he go what did he do well it's where he didn't go that's the problem he did not go to Baghdad he flew into a base where there are u.s. Forces in western unbar province he talked to the prime minister for 25 minutes on the phone a u.s. Official said it was too dangerous for him to go to bed. Even though it's his 1st visit as vice president here so there is quite a lot of foam hard feelings about that it was seen as a breach of sovereignty by some politicians that he did not go to Baghdad he did indeed go to the courage capital Air deal where he met Kurdish leaders and what was the announced purpose of this trip it was basically to see u.s. Troops so he and Mrs pence dished out Turkey for the troops according to u.s. Officials he also had an off record briefing from u.s. Commanders and talked to some of the forces there who it seems might have been involved in the raid on ISIS leader Al Baghdadi but he was indeed in Iraq without actually visiting the capital and that was the problem. That's N.P.R.'s general in the Kurdistan Region of Iraq thank you Jim Thank you there is a revolution afoot in the lighting business l.e.d. Light bulbs are replacing energy hogging in can decimate ones it's good news for the environment using less energy reduces greenhouse gases that contribute to climate change but this revolution does come with a cost N.P.R.'s Jeff Brady went to St Mary's Pennsylvania to visit a light bulb factory that shutting down the factory is 2 and a half hours northeast of Pittsburgh and it has produced light bulbs for more than a century much of that time under the Sylvania brand but today the factory produces only scrap metal. Sparks fly as a worker cuts and dismantle one of the production lines Jeff Anderson worked here for more than 20 years Larry are removing some of the Quitman cutting conveyors out of the ceiling. The kind of sad to see yes it is yes it is I was last on or on that scene it's over there that are turning hard Anderson and about 175 others lost their jobs here when led Vance the plant owner announced earlier this year it's shutting this facility down this plant has a lot to do with my life my book. Bulbs people want to buy but this business is changing so fast that plan fell apart the research firm i.h.s. Market says retail prices for l.e.d. News I'm Mary Louise Kelly and I'm Ailsa Chang Federal authorities say domestic terrorism is one of the top national security threats facing the country in just the last few years we've seen major attacks by white supremacists they've targeted Jewish people in Pittsburgh Latinos in El Paso African-Americans in Charleston just to name a few and many say the government still hasn't taken this threat seriously enough N.P.R.'s embedded podcast has been telling the story of one case a case that shows just how easily the government can let a dangerous white supremacist slip through the cracks Tom Dr Spock is an investigative reporter from bet it he joins us now hey Tom. So this case that you looked into I know that it starts way back in the 1970 s. And it goes up to basically the present day how did it all began well it starts with a man named Frazier Glenn Miller who goes by the name Glenn he was a combat veteran of the Vietnam War and after the war he lived in North Carolina and got deeply involved in the white power movement why was 4. Miller was the head of a group called the Carolina Knights of the Ku Klux Klan and he and his group were accused of harassing African-Americans with cross burnings death threats training a racist paramilitary militia and even stealing heavy weaponry from a u.s. Military base in loading anti-tank weapons and the goal of all this he said was to prepare for a race war how do you even steal from the u.s. Military Well he had sympathizers in the military of course was a military veteran himself and together they were able to gather this weaponry from Fort Bragg in North Carolina Wow Ok so this guy is stealing from the u.s. Military he's threatening to kill Americans with these weapons did they govern. Do anything to try to stop him well according to people who were there at the time at least at 1st the government did not take Miller's threats seriously enough one of the people he was accused of harassing was named Bobby person Bobby person was an African-American prison guard and he says he was repeatedly threatened by Miller's group he and his family faced death threats cross burnings and he told me that whenever Miller's group came by his house he would call the police but the police never came I just had to carry a weapon or where I went you know protect myself from Stanford might protect my family. I don't know why I don't get no help from the sheriff's department Bobby person eventually did get help with the Southern Poverty Law Center the civil rights group heard about his case got involved they sued Miller and they presented evidence along with federal prosecutors and they were able to gather with those prosecutors to get a court order to force Miller to disband his paramilitary group Ok so he was forced to break up the group but did that stop Glenn Miller Well at this point he goes underground he issues what he calls a declaration of war and he declares it on people of color on Jewish Americans on federal judges he records it at one point sends it to newspapers and radio stations have the best picture of this revolution and they have to have accepted I don't want to wear that 48 hour I can't show it but federal agents track him down to a trailer park in Ozark Missouri they fire tear gas and force him to surrender and they find him with a massive arsenal of explosives grenades guns that have been illegally converted to fully automatic but then at this point and this is one of the most surprising parts of the story federal authorities offer him a deal what they offer him a 5 year prison sentence in return for him testifying against some of the leading white supremacist groups in the country only 5 years while only 5 years but here's the kicker all the people he testified against were acquitted on all charges by all white juries so this case that he was instrumental in was ultimately a massive failure for the government that that just blows me away I mean I want to say things are different now that was back in the late eighty's what makes this case resonate what makes it important today well after receiving that 5 year prison sentence that 5 year deal he only served 3 years and rather the. Changing his views in prison if anything his views became more hardened than ever he by the 2 thousands he became very active on racist forums he praised a racist serial killer and even a white supremacist terrorist attack in Norway and then in 2014 he went to a Jewish community center and Overland Park Kansas and he killed 3 people himself his victims were read Underwood who was 14 years old there was William Corporon who was 69 years old and the Underwoods grandfather and then there was to resettle Amano who is 53 years old and Glenn Miller said explicitly at the time that his motivation was to terrorize Jewish people he readily admitted to the murders and ultimately he was tried and sentenced to death and he is still on death row pending appeal but given his past criminal history before this horrific crime where he killed these 3 people was the government watching him pretty closely because he kept his record Well that question went to the top f.b.i. Agent in the area at that time special agent Michael cast he was asked by reporters the day after the attack if Miller was on the radar we were aware of his existence we're aware that he was arrested we are aware that your is affiliated with certain hate groups the answer is yes but beyond that I really can't comment on my opinion recently. You know I can tell you that no they were not watching him recently in the time before the attack I wanted to ask them why they were not watching Miller given his criminal history and his violent rhetoric. And they the both the f.b.i. And the Department of Justice declined to comment and experts told me bottom line it is incredibly difficult to figure out why they were not watching him given his very serious criminal record right but I also get why it's such a hard call that there is this tension between trying not to jump on someone speech obviously people have freedom of speech but also trying to prevent horrific crimes so what does the Glenn Miller case say more broadly about how the federal government prosecutes white supremacist terrorism specifically well in general experts told me the government simply has not prioritized investigations of white supremacist violence the f.b.i. Over the summer said while they are making it a top priority that 80 percent of the resources for f.b.i. Terrorism cases are going to international terrorism and to groups like al Qaeda or ISIS and 20 percent is going into domestic terror only 20 that and a lot of right and a lot of experts say that that that ratio is out of whack and that in the case of Glenn Miller he was a domestic terrorist and for years he had told people what he was going to do and then he did it yeah but I talked to Kathleen Ballou she is a professor at the University of Chicago and she has studied the white power movement extensively and here's what she told me for many of them this is a matter of faith that they're talking about what they're doing as preventing the Apocalypse of the white race and the idea that.
