Internation at space station. Tonight, mandatory evacuations are happening in florida, in georgia, along the carolinas. Millions of people bracing. Over the past 24 hours the storm has been hovering over the bahamas, though, causing catastrophic damage and officials there confirming five deaths so far. I want to get straight to bill karins, nbc news meteorologist. We were talking before about how it was just sitting and sitting and sitting. Yes. Where is it going . And or though our thoughts w people in the grand bahama island still in the eye of this 24 hours later. The 8 00 east coast advisory. Now were at 140. Still a category 4. Still considered a catastrophic hurricane if it just moves near you, even just for a short period of time, let alone six straight hours. The position, stationary. Still sitting at almost the exact same location it has been for the last six to 12 hours. Just one band after another keeps going through the asame areas and doing more and more damage. Just frightful. The pictures we see out of there will be extraordinary. So what does this all mean for florida . The weaker the storm the better, of course. The Hurricane Center has that already played into its forecast. Down to 130mileperhour winds by 2 00 a. M. And tomorrow morning. You notice it doesnt weaken that much more. It only drops slightly over the next 48 hours. Its safely off the coast. The peak of the winds, the high numbers will be over the water. Thats good. Were on the periphery of the eastern half of the storm. That means gusty winds. That means high surf. It means beach erosion. It also can mean storm surge as the winds will pile the water up in the coastal areas. That right now is our greatest threat that we have to the east coach beaches coast beaches of florida. Charleston, georgeton, myrtle beach, wrightsville beach. Moorhead city. We could get a landfall here. By then it would be around a category 1 or a category 2. They still obviously can get some damage from those. So here is kind of how im looking at it. Florida impacts, moderate storm surge concern. As far as inland flooding and winds go, i dont think were going to see a lot of significant damage not with that offshore track. Our friends in georgia, same thing for you. Storm surge. I dont think the high winds are going to quite get into the georgia coastline. There is a little better chance that the higher winds could get into areas of South Carolina, especially myrtle beach toward the North Carolina border. I have wind possibility impacts in the moderate range along with the storm surge. I dont think the rainfall is going to be too big of an issue there. North carolina, very similar to this. Moderate concerns with storm surge and the winds. Just to show you the areas of greatest concern for that storm surge. Anywhere here with the pink coloring there, thats a storm surge warning. Its a 4 to 7foot range here. Very similar to what you saw in matthew about three years ago. You know, there were some problems. That caused significant damage in a few communities. If we time it toward the high tide and get the water 4 to 7 feet higher than the high tide, we could have some problems. As far as the winds go, i was mentioning im not too concerned, 64, 62. Thats enough to do some minor damage. Maybe scattered power outages. I dont think anything too widespread. This is 9 00 a. M. On wednesday near Daytona Beach and further up the coastline. Thats wednesday night. The closest it will get to the South Carolina coast will be as we go throughout thursday morning. Thats when your highest wins would be. Theres a lot of different elements to this, chris. What they experienced in the bahamas will be, you know, 1,000 times worse than what we deal with in florida. So its not like, you know, we still have concerns. People can die in storm surge. Water kills the most people with hurricanes. Thats why everyone has been told to evacuate. Yeah. That cone is still from Cape Canaveral all the way through the outer banks of North Carolina. From what we just saw, how confident are you of this track now . I would be shocked if it shifts toward the coast. At this point its even further off the coast than matthew was. With matthew, we didnt have a ton of wind problems. We had storm surge issues. The Hurricane Center saying thats their biggest concern right now. I think almost every forecaster would be shocked if we had a big shift towards the coast. Our son my grandsons dead. Thats it. Reporter the grandmother in tears after she said her grandson drowned seeking shelter. Today conditions remained so bad the u. S. Coast guard couldnt move in until late this afternoon. Rescuing dozens but leaving many fearing the worst. Whats your biggest fear right now as a dad . My biggest fear right now is my sons safety. Reporter robert monroes son part of the bahamian military stationed in abaco. His last message, the weather is picking up. Since then, silence. The storm came and then all communication was lost at this time. Nothing . Nothing. Nothing. Reporter right now flooding is among the biggest concerns. With cars submerged at Police Headquarters at grand bahama as dorian dumps foot after foot of rain. Severe flooding and we fear for the lives of many. Reporter tonight the bahamas Prime Minister tells me that help is on the way, but stresses hes never seen such a powerful storm. Its just saddening. Its as if were fighting a war with the enemy having all of the weapons at its disposal and we have absolutely nothing. Were hopeful. The only thing we have to us is god. So we can pray to god and ask god to bring us through. Reporter and, again, the Prime Minister confirming dorian is now responsible for at least five deaths here in the bahamas. He went on to tell me he plans to visit abaco island tomorrow to witness the devastation firsthand and begin that long plan of recovery. Morgan chesky, thank you for that. Nbcs Mariana Atencio is in cocoa beach about 20 miles south of the Kennedy Space center. I see you have moved indoors. Reporter i have because weve just been getting caught in those rain bands, chris, throughout the day. I can tell you, ive been here for the past 24 hours talking to locals. Most of them telling me that they do not plan to evacuate at this point. And you drive around cocoa beach. It looks like a coaghost town. So clearly we have found where most of the locals are hanging out, here at the local sand bar. This is that ive seen the only establishment that is open on this Barrier Island at the moment. Most people telling me almost with a smile on their face that theyre floridians, that they are experts, theyve ridden most of the storms here, especially Hurricane Matthew whose track they are comparing to dorian at the moment, but also theyre telling me, chris, that theyre monitoring the forecasts, the reports you have been informing us on. Clearly theyre fans of msnbc. But, again, theyre waiting together as a family they tell me to make those lastminute domestic violenc decisions whether to stay or whether to go. The authorities tell me they are purposely leaving the bridges to the mainland open. They wont be closing them, not even when the winds reach 40 or 50 Miles Per Hour because they want to give locals a chance to leave if, indeed, that storm does not turn and these people get into a hairy situation. Good to talk to you, mr. Mayor. Who is most at risk where you are right now . Well, were breathing a big sigh of relief here in jupiter. Weve been watching with bated breath. Weve been the cone of uncertainty probably until around midday today, but now were kind of in the clear and breathing a big sigh of relief. So the mandatory Evacuation Order no longer in effect . Actually, i dont believe that the Palm Beach County has lifted it. Because were still expecting some erosion. Most of our evacuations were in the lowlying areas, mobile home parks, really susceptible folks to flooding, and we still might see some effects from whats called king tide, this larger than normal tide situation. So i dont believe that theyve lifted the evacuation notices yet, but its certainly not as tenuous as we thought it might be a day or so ago. I was looking at some of the local News Coverage and they were describing what they were seeing on the beaches of jupiter today. They were saying some people were on the beaches for the waves and the intercoastal waterways for the calmer water. Whats your recommendation for folks in the coming days . Is it okay to be out on the water . Is it okay to be on the beach . You know, whats been crazy about the storm is its been so slowmoving and so long that people are anxious and got a little stir crazy sitting inside their houses and stuff. So what weve been trying to tell folks is, like, look, stay off the beach and were still going to get some Tropical Stormtype conditions over the next day and a half probably. So were just saying, hey, be smart. Theres no lifeguards out there. You always hear the rogue surfers or folks who go out there and do it and say, hey, thats probably not the wisest decision that you could make. You know, learn to live another day is kind of our message right now. And im assuming you still have all your emergency folks, your emergency plans ready to go just in case . We do. We do. But right now in jupiter at least its feeling like a pretty large drill that we had to go through. And to be honest, most people in jupiter are super concerned about our friends in the bahamas and, you know, the bahamas is such a its so close to where we are. Yeah. That our hearts go out to those poor folks. Were getting watching the in his and seeing the reports coming back of just total devastation. Were breathing a sigh of relief, but, man, its such a shame for those folks. It is. And i think were going to see a lot more when the sun comes up tomorrow. Update we just got about 15 minutes ago still has this add a cat 4 storm. Joining me now from tallahassee, florida, the former director of floridas division of emergency management. Its great to have you on tonight, somebody who has been through this before probably more times than you care to remember. Were hearing from some people like we just heard from the mayor of jupiter that hes breathing a sigh of relief, but there is still this large cone of uncertainty in a lot of places in your state. What are you looking for . Well, right now, i like everybody else am looking to see the forecast play out in the way that the Hurricane Center hopes it does. I was here during Hurricane Matthew and although that storm never made landfall, it sure did a lot of damage up and down the coast. There was tremendous storm surge from that one. A lot of beach erosion. A lot of damages in parts of the state. So i dont want i dont want floridians to think were out of the woods on this one yet. I want them to Pay Attention over the next 24 to 36 hours as this storm makes its way northward, and the same for the folks in georgia, South Carolina and North Carolina. These storms still have a lot of variability to them. I want them to take every opportunity they can to prepare themselves. Do everything they can at the last moment. Be safe during the storm. Dont be dumb. Dont go out there and try to drive through standing water. Dont go out there in high winds. I dont want anybody to get hurt unnecessarily. Whats the biggest concern . What do you think people underestimate most in a situation like this, especially when the forecast that seems so dire has been backed off on a little bit . What worries you . What kind of decisions would you recommend people not make . My recommendation is to continue to follow the orders of the state and local officials in terms of evacuations. Stay off the roads. If the schools are closed, if your work is closed, the weather is going to be bad outside. Stay home. Let the First Responders who need to be out there do that. There is going to be strong rain, heavy rain, strong wind. That can lead to downed power lines, to downed tree limbs. Were going to have heavy rains that could cause some inland flooding. People try to drive through that and get in trouble on the back side of the storm when you have power outages, people have issues with chainsaws, generators, with grilling indoors. Just be as safe as possible. Dont take any unnecessary actions. Dont put yourself at risk. Keep your loved ones safe and wait until the storm passes and head out and do all the things you want to do. Based on your experience, how much Logistical Movement is going on right now . For example, weve been hearing from the governor over a period of days as theyre getting ready, your successor, the fema director in florida, 4400 members of the national guard, of course a lot of utility crews that are moving in and being staged. At this point would any of that be backed off on . Are they going to keep everything in place and wait maybe another 24 or 48 hours . Yeah, its likely that its probably died down a lot in the southern half of the state. There is probably still some activity going on in the northern part of the peninsula where the weather is still clear. They still have some time to get supplies to those locations. The state and local government, the private sector especially really understands what people are going to need in these kinds of situations and theyre doing everything they can at the Grocery Stores and the Home Improvement stores to keep those supplies on shelves for folks. The governments doing a terrific job of making sure they got as much as they can and prepositioning in the warehouses so if the storm does take a turn for the worst, theyre out there and prepared to get to people as quickly as possible. Like you said, now that its dark and the storms going to start impacted in southern florida, not as much activity. North of orlando, there is probably still time to move those supplies around. Mr. Mayor, what is your level of concern right now and what are you folks doing to prepare . Yeah, well, good evening. So this has been a marathon. We if you go back to late last week we had predictions of a direct hit that would have impacted jacksonville some time this past saturday or yesterday on sunday. Obviously things have slowed. And now my concern is that as this thing is appearing to be off coast based on the models, folks are not going to take it seriously. And i would remind them that if you go back three years ago when we had matthew, when we evacuated folks, we thought we were going to have maybe a direct hit. It wobbled late. It was off the coast. I believe it was about 50 miles off coast. We had major storm surge. Major issues at the beach. Were glad that people had evacuated them. Some of the inland areas had canopy issues and Flooding Issues from the river. So regardless of if this stays on the same track, people should not relax in northeast florida. Major impacts could happen. So how long could this be a waiting game . Because it is very wearying. Weve heard folks talk about how long this has been going on. Is it another 36 hours, 48 hours you still feel you have to wait to see what happens . Well, the experts have told me that the models that we have for days have demonstrated that it would be impacting jacksonville late tuesday into wednesday. Took into account whats happening in the bahamas, unfortunately, which is the fact that it basically slowed to 1 to 3 Miles Per Hour. So if those models continue we expect serious storm effects tomorrow evening, beginning 5 00 6 00 p. M. And continuing through most of the day wednesday. And what kind of resources do you have in place, mr. Mayor, to deal with it . This is my third storm in four years. We are ready. Public works has been working. Tomorrow were deploying our swift boat teams. Our emergency access teams. Everybodys ready to go. Were prepared and were ready. My ask of the people in jacksonville and northeast florida is to heed the Evacuation Orders in zones a and b and leave. From everything that youve been seeing and, again, floridas a place where there is a lot of movement. People coming and going, but im sure theres lots of folks also that have the experience that you have who, unfortunately, have been through this before. Are they heeding the warnings that have been out there from what you see going around town . Are people ready for whatever happens . I just continue to encourage people to go. You know, anecdotally, ive seen some local news reports where there are some folks saying, oh, were going to wait and see what happens at the beach specifically, and my message to them is, if, in fact, tomorrow evening by 6 00 p. M. We begin to get wind gusts that are sustained and close our bridges, you have passed your decision point. Its over. You are you are stuck. You cannot evacuate. And if you call 911 when we get into the middle of this, if it happens, and it looks like were going to get those effects, youre likely going to be on your own for a period of time. Today Police Revealed that the shooter called odessas Police Department and the fbi tip line after being fired from his job at an oil field on saturday morning. The Odessa Police chief says the shooter did not make any threats of violence on those calls. Were also continuing to learn about those affected by this violence, victims ranging in age from 15 to 57. A 17monthold girl among those injured. After the shooting, nbc news spoke to some of the witnesses and survivors, but i want to warn you, some of this footage may be difficult to watch. Its okay. Its okay. Its okay. Its okay. Its okay. When i looked over at our daughter, she was just covered in blood, like so much blood. I couldnt even tell where she had been hit. I just kept screaming, she was shot in the face. Anderson was shot in the face. He was raising his gun to my window. Right when i stepped on the gas and took that aggressive evasive maneuver, there were three more shots, and yeah. Im pretty sure they were for me. Im so sad inside. Because i i knew what was coming towards people and i couldnt help them. With me is msnbc correspondent Garrett Haake who has been covering this story for us. So update us. Whats the latest were hearing . Reporter chris, we learned a lot more about the shooter today. Not just the phone calls that he made after being fired from his employment on saturday afternoon, but that apparently this was a regular occurrence for him. He made a number of other phone calls to the fbi tip line but nothing that had ever come off exactly as a threat. No explicit threat of physical violence. He was always known to his neighbors as kind of a weird guy. He had threatened one of his neighbors with that same rifle we believe about a month ago, and hed been seen by his neighbors shooting small animals from the roof of his home. The fbi said the home when they searched it showed the kind of mind you might expect, someone who has been on this long, slow spiral down over some period of time. The fbi agent in charge of the investigation here said this is all a part of essentially their profile for shooters like this. That focus dont just get fired or go into work one day and snap. There are usually warning signs of some kind along the way. That seems to have been the case here. We know that the shooter used an ar15style rifle. We know that he has a criminal record. So i would assume that a key part of this investigation is how the heck did he get his hands on that . Reporter right. And a criminal record alone is not necessarily enough to disqualify him from buying that weapon. His criminal record was misdemeanors that were aware of. There wasnt a felony conviction that we could find. But there are other things perhaps in his psychological profile that might have caused him to fail a background check. As you say, that is absolutely one of the key elements to this investigation. I think if there are two main Unanswered Questions at this point, what more broadly was the motive here . Just getting fired from a job. Lots of people got fired from a job. I know i have. They dont go in and shoot the place up. What is the genesis of that gun . How did it get into his hands, those will be continuing focuses fors fbi and other investigators going forward. You have the shooting on the heels of el paso, but you also have it almost simultaneously with new regulations that are going into effect loongsing gse restrictions in texas. Tell us a little bit more about that. Reporter these are a slate of laws passed by texas republicancontrolled legislature. The nra in texas called these the most productive session that she could remember in the state of texas. They do a number of things to expand access to firearms for those who own them legally. For example, you can keep your gun now locked in your car if youre parked in a School Parking lot. You can bring it into the church pew with you if you are so inclined. Foster homes, they have loosened the rules for how foster families have to lock up their guns when theyre not in use. A host of progonun, progun access measures. The governor, i pressed him on one of them, more armed marshals in schools that some texans believe will keep their citizenry more safe, chris. The timing here coincidental, but getting a huge spotlight because of the shooting here saturday. Garrett haake, thank you so much for that update. Meanwhile, at least eight people are dead and dozens still missing after a dive boat caught fire this morning south of santa barbara, california. The u. S. Coast guard says there were 39 people on board the 75foot boat when the first fire broke out just about 3 00 this morning. Dozens remain unaccounted for. That boat was about 20 yards off Santa Cruz Island when the blaze first erupted. The coast guard captain saying we should be prepared for, quote, the worst outcome. There are divers in the water. This is audio of the mayday call showing just how dire the situation was. Mayday, mayday, mayday. North side santa cruz. I cant breathe. Nbc news blayne alexander has the latest for us. Bla blayne, they did have that press conference. Bring us up to date on the newest that we learned. When you see the flames shooting up from that boat, when you hear the mayday call, you understand why it truly is like the official said truly the worst Case Scenario eight people have been confirmed killed. They have been able to recover four of those victims and they say that theyll have to identify them through dna. Were told that there are two men and two women. Now, there are four more victims that they say their bodies have come to a rest on the ocean floor. Theyre still working to be able to recover those bodies at this hour. Chris, there are still two dozen people that are unaccounted for. Theyre very much they say in the search and rescue phase. Here is where the boat is right now. It sank a few hours after that mayday call came in, but we understand that its inverted and its now come to a rest on the ocean floor. So this is really, as the officer said earlier, the worst Case Scenario. You know, this is a diving boat. It was a threeday excursion. They were expecting their trip to come to an end just a few hours from when that mayday call was made. We know that the five crew members who were able to escape did so because they just happened to be above board, on deck, and they were preparing for the routine and the activities of the day. Thats why they were able to jump off and make it to safety with relatively minor injuries. At least two of them. But for the rest of the people, the 33 people who were stuck below board, we understand that it was really cramped conditions. Were talking about pitch black, smoke, very ferocious flames as you see right there. So certainly it makes it very difficult when youre talking about any sort of quick evacuation, chris. Yeah. I understand there were bunk beds three high and that there really was a very narrow hatch to get up on board. Any indication of sort of where they are now in the investigation . Were there any clues at all that might indicate to them how this all started . There are a lot of questions right now. Now, they said when the mayday call came in there was no indication of any sort of explosion that possibly started this fire. They say by the time they got the call the boat was already fully engulfed in flames but no report of explosion. Chris, keep in mind, this is a boat going diving. Full of divers, that means full of diving equipment. Were talking about oxygen tanks. Things that certainly would have added fuel to that fire. And also possibly looking at any propane tanks that were on board for cooking. This is a cruise excursion that offers fresh meals to people on board. So two of those things will certainly be looked at when it comes to things that possibly caused that fire to spread even more quickly. Blayne alexander, thank you so much for that. We also want to update you on a story that sparked outrage from immigration activists. The Trump Administration today walking back its plan to deport immigrants who are facing serious medical conditions. Officials say they will consider some cases that had been pending. Thats a reversal from last month when they began to notify families that they would be deported. On friday i spoke to the family of one boy who had gotten a letter threatening deportation. There you see him in the middle of your screen there, his name is samuel costa. His cousin told me if hes forced to leave the country, it will be a matter of life and death. For samuel to stay here, it keeps pretty much his life. Him leaving the country he wouldnt have the specialized treatment that hes currently having in the monitorized Health Treatment that hes having here right now. I wish we could have words to describe what were feeling, but i think currently theres no words. The storm now, sustained winds of 140 Miles Per Hour. All of this as at least a Million People have been ordered to evacuate their homes from florida to South Carolina. In South Carolina, Governor Henry Mcmaster saying, quote, we know we cant make everybody happy, but we believe we can keep everybody alive. I want to go to nbc news meteorologist bill karins. One of the things, bill, that we have to always emphasize, that not everybody here is out in the clear. Correct. Just because its not a category 4, you know, category 2 storms can do some very significant damage. And thats why theyre having so many people evacuate. So many people are preparing. Get ready for the storm. One thing about this storm that you notice here, its kind of compact. I mean, you can see all of the really fierce winds are in the middle. The eye does not look as strong as it did before. I can kind of zoom in on it right here. You can see there is the freeport area. This is the eye right here. The little black line is the hurricane hunters. They fly in and out of this thing and give us the estimated center point. You can see how be its been wobbling off the coastal area. A wider view. We can kind of give you distance trackers on this and see how far its amazing that we have a storm, its a category 4, that is only less than 100 miles away from west palm beach. We dont have, like, crazy concerns. Our technologys gotten so much better. 20 years ago with hurricane floyd we had one of the biggest Mass Evacuations ever up and down the florida and the southeast coastline. That storm missed and stayed offshore. It was about the same size as this. So its incredible that we dont have more attention. Our technology has just really improved that much more. Let me also show you here with the eye itself. Because thats going to be one of the keys. We need to avoid florida and we need to avoid getting into that eye. Thats where the highest winds are, especially the northeast quadrant. The forecast has it going off the coast over here by about 70 to 100 miles. So that means that that western eye, you know, 40 miles wide, that supposed to remain offshore. That means the highest winds will remain offshore. Thats what weve been talking about. Now, what chris was mentioning was, hey, you know, our friends in the carolinas are still sitting there biting their fingernails, do i need to put my hurricane shutters up . Do we need to plan on evacuating . When can we come back . Its thursday friday for areas of south and North Carolina. Storm surge problem in florida and up the coastal areas, well talk about the problems maybe being a little bit more wind. Not georgia but in South Carolina, North Carolina, we could get more wind impacts out of that. Chris, ive been looking at some of the new model data. Its all in excellent agreement. Reporter chris, uncertainty is still the prevailing emotion here on the ground in west palm beach. If you could see the streets here right now, it looks like a complete ghost town and thats because parts of this area as well as Palm Beach Island have been under mandatory Evacuation Orders and were not expecting those to be lifted for several more hours. Thats because this area is still under a Tropical Storm warning, a hurricane watch as well as a storm surge warning. This storm, Hurricane Dorian, could potentially bring 4 to 7 feet of rising waters, posing a grave danger of flooding in this area. Earlier today as we were driving through the state we stopped by a shelter where 200 people will be spending the night. And i spoke to a Police Officer who lives here and experiences routine rain and these torrential downpours quite often. He experienced flooding just outside his home that was very concerning. That was before Hurricane Dorian even approached the florida coast. So that is something that is still on everyones mind down here and something that officials are still warning residents about. We are already seeing gusts of about 50 Miles Per Hour. And those will be continuing throughout the night as we anticipate this northward shift that everyone is hoping and it looks like Hurricane Dorian will make. We have last night we had 60 shelters, red cross and communitysupported shelters where 2,600 people sought refuge last night in florida alone. Do you have a sense of how long those shelters will be open and available for folks . The shelters will remain open as long as people need to be sheltered. We dont have a date when we close them. Really, thats not the question we want to be asking. We want to be asking how is Climate Change changing hurricanes . In this way, we have very good answers, very good data. We have much stronger winds. Its a much bigger system. And then were also seeing these rain bands. You can see the size of this system. Its a much rainier hurricane as well. The combination of rain and winds, when that makes landfall, we also have sea level up to one foot higher than when we were born. It means the storm surge, in this case were talking about almost 20 feet of storm surge is washing up on the shores.
