And general dempsey said theyre engaged in combat. If to be in harms way he would send u. S. Personnel in to rescue and retrieve them. There are definitely situations dempsey would adjust the recommendations. There are times when Senate Hearings review things that happened in the past. Times when they review things yet to happen. Its one of the somewhat rare occasions where the questions and answers are light in the thick of a National Debate what important decisions are need to be made and International Partners are trying to be attracted to the effort. Each of the words of the critical players this hangs heavy. You have skeptics among senators in both parties who have questions about the plan. Basically we heard from secretary hagel and the joint chief chair that the aspiration is to train about 5,000 syrian vetted fight es over the course of the year. We know that u. S. Estimates of the isil force are at about 30,000. How would it square. Would air power be enough when air power requires some expertise on the ground to select targets, to guide those fighters, and general dempsey explained how theyve been able to use kurdish and iraqi fighters. You get a sense of how dynamic the situation is, richard, if facts on the ground change, dempsey has said to congress and the American People he would adjust his rights to the president if needed. He does say he believes in the plan as it stands now to not have u. S. Ground forces in the way we saw during the iraq war on this battle field. And part of that dinism is happening with the moderate forces theyre discussing and whether they should supply that. Will congress support that . So the tempo so far, as youve been watching this, kelly, is it a foregone conclusion that congress will check off on this based on what youve seen in terms of tone . In talking with members of both parties on both sides of capitol hill i think theres broad support for arming and training the syrian rebels. Its not unanimous support. Its part behalf is playing out as the house side of the call t capital is crafting the langu e language. The syrian fighters have been battling assad. They have been trying to liberate their home country from his reign. At the same time, when the u. S. Is trying to sort of enlist them and work with them with a slightly different target. Mccains question is what if assad decides to attack the fighters . It gives you a sense of how complicated and a tinderbox of different forces we cannot control are at play here. As you heard secretary hagel, its not an issue they want to dre address now. It isnt new funding but it would be the authority to have the department of defense train the fighters that take place in saudi arabia and the plan is over the course of year to be able to vet and train properly train is one of the things that dempsey talked about quality training for about 5,000 fighters when we know isis is about 30,000 right now. Who is the Free Syrian Army that we would be training . Rand paul referenced them giving their arms yesterd s away. Yesterday i was in an unclassified briefing about what happened in the past. Some of the Free Syrian Army has sold their arms to isis. They were not ideological. It was about money. It they receive the support from the united states, maybe they would not be as suspect and vulnerable to isis. That remains to be seen. Let me tell you that today throughout the day were having classified and unclassified auc six hours of debate. I have a lot of questions about it. Well see before the day is over where i land. What can you share with us, of course, but what have you learned that you might be able to share with us that is new. What i was saying in terms of the Free Syrian Army not being ideological. In other words the concern before has been they were very vulnerable to isis because maybe they were islamic militants as well. What they told us yesterday in the unclassified briefing is theyre not. The reason they were vulnerable to isis because the resources. So if we come in with resources that they wouldnt be as vulnerable. The other thing that was said in the unclassified briefing is that saudi arabia is going to help. They would be trained on the ground in saudi and saudi would be able to help with the vetting. So we know theres a lot of factions to the free syrian a y army. Thats the question that a lot of members of congress has. Who, exactly, would we be training . How significant would the vetting process be . Those are questions that are of major concern to many members of congress, myself included. Very quickly. Did you learn about the coalition which secretary kerry is working on in terms of how many countries were looking at and what sort of the support . Yes. We had a caucus this morning and we were briefed and we were told theres over 40 countries. They didnt name over 40 countries 0 . 40. We didnt name all the countries but they did say the uae, they did say saudi arabia. Well hear more specificings throughout the day and on thursday when secretary kerry comes to the hearing. We have, you know the word i use is contained. Contained al qaeda we can contain isis. Give me an idea here. Based on what youve heard about the forces deployed. And the people who should be held responsible are people who commit abuse against their loved one, children, men, and women and people who let it go unpunished. Right now the 32 owners and goodell are in the tricky position of deciding whether to punish or not punish child abuse and Domestic Violence. I, as a survivor myself, it would be devastating to me if they let players continue to play who have been accused of these very, very serious crimes. It makes a mockery of something that is a felony and kills three women every day in our country. Youre saying dont let the players play. What about goodell . I think goodell, actually, is showing signs of recognizing how serious this is. Hes taking it seriously. He hiredd three experts in the Domestic Violence field. I think it could be wonderful, a water shed moment if we have a powerful head of the nfl who said hes taking Domestic Violence seriously and learning about it. I would like to see him spend a week or two living in a Domestic Violence shelter. Understanding and talking to his players about how violence has devastated their lives. I think it could be a wonderful moment for all of america if he shows true leadership. I think he should stay so he can do that. You think he might be the change. Do you believe hes a change a educate . He brought in the three advisers. Hes raising or promoting another prominent female in the Nfl Organization to try to combat this issue. But is it enough to have four women that are very capable and very prominent in the organization, is that enough . Well, i think its an important step. I dont think we can rely on the women now to get change done. I think the nfl for the entire existence has had predominantly men making decisions. Sitting in board rooms talking about the nfl. There need to be more women involved in decisions across the nfl. Not just this special little bubble weve created about social responsibility and Domestic Violence which is important. At the end of the day, the nfl thrives on caricature of masculinity and femininitfemini. We need more women in the board room that will help the nfl move forward and make better decisions across the board. As a survivor myself, what victims snead people in positions of power who understand how complicated Domestic Violence is. And a lot of times those are men, Police Officers, employers, judges and attorneys. And we need those people to understand how crazy this dynamic can be. Its never ever the victims fault. Do you think that congress should be involved . Thats been brought up by kristen gillibrand. I think its been powerful on the end rape on campus. Yes, i think they should weigh in and be, you know, the stick behind all of this if the nfl and other organizations dont take Domestic Violence as seriously as they need to have the government there willing to step in would be very, very powerful. Is already spent 175 million combatting ebola and the president , as you mentioned, is heading to Congress Asking for 88 million. The department of defense will be taking sop of the money from the Contingency Fund up to 500 million. A lot of resources being pledged to combat the spread of this deadly epidemic in west africa. You take them together and here is someone brandishing his commander in chief credentials and whether its on the campaign against isis or against ebola in western africa. It comes at the time in which his Approval Ratings are around 40 . Sometimes 30 in the high 30s in battleground states. In a lot of ways we wrote about it in the first read column. Its how democrats maybe best want to see president obama more play in the chaommander in chie role than campaigner in chief on the midterm. How will isis and the president handles isis affect the midterms youre talking abo about, especially given some of the contentious questions that have been out there during the hearing so far. I want to play a little bit. This is with general dempsey answering questions about boots on the ground. Im not confident how its going happen without the assistance of our trained special operators on the ground here. I appreciate you have said that you have not ruled this out. I have not in terms of recommendations. Thank you. Has the president ruled it out . At this point his stated policy is we will not have Ground Forces in direct combat. So yes. Including operators and embedded on the ground. Thats correct. He has told me as well to come back to him on a case by case basis. Is that new, mark . , you know. So it was a fine line that Martin Dempsey, chairman of joint chief of staff was making. It would be the recommendation from the military to actually send in advisers. Theres a fine line between combat troops and advisers. To be able to send advisers if the strategy doesnt work. President obama hasnt said hes ruled out using combat troops at all. Thats worth watching whether there is a Mission Creep later on. All of a sudden we have ruled out combat troops and three years later we see troops in syria. Ly say polls show americans are supportive of the president here, but polls have also showed theres no appetite for u. S. Combat troops. We have seen a lot of republicans make the call for u. S. Combat troops. The politics have changed a little bit on National Security since the beheadings of the american journalists and the british aid worker. Not enough where everyone sees it as 2002 or 2003 where youre sending hundreds of thousands of troops into iraq. Based on what were used to seeing in d. C. , based on this morning. I was listening to mccain not necessarily as contentious his questions might be answering question about the two men. Given how combative mccain was during hagels conformation hearing. I think thats reflects where the public is. Theres a support but there are a doubts and a large amount of skepticism where its going work. The manhunt is intensifying this morning for the person or persons who ambushed two Pennsylvania State troopers late friday. Killing one and kitically injuring another. Authorities began the monday News Conference by directly addressing the gunman. We will find you and we will seek justice when we do. The attack occurred friday around 11 00 p. M. At the state trooper barracks in blooming grove, pennsylvania. About 35 miles east of scranton. The officers were shot just after a shift change. Police withheld certain details but suggested a profile of the at large shooter saying he may be an avid hunter with weapons training. Who had an ongoing issue with Law Enforcement or the government. They did confirm that he was hidden from sight. Were well aware of where the shooter was. He was well conceal. There was nothing the troopers could have done to avoid the shooting. The barracks is located near the dense woods of the delaware state forest. The trooper killed was 38yearold corporal brian dickinson. Its like losing a family member. They come in every day.
