As you report, this is the first direct contact and almost three years. That is something. You are right about the skepticism. I should tell you on the israeli side, there is profound skepticism. There was a decision taken by the government yesterday to release more than 100 palestinian prisoners, him of whom had been convicted of largescale acts of terrorism, the murder of many israelis. Netanyahu push that through his rather reluctant cabinet. He said, i support the partnership towards the palestinian state as long as it is on terms that do not threaten the existence of israel, but there is a sense that his predecessor really offered palestinians everything they said they were seeking and he cannot get a deal. How do you respond to that . There were is really offers over the year, if there could be dramatic progress in the talks, for all kinds of concessions, including radical territorial concessions. They demanded various other preconditions. This is one that the israelis reluctantly seem to have met, although it is not entirely clear who will go through and when. One of the concerns that israel has had is that it will release some of these terrorist in the revivey talks, and the palestinians would walk away. They would have given up the major concession for nothing in return. It is a fragile process. There is not a great deal of trust between the two sides. I think both sides are skeptical but whether they can make real progress. Lets talk about one of the specific issues that is on the table. The Israeli Government has stuck to this line. They want the palestinians to recognize israel as a jewish state. As you know, that is highly problematic. Not only for palestinians in the west bank, but also for Israeli Arabs in the state of israel who are essentially saying that to do that would render them almost invisible. I think very few people outside this area are aware that 22 of the israeli citizenry are not jewish. A our israeliarab spring they have equal voting rights. They are full citizens. The concern about palestinian recognition of israel as a jewish state has a real practical element in terms of these negotiations. Israelis feel that they built a thriving country, absorbing large numbers of jewish refugees from around the middle east, north africa, and europe. They say, if we partner with the palestinians, the palestinians have to absorb the refugees, their descendents of people who used to live in what is today israel. Will not of an accord radically alter the demographic balance of israel and change it into something other than a majority jewish state. A practical declaration from the palestinians, i do not think most israelis are obsessed with that, but the terms of an accord have to be such that israel is not flooded with millions of descendents of palestinian refugees, because that would be the end of israel as the planets only majority jewish state. On the issue of settlements in the occupied territories, the palestinians again have maintained this line that as long as settlements continue to be built on this land, israel is not serious about making peace with us. That was another of the palestinians preconditions. They demanded to other things. They demanded that talks take place on the basis of the pre 1967 lines, and israel freeze all settlement building. Netanyahu gave ground on the prisoner issue. If there is to be an accord, it is impossible to believe that it would not require the dismantling of most of the settlements. That is an essential characteristic of any remotely viable accord. Netanyahu is entering a process where he knows if there is Movement Towards him from the palestinians, he will need to make radical compromise on the settlement issue. There have been some setbacks, particularly with the nigerians, possibly pulling out some forces. How are you going to get your forces up to the levels that you need . We need more troops. , they cans, planes help us to carry out our mandate in the still fragile country. I know that possibly some countries might not participate, but i have heard of others like the chinese, they are thinking for the first time that they will have troops in fighting position with us. I would call on all countries to contribute. It is important. We are working at the moment with levels that can assist in the securitization of the country. Hashe problem here in mali been for a long time the divisions between the north and south, not just tuaregs, but other minorities in the south, they feel excluded from the political process in bamako. Some feel excluded in this election. How as a mission, and how will the International Community help malians unite into one country .
