And this is the first of two arctic blasts that is heading our way. As we push into sunday thats when the next blast of arctic air will get here. Actual temperature in horsham at 14 degrees. 16 in northeast philly. 16 degrees the actual temperature in philadelphia. Ten degrees in quakertown. 11 in allentown. 3 degrees in mount pocono. Closer to woodbine 17 degrees. 20 degrees in dover. Part of the reason why it feels so cold is because of our wind speeds. Look at these wind speeds sustained at 18 Miles Per Hour northeast philadelphia. Up to 20 in mount pocono. 24 in Atlantic City. And 21 in dover. Arctic cold spell will continue as we head into the rest of today. Were dealing with frigid windchills. By noon 2 degrees. Will feel like 7 degrees by 3 00 p. M. Heading home from work feeling like 8 degrees, even if youre staying out later tonight, friday night, it will feel like 13 degrees by 9 00 p. M. Gear up for a very cold night ahead. Now, septa put a speed restriction on trains and trolleys because overhead wires can be damaged when it gets this cold. Most rail and bus passengers have been waiting inside the station. But earlier this morning, we caught up with some people who had to be outside. Heres how they say theyre staying warm. I have on layers. Sweat pants, hoodies, im layered. Layers and trying to cover up as much skin as possible. Reporter anything that is exposed, how cold is it for people who are at home and havent been outside yet . Really really cold. It is bad. Especially in the wind. Reporter the sun is out. It is warming things a bit, but it is still dangerously cold outside. The experts suggest to prevent getting frostbitten, cover your head your face and your ears. And also if you have to be outside, take frequent breaks by going in. About 50 firefighters responded to this fire in an alarm Manufacturing Company on public road. We had several hoses freeze trucks freeze up the guys are frozen. The cold and wind impacts us. The cause of the fire is under investigation. No one there was hurt. Investigators are looking are for the cause of a house fire in Delaware County. Nbc 10 on the scene in sheraton hill. Firefighters snuffed thought fire in the basement of a home on watson road. It started at about 3 00 this morning and was out by 4 00. Everyone did make it out safely. Crews brought a house fire under control this morning in bucks county. Skyforce10 over the scene in wicker avenue in bensalem. Despite initial reports of people trapped in the home officials later determined no one was hurt. And skyforce10 over a serious accident on route 55 in Gloucester County early this morning. One car ran off the road and crashed. This happened in the southbound lanes near ellisville road in glassboro. A medical helicopter took a man to the hospital where hes listed in critical condition. The southbound lanes were blocked for a while. Theyre now back open. And now to center city where crews close a sidewalk after a sign fell there damaging this awning. This is at 15th and walnut. The sign fell, it took some of the buildings facade with it. Luckily no one was hurt. And more now on our breaking news story. A person is dead in berks county after police say they had to use deadly force while serving a warrant. This happened at around 4 00 this morning in reading. Nbc 10s Randy Gyllenhaal is there following the investigation. Reporter Pennsylvania State police just giving us some updated information. They tell us they were here on rehr street to serve a warrant early this morning, about 4 00. Let me show you video of the aftermath. As they were approaching this apartment, to serve this warrant, they saw the suspect fleeing out of the top of the house, out of the window. They say they were forced to open fire on the suspect, shooting him and killing him. At this point we dont know what the warrant was for. But police say they had to use a flash bang. Neighbors tell us what they heard. It woke me up out of my sleep. I was nervous. I didnt know what was going on. I saw flashing lights. I looked out the window and basically what i saw. Reporter police have identified the deceased suspect as richard carland. Were working to get more details about what this warrant was for. And whether officers say he was armed. They say that part of the investigation is still moving forward. Whether or not this shooting was justified. Were in reading, Randy Gyllenhaal, nbc 10 news. An annual roundup and local Law Enforcement called it operation deadbeat sweep. Early this morning, Philadelphia Sheriff Department officers made arrests on outstanding warrants. They range from drug offenses to Domestic Violence and failure to pay child support. Nbc 10 was there as they brought prisoners to court in center city this morning. The bucks, chest and Delaware County sheriff departments, police and Bensalem Police also were involved in the raids. We did our job today to make sure that the citizens of pennsylvania and philadelphia and the surrounding counties are getting their just due. This team does the sweep every year on or near valentines day. This year the sweep fell on february 13th. Sheriff says that proved to be bad luck for 42 people arrested today. Happening now, sentencing hearing for a philadelphia man for beating his brother to death with a baseball bat. Paulo figueroa was found guilty of third degree murder for the death of his older brother, art in 2013. An argument sparked this attack. The victims body was found wrapped in plastic in the basement of a home on princeton avenue. A driver accused of killing a teenage girl at a bus stop in bucks county will stand trial. The judge made that ruling yesterday at michael shellys preliminary hearing. Shelly faces vehicular homicide and other charges in the death of manet zeka. They say shellys suv plowed into the girl as she was trying to get on to her bus in bensalem township. The vehicles windshield was fogged up. And we have new video this morning, showing the start of a twopart climb that happened in camden county. Youre looking at a fight inside a bar in blackwood. Police say the fight spilled outside with someone stealing credit cards from one of the victims. They say those cards were later used at a wawa store. Police are looking for two people connected to the stolen credit cards. If you recognize any of these people in the pictures Gloucester Township Police want to hear from you. Security scare at a u. The law will provide added support for veterans struggling with post Traumatic Stress and other illnesses. Officials say the Defense Department has approved hormone therapy for gender reassignment for an army private convicted of espionage. Former Intelligence AnalystChelsea Manning is serving a 35 year sentence for sending classified documents to wikileaks. The hormone treatment will allow chelsea, known as bradley manning, to make the transition to become a woman. The lawsuit filed in september claimed manning was at high risk of suicide unless she received treatment. Police in new orleans have a gunman in custody following the deadly shooting during a mardi gras celebration there. Gunman opened fire at around 10 15 during a parade in the French Quarter killing one man and critically wounding another. Police say they captured the alleged shooter and recovered a gun. The citys Police Superintendent praised the quick work of his officers. Our officers are committed to making sure that paradegoers are safe. Investigators are still trying to figure out the motive for the shooting in new orleans. And new information about the triple murder in chapel hill North Carolina. Prosecutors have charged Eddie Ray Routh with killing kyle and his friend chad littlefield at a firing range outside dallas in 2013. Yesterday jurors saw dash cam video of the chase, and standoff with routh after the men were murdered. The Police Arrested routh after he fled in kyles truck. The defense attorney is trying to make the case that routh was insane at the time of the murders. And utah woman has pleaded guilty to murder charges stemming from the deaths of her six newborn babies. This is megan huntsman. She said she killed the infants because she was too addicted to drugs to raise them. Prosecutors say she strangled or suffocated the six babies right after they were born and hid the bodies in her garage. Under a plea deal shell likely spend the rest of her life in prison. Two more women are accusing bill cosby of drugging them when they were young models. The women met with reporters yesterday with their attorney gloria allred. Both say they blacked out after sipping drinks with cosby. One of them says she was sexually assaulted. Due to the statute of limitations, neither woman can sue. Performances have been canceled. Shows in louisiana and georgia will go on as planned. He has denied the allegations against him. And in Southern California more than 20 marines are recovering from injuries after a Training Exercise that went wrong. This happened at the marine base known as twenty nine palms. A Police Officers body camera captures the drama of a creek rescue on video in dallas. A man lost control of his car, careened down the hill and landed upside down in the creek. Pennsylvania has one of the lowest measles vaccination rates in the entire country among kindergartners. What lawmakers want to do about it. You may be more likely to develop cancer if you already suffered a different kind of health problem. Well tell you what a new study found. Thats coming up. Happening now, pennsylvania lawmakers are joining forces with top experts from penn to urge people to get vaccinated. We know that one of the problems, the basic problem here is a failure by some parents and some families to vaccinate. Senator casey says pennsylvania has the Second Lowest measles vaccination rate in the country. Only 86 of kids entering kindergarten had their measles vaccine. Experts say anything below 95 endangers public health. Pennsylvania has the Second Lowest measles vaccination rate in the entire country among kindergartners because some are exempt due to philosophical reasons and religious beliefs. Some lawmakers say the philosophical exemption should be removed because of the threat to public safety. Opponents say concerned parents must be left with some we to opt out. Another study finds stroke survivors are more likely to develop cancer. Data from more than 3,000 stroke patients show one year later their cancer risk was higher than people who have never suffered a stroke. Also, stroke survivors who got cancer were more likely to die compared to stroke survivors who remain cancer free. The man who police say faked his death in a boat that crashed turned himself in. Hes got until this afternoon to post bond. Investigators say Andrew Biddle had been on the run since last july when he crashed that boat. He was supposed to repair. That happened in longport atlantic county. His attorney tells nbc 10 that biddle turned himself in last night saying he wanted to do the right thing. Berks county couple who owns the boat say they knew the law would eventually catch up to him. Im actually surprised it took this long for him to come back. I want to be done with them and just you know walk away and never have to deal with them again. I just want to see the guy rot in jail. Biddle faces multiple counts of theft by deception and fraud. Police say he defrauded customers doing boat sales. A judge ordered him to post 50,000 bond by today or go to jail. Pennsylvanias highest court could take up the criminal case of former penn state administrators accused of covering up the Jerry Sandusky child sex abuse scandal. Lawyers for former Athletic Director tim curley asked the high court to review a county judges decision rejecting curleys claim that his rights to Legal Council were violated during the grand jury proceedings. Curley is awaiting trial with former psu president Graham Spanier and former Vice President gary shultz. Theyre charged with perjury, obstruction and conspiracy. Another sanction against penn state is coming off the books. Big ten officials will restore the schools share of the conference bowl revenues after a three season ban. The university can expect more than 6. 5 million next season. The decision follows the ncaas agreement last month to drop its remaining sanctions, including restoring 112 football wins stripped from the school. New Jersey Governor Chris Christie continues to travel as he considers a potential president ial run in 2016. Christie was in chicago yesterday to attend two round table meetings. The governor delivered the keynote address at the annual republican lincoln day dinner just north of the city. According to the chicago tribune, he referred to the president as an absolute abject failure. That hes like a man in a dark room struggling to find a light switch. He was in iowa earlier this week and will head to New Hampshire on monday. Both states are crucial in early voting. Meanwhile, christies support appears to be slipping at home. His popularity has fallen to a new record low in one poll. They find 37 of the states registered voters view him favorably. Thats down seven points since december. From our Jersey Shore Bureau decreased competition may be helping the surviving Atlantic City casinos. There are encouraging numbers to report. Last months casino revenues were up nearly 19 compared to a year ago. State gaming Officials Say the numbers could indicate the worst is over for casinos in Atlantic City closed last year. Eight remain open. Also in Atlantic City more than a dozen gamblers who profited from unshuffled cards at the Golden Nugget casino must return the money. A judge made that ruling yesterday. In 2012 the gamblers won more than a Million Dollars at many games after realizing cards had not been properly shuffled. Gamblers are expected to appeal this ruling. In ocean county the pier was damaged in 2012. Fire destroyed it a year later. Nbc 10 got a look at the rebuilding plans. Amusement mentment rides in seaside park cannot be more than 50 feet high. But the park owner wants to go above that three rides up to 300 feet tall. Some neighbors are worried about crowds and the noise. It is an awful small space to put a lot of big rides up there, i thought. And the noise. Lose the pier and you lose the economic engine that supports the town. They hope lawmakers will change the existing height limit, that could allow for a possible return of the pier this summer. People in delaware struggling with terminal illness may soon get help with something called the right to try bill. That gives the patients access to experimental medicines. Those medicines would not be available at pharmacies. Five states have passed such legislation. Governor tom wolf announced a moratorium on the Death Penalty in the state will remain in effect. Wolf wants time to review the upcoming report on the Pennsylvania Task force and Advisory Commission on capital punishment. He said the moratorium is not showing sympathy to those on death row. Wolf says the decision is based on a flawed system that needs changed. And this sunday is the deadline to get Health Insurance or pay a fine. This is a second year of the Affordable Care act. Reporter last year this 30yearold maryland woman had Health Insurance through work. But she left that job. Now shes trying to find a plan through her state health exchange. The penalty is more this year. 325 per person or 2 of your income if youre under 65 and not covered by your employer medicare or medicaid. About 28 Million People are eligible for coverage under the Affordable Care act. So far, only about a third have signed up. Experts say dont just renew last years policy. There could be a better plan for you. It really depends where you live and which plan you bought last year. So it could be your plan went up quite bait or even down quite a bit. In anchorage, alaska, a 40yearold nonsmoker making 30,000 a year pays 100 more a month for a silver plan thats before federal tax credits kick in. Reason why, look at the wind speeds out of the north, northwest, 17 Miles Per Hour. Were gusting up to 23 Miles Per Hour. But throughout the rest of the area, wind gusts closer to 30 Miles Per Hour. Then wind gusts get up to 16 Miles Per Hour as we head overnight into saturday throughout the day on sunday. So that combination, dangerous combination of wind and cold weather. You do want to be careful, keep that in mind as you make your plans for the second half of your weekend. For today, temperatures will range between 18 and 22 degrees, cold and gusty wind speeds expected for us. So it is going to feel a lot colder than this 22. Our sevenday forecast shows our temperatures recover a bit if we head into saturday. But were dealing with snow showers and the wind starts to pick up saturday night.
