National border. You had a chance to talk to the Homeland Security secretary. We didnt get a lot of specifics out of this. Reporter we didnt get that many details. We asked the Homeland Security secretary, how many troops . When could we expect to see the National Guard on the border . Will they be armed . That critical question. She didnt have answers to those, hallie. But what she did say is that the administration is working with the governors as we speak to try to map out some of those details. Take a look at part of the exchange. We are going to look at the technology, the surveillance, it is rough terrain down there. Thank you, guys. We have to head out. One of the questions we pressed her on over and over again, will they be armed. Its a question she sidestepped. Officials in mexico indicated they dont anticipate that they will be armed, but that remains in unanswered question. A lot of to folks trying to figure out the timing of this. We know that the president has been tweeting about this caravan that has been headed to the u. S. From Central America through mexico. They have already disbanded. The president trying to claim credit for that, even though they disbanded before he started lashing out at them online. But remember, there has been a lot of political pressure in the background as well. Conservatives are saying the president hasnt done enough to get the border wall built enough and other key priorities. Kristen welker, youre going to be at the lawn for a little longer before the president goes to virginia. But hell probably biring this up. Reporter i have been talking to officials who said dont be surprised if you hear more about this. He made it official last night in the proclamation. Hopefully hell take our questions. Lets hope so. Kristen talked about her interview there. Courtney cuba at the pentagon is joining us now. There was Something Else to show you from the interview kristen was a part of with the secretary, specifically about a up different piece of this puzzle. Theres a lot of questions as we have been talking about that we dont know the answer to. One is, how will the governors respond so this . You have governor jerry brown, all republicans, jerry brown obviously not. I was told by a representative of the National Guard that a pretty nonmore committal response, basically. I know we have the secretary nielson sound bite. I want to play it because it is tough to hear. I want to make sure people understand what shes saying here. He said he loved to see the information, love d to see what is happening along the border. So i hope to talk to Governor Brown again shortly. If Governor Brown says no, what happens . Does the National Security guard stop at the border of california . Well, what they really need here is a memorandum of understanding. We have seen it happen in the past when governor schwarzenegger was the governor of california. Different political climate, right . Reporter different political climate. Same republican, though, a president at the time. But the federal government cant force this. If the federal government declares a national emergency, then they could theoretically provide federalized troops to the border. But they cannot force the state to provide state ordered and state funded national troop. It seems like the governors in arizona and texas seem to be on board with this. The big question as kristen mentioned, what exactly will this look like . They will be there providing logistics and support to the customs and Border Patrol agents. We do not, at this point, believe they will be doing any kind of actual law enforcement. They will not be and pprehended. Will they be armed . In the past, in some the National Guard troops havent been armed. And thats met with criticism that leaves them in a vulnerable position. What will they be at the border . Or will they be set back . All we can do is look at past precedent. Look at operation jumpstart. Operation failing. Other National Guards across the board. Jeh johnson was out this morning talking about what issues he foresees, if, in fact, these National Guard troops end up on the border. And give me your assessment if you awe agree. The idea of the military along the border is not good for several reasons. If you deploy the guard to the border, they can do no more than support. Do you see a benefit for having National Guard on the border . Well, theres been a lot of confusion over this. Since 1974, we have a joint headquarters in el paso, district. Theyre routinely koort nading t coordinating effort. We both have active and National Guard force selective measures. Top only red lines here, without speaking of a declaration evidence. The naval assets, the u. S. Navy engineering units and they do recog any dance on the border. The question is to be able to back off when needed. We want 20,000 agents to provide security and enforce laws and do this in cooperation with mexico. How do you see the potential for escalation along the border . Very slow. Very low. We have had marine units crossing the frontier. Mostly they operate against criminals on the side of the border, but they definitely have cooperative information speaking across the board, what is the political implications for donald trump . President trump is facing, they say in march, a bit of a surge across the border. President trump wanted to be able to declare victory and say that he has fixed the problems of the border. He has the problem where he didnt get real funding for the wall, from many, they feel he has to do something. This is historically speaking, when other president s have done these move National Guard troops down there, the numbers have been much higher. We are. Under operation 6, failings of 10,000, we want to learn from 06. We wont press replay on this over again, but we have a different mission and end game here. But what was interesting is when you announce d we have no border. Up to 6,000 guard members will be deployed to the southern border. We better be guarding our border with the military. We must ensure that every illegal immigrant we catch crossing our southern border is returned home. It is called catch and release. This practice called catch and release. You catch them, you register them is unacceptable. And we will end it. They go into our country, we cant throw them out. So josh, similar wet riblg rhetoric but different political background. Right. The previous two times when this happened is there was a specific deficit that was articulate d. There was coordination. Were going to send this many people. There were numbers when this rolled out, correct. The fact that of a loss, theres not a lot of creative confidence. When there is a circular response here, obviously the president has felt in the last several days more motivated than he might have earlier on in the administration. I think they are a frayed that the trump is going away. It is losing some sting. General, i want to ask you more broadly, now you have this situation happening. The president focusing on the border with mexico. Im old enough to remember when the president was really hammering home north korea. For example, a Different International threat. Before that, the threat from, isis and troop levels in syria. This new secretary of state is coming in. How do you see that playing out more broadly for donald trump . Well, its hard to say. Look, one thing were confident of, the u. S. Armed forces are primarily structured and trained and funded to provide International Support for military operations, to destroy enemy forces. Thats what they are there for. So as a general statement, we dont want them on the phenomen frontier. There are 2 million men and women in the armed forces. Having the National Guard which sounds like it is under governme government. It will support law enforcement, is what it will turn out to be. Thank you. Ill ask tamron and josh to hang out. Officials at the epa did not have all the facts when they reviewed a controversial agreement on how pruitt used the 50 a day condo renting from a lobbyist. Theres a question about the 50 figure. Evaluating those questions would have required factual information that was not before us and the review does not address those questions. We do have to know, of course, the ethics official does still stand by his conclusion that the lease did not violate any federal gift rules as he investigated it. And scott pruitt is really leaning on that. That is something that, again, has been reviewed by ethics officials here. They said it is market rate. These are career ethics officials. Joining me now is robert costa, nbc political analyst and National Political reporter from the washington post. So bob, lets talk about this interview that scott pruitt has done. Hes done a couple things the last few days. The epa is mounting a pr blitz, reaching out, im sure they are reaching out to you and me to say, he has the support of x senator or y senator. But heres a little bit of the interview between scott pruitt and ed henry at fox. Thats the night you were there. Thats exactly right. Thats a sweetheart deal. Your house in oklahoma, you pay a mortgage on that. Yeah. And when you dont sleep there, you still pay the mortgage, right . Yes. But this is a tremendous i wasnt using the facility, ed, when i wasnt there. So this condo controversy has put pruitt in the spotlight. Has the white house calculus changed . Yesterday i was sitting in the Briefing Room and Sarah Sanders did not profess confidence that the president had in scott pruitt. He could be in trouble. He may be. Think tanks in washington, conservative think tanks still like administrator pruitt. He has support with the federalist society. At the same time, the only opinion that really matters is for the president of the United States. And hes being told by general kelly, his chief of staff, that you have to keep an eye on pruitt. The scandals have not been helpful. Because the senate doesnt want to do confirmations right now, you dont see a real move yet on getting a replacement. Axios is reporting that the president has his finger in the air a little bit. On the one hand, you have folks who talk about conservative think tanks and others who say, this is a leftist attack because hes implementing your agenda. And you have others going, wait a second, this guy has been doing some stuff. And the biggest factor, the president , loyalty. He sees pruitt as loyal. As much as hes controversial, as long as he has the loyalty factor, he can hang on for a few weeks if not a few more months. It is not just the condo thing, bob. I want to bring in tamron and josh on this, too. Spending taxpayer money. And theres reporting that pruitt had given favored aides some raises. He was asked about this in what i think the epa would have said was a fairly easy interview, turns out it was not. Watch. If youre committed to the trump agenda, why did you go around the president and the white house to give pay raises to two staffers. I did not. And my staff did. And i found out about that yesterday. Who did that . There already accountability. Who did it . I dont know. I found out about this yesterday. And i corrected the action. So we are in the process of finding out how to place and correct them. Theres a key question. Career person or political person . That gets to the crediticism of pruitt in the agency. And the other issue is, will there be more shoes to drop. If he says, i didnt know this shoe was to drop, thats not particularly reawe suring reassuring. We have not mentioned the whole issue about his travel costs. And there was another situation where the facts didnt all seem to come out at first. And his agency first was saying, well, he got a blanket waiver for all the trips and it was like, no, that wasnt true. Thats why we are seeing the white house leave distance and not box yourself in. Personnel is the same as it relates to policy. This is more than others following through on exactly what donald trump wanted to. These are obama allegations. Pick whatever you want here, bob. That said, this does have parallels to what we saw with tom price, sort of this initial backing and then a little bit of a loss of confidence that ended up in price stepping down. Secretary price was hurt by the way the Health Care Debate unfolded. He lost the faith of people in the white house for the inability to get legislation moving quickly in early 2017 as we all remember. With pruitt, it is all about the deconstruction of the Administrative State to take the bannon term from last year. Pruitt said when the president stalled educatively, he continues to act regulation after regulation of not only the movement but the conservatives who want to see the government slu slunk. Facebook now says the information of as many as 87 Million People may have been shared in 2014 with a Political Firm hired by the trump campaign. That number up from an earlier estimate of 50 million users by a Cambridge Analytica whistleblower. The firm says they licensed information from more than 30 Million People. This caused many to delete their facebook accounts. Zuckerberg acknowledging its relationship status with users has changed to its complicated. I dont think theres been any meaningful impact but its not good. I dont want anyone to be unsatisfied with our services. Overnight, you saw the teachers celebrate loudly cheering after the Oklahoma House passed a bill to set aside 20 million for education funding. That bill goes to the state senate today. One republican state legislator Kevin Mcdougal voted for the bill after facing real fierce backlash for this facebook video, criticizing the way the teachers were protesting. Before the vote, Gabriel Gutierrez asked about this. Reporter at this point, do you think its a mistake for the walkout to continue . A lot of people who passed taxes all year long said they wouldnt pass another one. I dont think its because of the individual teachers. I think its the frustration of the teachers not understanding what we went through for a year and a half to get them what weve got. So Marianna Atencio who is there with more. One woman is so upset there, shes decided to run against mcdougal. Reporter we have a 30year educator here in oklahoma. You decided to run because of the walkout before the video hallie just played of mcdougal. Tell me why this is a catalyst. The lack of funding for our schools that has been building for ten years since the 2008 recession has been reduced by the cuts they have made to the top tax brackets. They have continued to cut and lower and cut taxes. Its ended up here. We have nothing. You have to have taxes and revenue to be able to run the government. I decided it was time to step it up. And with this momentum coming, maybe it is time to step up and fund education. After 30 years, i decided to step out and advocate for teachers in a different way. Reporter cindy, youre a democrat running in house 12, a conservative rule district against Kevin Mcdougal. Tell me, first of all, how did you feel about the video . And what kind of reaction did you get from people in the district . The video, i was extremely disappointed in my representative. Im a teacher and in his district. And that was aimed at, i felt, personally me. He was talking about how we are leading the children and watching them. Im extremely proud how we are teaching children how free democracy is supposed to work. He that video really gave me a lot ofport and gave me an angle of support. It is nationwide now that have dealt with it, west virginia, kentucky, arizona, all of these states have been under this trickledown and cut taxes. Sorry. And they all of this that has been happening in the country, that all this trickledown works doesnt work. We are not getting funding we need. Theyre not funding and theyre not listening. Its nationwide, it is not just oklahoma. Reporter so i have been speaking to republican legislators, cindy. They were there for hours yesterday. And they tell me that if they put money in oklahoma, the money just isnt there. So what do you say to it . That is true. The money isnt there because for 80 years they have not raised any money revenue packages at all. If you are a representative or in the legislature of the state, thats just part of it. If we dont have the revenue you have to find the revenue and raise the revenue to cover your responsibilities. Reporter legislators are trying to pass the bill to tax thirdparty sellers on amazon. And this will be a ball and dice bill. They will try to tax that. So it seems like they are trying to come up with the money, but they say it is not enough. Maria, thank you for that. The republicans say im not voting for another stinking thing, basically. Oklahoma legislators passed the pay raise previously. There was, obviously, a p proactive way. And now teachers in this instance are saying, im getting into politics and to get involved. That could play out. And every one of those teachers represents a classroom full of children who are at home who have parents. Who have parents. Who would like to go to work. But thaw care act their they only want four days a week of school, this is a remarkable thing. These are working class voters in states overwhelmingly voting for trump. And you have to imagine that lawmakers are interest ed in this. I want to employ the teachers and virginia in the socalled red states to lead our national priorities. Have you surprised we have not heard more prominent lawmakers, particularly on the le left . They have seen the opportunity to go after that and show they are part of the movement that seems to have a lot of energy, but look, a week ago we were focused on protests by gun control. This has not been an issue for much of the people in washington and caught them by surprise. Is that staifair . We have covered the protests and walkouts that started this. Its been out there and covered. Why arent more prominent voices jumping in . Well, they are possibly trying to let this energy build up without turning it quite as partisan as it to let it be more of a grassroots. So you are not seeing randy wine gardner is behind all this. They certainly wanted it to look like, in many cases, be a grassroots uprising from teachers. If you are trying to be a genuine grassroots in a conservative state. Youre writing about this. Republicans warn trump a trade war risks the partys chances in november. You point out democrats, obviously, need a net gain of two to take back the senate and a net gain of 23 to take back the house. Why are republicans anxious . The bigger picture, republicans wanted to make this election about an economic revival, contributing it to the tax cuts. Democrats can disagree. Fine. Republicans are eager to have the argument. If the economy falters, and kudlow pointed out theres two points before these take effect, so june, the final months heading up to the election, the economy falters, they can no longer make this argument. This was supposed to be their saving grace in the election. It was already going to be tough. There are a few senate races more narrowly where this is going to play heavily. Missouri, indiana, north dakota, a lot of farmers voted for trump. Democrats are trying to take backse seats. We talked about the idea, for example, with soy beambeansoybe tariff issues with china, eight for ten of the soybean producing states voted for trump. I want to talk about ohio. In the ap, ohio workers love the trump tariffs, and it is making trouble for the gop. Sherrod brown is like, yeah, we got this. This is a good thing. Hes going after the blue collar workers, even as republicans are forced to defend why they think it is a bad idea. It is this bizarre mess for them. For sherrod brown, the democrat in ohio, being antitrade deal is his brand. Its his jam. Totally his jam. President trump was able to win voters who, in the past, would have voted for democrats, who would have voted for sherrod brown. Sherrod brown is now coming and trying to grab those voters back saying, hey, look, im right here with the president. We agree on trade. Come on back. The president has more allies, ironically, on the left than the right on this. Lets be real, there are going to be benefits from this. If you protect the steel and aluminum Domestic Industries with tariffs, theyre obviously going to benefit. The whole irony of trade is the gains of tariffs are narrowly concentrated in the Domestic Industries and the pain is broadly shared by consumers who have to pay more. Lets see if the same voters who wanted this, wanted the antitrade policies, are going to be happy with them. What do you make of larry kudlow, josh, coming out for day two in a row . Weve run sound from larry kudlow on this show, coming out in the mornings after his morning tv hits, trying to be, like, everybody, chill out. Well be okay. This is fine. Does it hold water inside the administration . Is there a concern maybe this wont be okay . It strikes me half of the footage of Administration Officials these days is standing in the white house driveway. It was never a thing in the happen. Never something that happened regularly. Wont say no to it. Absolutely. The more, the better. When some of these cabinet officials and other top officials fly too close to the sun, we know it upsets the president. Its been a problem in the past. They end up inevitably saying something that he either doesnt like what they said or doesnt like the way it plays two, three, four days later. Having that overexposure can be a risk. Kudlow is, you know, coming from cnbc. Kudlow knows that the markets are jittery. Hes basically coming out on the driveway and saying, you know, maybe this trade war thing isnt really going to happen and we can do negotiations. Trying to calm the markets. Hes trying to prevent, you know ease the jitters. One prominent conservative i spoke to said he cant do it for long. The actions are the outcome. He cant paper over it by happy talk. Lee zeldin was talking about the tougher approach, that this is all negotiating tactics. Listen. Ultimately, he is looking for leverage. He is the ultimate deal maker. He made relationships beforehand. He has the right people around him for a battle like this. Im hoping itll yield the results were looking for. The big question here is what is the negotiation that President Trump is ultimately trying to get out of this . Hes talked a lot about the trade deficit with china. The United States has hundreds of billions of dollars in trade deficit with china. Thats not the number people feel in their daily lives. For sellers, farmers in rural states, do i have access to foreign markets around which so much of the business is based .
