Reporter rosemary sheriffs deputies from Montgomery County maryland, made the arrest during the overnight hours. I have a call into that department to try to get more information. Ive also called philadelphia southwest detectives to try to get more information from them as well because theyre working the case from this side of the ledger. Meanwhile, the 21yearold victim is inside chop right now. He was brought here because he has medical records here having received prior treatment. He has a cut on his back doctors fear could become infected due to several days out in the elements. Hes also suffering from dehydration and malnutrition. Investigators say the mans 41yearold mother nyia parler of West Philadelphia abandoned her disabled son in the woods of Cobbs Creek Park late friday. The 21yearold victim is a quadriplegic, who also suffers from Cerebral Palsy and is nonverbal. Police say parler faces a long list of charges, aggravated assault, simple assault, the neglect of a caredependent person. Thats just a couple of them. They also say if not for a passerby it could have been a homicide charge. The victim has an extremely strong will to live lasting out in the woods for five days during the rain during the cold, et cetera. Police on the scene tell nbc 10 that the driver was going between 80 and 100 miles an hour on columbus boulevard when he smashed into another car and then a fence. Officers tell us everybody is expected to be okay and that the driver of the speeding car will be charged with dui. Also new from overnight, Philadelphia Police are trying to figure out what led to this crash. Investigators tell us three cars collided at ogontz neighborhood. An suv burst into flames. One person went to the hospital. Theres no word on that victims condition. Today, Hillary Clinton is expected to announce she is running for president , for the second time. Her advisers say the former secretary of state, u. S. Senator, and first lady will tweet the announcement and release a video. According to those advisers Clintons Campaign will focus on boosting Economic Security for the middle class and giving more opportunities to working families. Marshals worked with Philadelphia Police to capture 31yearold khayree gay. He was arrested at a hotel in lake city South Carolina on friday. He now faces federal robbery and kidnapping charges. Investigators say gay and two other men kidnapped a 53yearold women after she left her job on jewelers row last weekend. The men allegedly demanded security codes to National Watch and diamond, where the woman works. Police say the suspects beat and tasered her and later dumped her in a cemetery in darby. They escaped in their van there. The woman is now recovering at home. More arrests in this case are expected this week. A Police Department in Gloucester County is no longer facing a lawsuit from a state assemblyman. Weve learned that a judge threw out paul moriartys suit claiming that Washington Township police failed to adequately train and supervise its employees. The assemblyman was arrested in 2012 on a drunk driving charge. The charge was later dropped, after this Police Dash Cam video was released. Officer Joseph Dibuonaventura was indicted for making a bogus arrest. He was acquitted earlier this year. Moriartys lawyer says that despite the judges ruling his client can still seek damages against the officer. This week the trial will continue for six former philadelphia narcotics officers accused of kidnapping extortion, and drug dealing. Investigators say the officers used their positions to intimidate beat and rob drug dealers. But in Opening Statements last week, Defense Attorneys argued that there is no evidence to back up those claims. The corruption trial is expected to take months. If convicted, the suspects could face life in prison. In the meantime, the city is also facing dozens of civil lawsuits connected to this criminal case and could end up paying out settlements. This morning, we are learning how much money a north jersey town has already paid for legal fees related to the jersey jam investigation. The record is reporting that ft. Reporter well rosemary Philadelphia Police detectives as early as yesterday say they were watching 41yearold nyia parler down in maryland. They had contacted sheriffs deputies in Montgomery County maryland, and they were keeping a close eye on her. They didnt consider her as a flight risk, but they were keeping an eye on her, as they worked to get an arrest warrant in place. While they did that they kept an eye on her, and then during the overnight hours, they made the arrest. They went before a judge. He okayed signed off on the warrant, and they made the arrest during the overnight hours. So she is now in custody and now theyre beginning to process, trying to bring her back here to philadelphia to face charges. Meanwhile, her son is inside Childrens Hospital philadelphia. Doctors say he has a cut on his back from being out in the elements. Theyre worried about an infection. Also treating him for deiduration and malnutrition. The attorney for Jamie Silvonek filed a petition to have the 14yearold returned to a juvenile facility but the Lehigh County District Attorney says she should stay put. Silvonek is charged as an adult with homicide and criminal conspiracy in her mothers death. Her boyfriend, 20yearold caleb barnes faces the same charges. Yesterday, kanes attorney released a statement that says in part we intend to file papers challenging the basis of the order, and reiterating that personnel decisions made by attorney general kane were entirely based on good faith judgments about improving the efficiency of her office. This morning, we have an update on the financial crisis in colwyn Delaware County. Colwyn borough is located on the fringes of southWest Philadelphia. About 2,500 people live there. And nbc 10 has learned that the president of the Borough Council is giving Police Officers gas money to fill up their patrol cars. Its unclear if the money is coming from the borough or if its a personal donation. Heres whats going on. The gas station supplying the police suspended the account dauf because of the boroughs cash flow problems. The mayor called it a crisis saying the borough can no longer provide basic services. And now they dont have no gas. Hows they going to patrol just in case we get an emergency in colwyn . Colwyn employs about half a dozen Police Officers. The boroughs Fire Department is facing the same gasoline supply problem. Who are we waiting for . hillary ready for launch. How will her start of the Second Campaign for the white house be different from the first . Well this is what the campaign hopes, in that its different in this respect. They believe the mistakes she made and the candidate herself believes the mistakes she made in 07 and 08 is that she came across as too inevitable that she was hovering above the process too much that she didnt sort of have the touch and feel of the voter. So they want to try to make it more like how she ran for the u. S. Senate in new york in 2000. That was known as a listening tour, if you recall, those first couple of months. Thats how she wants to spend the first month of this race. Shell announce today on social media. Its not going to be a big, why am i running type of announcement, 20 or 30 minutes. Then on tuesday, youre not going to have a big rally. Your first public appearance we hope, is in a living room in iowa and that thats how she spends april. Living room by living room in iowa, in new hampshire, and South Carolina. The whole point being, they want to make Hillary Clinton look accessible, not above the fray which they think was a big mistake back in 2007 and 08. And chuck, today youll be talking on the republican side with senator rand paul of kentucky. He announced his run for the white house this week. How his rollout been so far . Well i think nationally his rollout has been a little uneven. I think hes certainly shown that maybe he allows questions to get under his skin. Its actually a topic that he and i discussed. I spoke with him yesterday at his last stop on his announcement tour in las vegas, and he admits that hes allowed some of this stuff to get under his skin. But you cant underestimate his organization and how well he did in the states themselves. Iowa, new hampshire, and nevada in particular.
