As we progress the model, it shows closer to early evening hours, some of the light snow should reach the shoreline and continue into your early evening hours. Number one they say the system is broken. On the other hand, they say the governor here is completely out of bounds. This moratorium is going to stay in effect until the governor gets a report from a commission thats been studying the topic for four years. Wolf said data suggested defendants more likely might be sentenced to death if theyre poor or racial minority and the victim is white. Pennsylvanias death row houses 183 men and 63 women but they have only executed 3 people since 1976. The Pennsylvania District Attorneys Association says quote, this is a misuse of his power and ignores the law. Prosecutors say they reserve the Death Penalty for the very worst of killers. They say examples include gary fellenbaumle and jillian tate. They killed the boy at the hands of his mother and boyfriend. State troopders are citeding the case of eric frein, who is accused of killing dixon. Troopers say this prevents dixons family from getting any justice. A Police Operation at a house in the Lehigh Valley. It ended with gunshots. Officers went there looking for a fugitive whos been on the run since 2013. It was around 4 00 in the morning, still dark when state police tried to serve a warrant at a home on rehr street in reading. They were looking for Richard Carlin, a man wanted in arizona. They spotted him on the roof. Nbc10 Lehigh Valley reporter Randy Gyllenhaal tells us what happened next. Reporter tactical teams knew ahead of time that this fugitive suspect had a long history with Law Enforcement. Richard carlin was previously shot by police in arizona and earlier this morning he was shot and killed during a raid here in reading. State police surrounded this rehr street apartment about 4 00 this morning looking for a fugitive from arizona. I heard gunshots. There was an explosion. Reporter neighbors woke up to the sound of flash bangs and then gunfire as police shot and killed the suspect. It woke me up out of my sleepp. I was nervous. I didnt know what was going on. I saw a bunch of flashing lights. Reporter authorities came here with a warrant looking for Richard Carlin wanted for gun trafficking. He was well known to Law Enforcement. In 2013 he was shot by Arizona Police after engaging them with a shotgun. Berks county detectives tracked him to this apartment in reading and made the move. They obtained a search warrant for this house to look for him. Hes known to be armed and dangerous. Reporter politician say car police say he was shot trying escape out of a balcony window. They wont say if he was armed. They encountered the subject on the roof. He was exiting that window that was broken. Reporter Police Also Arrested a female accomplish. They say shell be extradited back to arizona. Back at the scene, the Ongoing Investigation into this officerinvolved shooting will be handled by Pennsylvania State police. In reading, Randy Gyllenhaal nbc10 news. Philadelphia mother and her baby daughter reported missing were found safe in new jersey today. 16yearold ruth johnson disappeared from her home last night. Police say there was some kind of argument and she left with her 7dayold baby girls. Now, they were all found safe in gloucester city. From our south Jersey Bureau Police Arrested two men linked to a home envags sunday in medford, burlington county. They say the suspect duct taped the man to a metal chair, beat him with a pipe. After getting a number of tips from the public they arrested these two guys ridgeway and h yichltman. One person suffered minor injuries after this house fire in Gloucester County that started around noon at a home on izard road. Everyone got okay but there was heavy damage to the house. Firefighters made sure to put salt down to try to prevent the water on the ground from icing over, too. Investigators in bucks county are looking into what caused a fire at this mobile hoement. Sky force 10 was over this home on wicker avenue in bensalem. Were working to find out if anyone was inside this home. So far, investigators havent said if anyone was hurt. On the shore, 30mileanhour winds helped fuel a fastmoving fire in cape may county. The fire somehow started overnight at an unfinished home in avalon and moved to a vacant home before fire crews were able to put it out around 3 00 this morning. Police and parents are on alert in a south Jersey Community after a stranger tried to lure a boy into his car. The 10yearold was leaving Belhaven School in linwood wednesday afternoon when a man offered the child a car. He said he knew the boys parents. The boy ignored him and told parents when he got home. A Gloucester County man is in Critical Condition right now after veering off route 55 this morning and slamming into several trees. Southbound lanes near ellis mill road and glassboro were shut down four for several hours. Sky force 10 was there as the driver was air lifted to a nearby hospital. Feels like the middle teens through parts of south jersey and delaware. The wind is making it feel a lot colder today. To start off your weekend, well be watching this area of snow moving over the great lakes. This one will be giving the area some snow as we go into tomorrow. We will see some accumulations with it. Future weather here keeps us dry as we go through the rest of tonight. Then we go into saturday morning. This is a time frame were really watching. 9 00 saturday we should stay dry of any snowfall except in the poke nose. By 11 00 we see the snow move into the poconos, Lehigh Valley. A couple hours later we see it approaching the philadelphia area, even parts of delaware and up into the trenton area. By 2 p. M. Saturday. This snow will move through parts of jersey and south delaware by 4 00 in the afternoon, making its way to the shore. Some snow could be locally heavy. A second band will move through in the evening. Philadelphia by 6 p. M. On its way to the shore. By 10 00 saturday night, we should be clearing out and staying on the dry side. For sunday we are talking about some high winds. Winds gusting, again, near 60 miles an hour. So, it is going to be a very windy day as we go into sunday. As for the snowfall totals possibly 3 to 5 inches in the poconos. 1 to 3 closer to the allentown area. This could extend into philadelphia. Also for Mercer County including trenton. For the rest of the area, about a coating to 2 inches for most of south jersey and delaware. Again, at times, we could have some locally heavy snow moving through with those high winds in place, too. As we go into sunday morning heres what it will feel like with those high winds feeling anywhere from 15 to 20 degrees below average. Some areas closer to 30 degrees below zero i should say, and that will be up in the poconos. For tonight, clouds increasing. Still cold 15 for the low tomorrow in philadelphia. Snow showers mainly. Very cold feeling below zero degrees this morning. We have a first alert weather day out for saturday night, dangerous cold and wind coming in the forecast. Windchills that feels like temperature anywhere from a minus 20 possibly to a minus 30 up in the poconos. And 60mileanhour winds. As we go into sunday. Those are damaging wind gusts. Well talk more about that in a second. Right now, feels like 7 in allentown. Reading, 11 degrees is what it feels like in philadelphia. Also wilmington. Middle teens south jersey and delaware. If youre heading out any time soon, bundle up. It still feels very cold outside. The rest of your planner for this evening, 6 p. M. , actual temperature, 23 degrees. By 8 p. M. Low 20s still. But the winds do start to diminish as we go through tonight. If you do have friday night plans, it wont be as windy. By 10 00, temperatures around 20 degrees. Then we go into tomorrow morning, well be seeing snow through the day. We start with saturday, early in the morning. Snow up to our north and west. By 9 00 in the morning, we should be pretty much snowfree unless youre in the poconos and you can see a few snow showers. Quickly, by 11 a. M. Snow moves in nor the Lehigh Valley poconos, quickly into the philadelphia area by 1 00 2 00 in the afternoon. And then only a couple hours later, that snow makes its way into new jersey, all the way to the shore. Some of this could be heavy at times. And it even stnz through the evening. We could have a couple more bands moving through by 6 00 even 9 00 but by 10 00 tomorrow night we should be clearing out from this. We will however, see winds increasing tomorrow night into sunday. Very high winds. Near 60mileanhour wind gusts. So we do have a high one to watch across the area because of this. Those are actually damaging winds. Now, as far as tomorrows snowfall, 3 to 35 inches in the poconos. 1 to 3 across parts of the Lehigh Valley. Suburbs north and west. Much of south jersey and delaware should see a coating to two inches across the area. For sunday morning, it is going to feel like anywhere from a minus 15 to minus 20 closer to minus 30 in the poconos. You definitely want to prepare for that. Tonight, clouds increasing, very cold. Temperatures middle teens, philadelphia. Around 8 Degrees North and west. Tomorrow, some p. M. Snow showers. Some could be locally heavy for a period of time. Actual High Temperature around freezing. Then on sunday frigid winds move in near 60mileanhour wind gusts. So, again, those are damaging wind gusts. Early monday morning, take a look at that low temperature. That is a 2. 2 degrees. That would be record cold as we go into monday morning, believer it or not. Really, i think the one day out of the week that you want to Pay Attention to or the weekend, i should say, is going to be sunday. Again, winds near 60 miles an hour. Those could be damaging.
