The senate is about to release a controversial report on the harsh interrogation techniques used by the c. I. A. On al qaeda terror suspects after the 9 11 attacks. The u. S. Government is concerned about the potential for a violent reaction, so its put diplomatic and military posts all around the world on high alert tonight. Democrats on the Senate Intelligence committee are expected to make the report public tomorrow. Justice correspondent beenor has advance word on whats in it. Reporter the report focuses on the months and years following 9 11 when the Central Intelligence agency was holding and interrogating al qaeda detainees at secret overseas prison, socalled black sites. And people familiar with the report say its a near indictment of the c. I. A. Led by chairman dianne feinstein, Majority Democrats on the Senate IntelligenceCommittee Found the c. I. A. Misled the government about the need for and effectiveness of socalled enhanced interrogation techniques. And the panel concluded the harsh treatment which some have labeled torture produced no actionable intelligence. Former c. I. A. Officials strongly reject those allegations, and sources say the agency, backed by committee republicans, will provide a bigger risk, claiming that c. I. A. Operators and contractors operated within the law, carrying out a program authorized by the Bush White House and the justice department. And the c. I. A. Will Site Specific cases in which it claims enhanced interrogations produced critical intelligence that stopped attacks and led to the capture or killing of key al qaeda leaders, including osama bin laden. Sources say the Senate Report argues the c. I. A. Could have found bin laden without using some of the harsh tactics, which included sleep deprivation, stress positions and the most extreme measure, waterboarding. Current and former c. I. A. Officials concede some mistakes were made when the Detainee Program was quickly launched in 2002. But they argue over time the agency made adjustments. For example, after three prisoners, abd al nashiri, abu zubaydah and 9 11 mastermind khalid sheik mohammed had all been water boarded, the c. I. A. Halted the practice in 2003. Now, the c. I. A. Says the use of all enhanced interrogation techniques stopped in 2006 and was officially ended in 2009. But theres still an argument about the effectiveness of those harsh message. No one, scott, is openly advocating for those to be reinstated. Pelley bob, thanks. Our Congressional Correspondent nancy cordes is on her post on capitol hill tonight. Nancy, why is the report being released now in politics, scott. Because this report is Dianne Feinsteins baby, and she will lose her chairmanship in just three weeks when republicans take control of the senate. There is no guarantee that her replacement, richard burr of North Carolina, a republican, would be in any hurry to release it. He voted against it. And so, yes, she has faced a lot of pressure from the c. I. A. , from republicans, from some in the administration who argue that releasing this report will make americans less safe, will anger our enemies, but she has always argued that it will do exactly the opposite, and that shining a light on these past practices will ensure that theyre never used again. In another story, the white house says the president has no regrets and no second thoughts about the failed attempt over the weekend to rescue an american held hostage in yemen. Al qaeda militants killed photo journalist luke somers and South African teacher Pierre Korkie as u. S. Special forces were trying to free them. The u. S. Was not aware that private negotiations were under way for korkies release. With more on this debora patta is joining us from johannesburg, south africa. Debora, what more can you tell us . South africa, like the u. S. Er does not negotiate with terrorist groups, so a Muslim Charity organization was convinced to free Pierre Korkie. Theyd been negotiating for 18 months. In january korkies wife was freed some this weekend the Charity Organization was hopeful korkie would also be freed. And, in fact, a ran system of 200,000 had been agreed on, reduced from 3 million. They even sent a convoy of trucks to pick up korkie and hand over the money. They had no idea the u. S. Military had Just Launched a raid to free the american hostage being held with korkie. In fact, they had no idea the two were together at all. It was a tragic ending, scott. His wife had been told hed be home before christmas only to find out that her husband had been killed. David in scott, that rescue mission purportedly shown in this social media video failed because the seals were detected about 100 yards short of their objective, given the terrorists enough time to turn their guns on the hostages. That is how thin the margin is in every rescue mission. Afghanistan 2008 american commandos, those shadowy figures in the middle of the screen, snuck up on a mud hut, killed two guards inside and emerged with an american named al geiser who was hoisted to safety aboard a helicopter after 56 days in captivity. Despite its success, the mission was criticized by members of geisers own Mennonite Church because human life had been taken. Even the most spectacular rescues like that of American Ship captain Richard Phillips are traumatic for the survivors. Held at gunpoint by somali pirates in this tiny lifeboat, he did not see how the u. S. Navy could possibly rescue him. I thought the chances were slim to none they would be successful. Reporter scott, were looking at the center of the low pressure now off the carolina coastline. We already haved from watches and winter storm warnings posted across the northeast. Looking at that storm system building and strengthening as it rises up the coastline, very gusty winds, very heavy rain and potentially very wet, dense snow for interior portions of new england. Were looking at a doubleedged sword with this system. Two to three inches of rain along the coast, coastal flooding, gusty winds to 60mph and a very heavy, dense, wet snow, potentially as much as 6 to 12 inches of snow from pennsylvania to maine. Speaking of storm, that typhoon that struck the philippines over the weekend brought a months worth of rain there n one day. Typhoon hagupit killed at least 21. The winds gusted to 93mph, more than a million crowded into shelters. Tonight hagupit has weakened to a tropical storm. There was a terrible accident today just outside washington, d. C. A private jet that had taken off from chapel hill, North Carolina, hit a house in gaithersburg, maryland. Three people on the plane were killed and three more in the house. A mother, a threeyearold and an infant. Transportation correspondent jeff pegues has the latest. A plane just crashed. Reporter the private jet crashed shortly before 11 00 a. M. , igniting small explosions and a fire. Three homes were damaged. Mateo nunez tried to help. You could tell it was engulfed, especially in that one section. Then we got out. And then allydy was screaming. There were people inside. So we tried to get near the house. There was no way. There was like a wall of heat. The plane similar to this one was coming in for a lane at Montgomery County air pack in gaithersburg, maryland. Pilots flying in the area warned a bird could fly in the engine. We have an unusual bird out here. Pilots saw the plane crash short of the runway. I think that plane came up short. What . We have a phenom call at the end of the runway. The demonstrations follow hose two recent decisions not to charge White Police Officers in the deaths of unarmed black men. John blackstone followed demonstrations in california. Reporter the violence and destruction on the streets of berkeley have shake an city with a 50year history of protests. Demonstrations are frequent here but not like this. Today the mother of a 12yearold boy who was shot and killed by a Cleveland Police officer demanded the officer face criminal charges. The African American boy, tamir rice, was seen waving a gun that turned out to be a toy pellet gun. The white Police Officer shot him two seconds after driving up at the scene. At a news conference, samaria rice said police threatened her when she arrived there and handcuffed her 14yearold daughter. Cleveland police have no comment. The mayor says los angeles is not ready for the big one as he rolled out a bold plan the make buildings earthquake resistant, and there was a more immediate emergency. Fire in the sky over l. A.
