Emergency crews are on the scene for an accident many the scene causing a bit of a slowdown. But because theres not a lot of volume out there, you cant expect a major delay. And kelly drive is closed at seggseg sedgley drive. And look at the radar here on the maps there could be slick spots to it there with limited visibility with the fog. Chris . All right, 5 01 now. This morning a new round of fiery exchanges at a Council Meeting has led to new controversy in a Delaware County town. Our cameras were there to capture the shouting match that erupted at the Council Meeting. Matt delucia is live in colwyn with fallout from that. The Council President was fired, a new one installed. What is he saying this morning . Reporter he says they got rid of a faction on the Council Borough quote, causing trouble. Heres a look at what happened right here last night. If you want the keys get a cop. Reporter after some fighting there, the Council Approved the firing of the borough code enforcer and then the president tried to adjourn the meeting. Before there was a vote on that the remaining Council Members held their own meeting voting to fire the borough manager who has been vocal at accusing Council Members of misappropriating funds. Well, after firing brown, the councilman fred lesher was voted in as president. Heres what he told Harry Hairston after the meeting adjourned. Im trying to move the borough forward. And youre not going to move the borough forward when you have somebody overriding everybody that everything is said. Every little idea. Reporter the Council President is calling this a coup. Just the latest battle in the colwyn borough council. We have been following the last few months. And the colwyn mayor is speaking out saying theres nothing he can do. A man was robbed at gunpoint. Two men robbed him as he was leaving a parking garage at fifth and pine in center city. The man was not injured but the suspects got away with his iphone and wallet. Also new from overnight, no reports of injuries after a dumpster caught fire at a highrise apartment building. Nbc 10 was at 39th and walnut in University City just a few minutes earlier this mo. Fire investigators say the first floor dumpster caught fire and sent smoke up to the upper floors through a trash chute. Investigators are looking for the cause of the fire. Happening today, steve smith is convicted of raping and robbing a woman near a septa station in 2013. This attack happened on a subway platform near 15th and market in center city. Smith pushed the woman to the ground, stole money and her cell phone and sexually assaulted her. Also today a philadelphia judge will set the date for a priests third trial on child sex charges. Father Andrew Mccormick is not pictured here but hes accused of molesting an 11yearold altar boy in 1997 at a church in bryceberg. The judge declared a mistrial when the jury couldnt reach a verdict. That was the second time the judge couldnt render a decision against mccormick. In the investigation of a Deadly Police shooting in South Carolina vai sikahema is following the latest on this. Tell us more on this video. Reporter the video is damnig and well see if it helps the police department. The start of the encounter between the white Police Officer and the africanamerican driver. Now the officer is charged with murder. Michael slager grew up in Burlington County and pulled over walter scott on saturday for a faulty taillight. In the video you ask slager ask for license and registration. Scott didnt have the paperwork because he was in the process of buying the car. When slager walked back to check the license, scott bolted and then slager ran after him. Moments later the cell phone video picked up from there to catch slager firing eight shots killing scott. Slagers mother expressed sorrow for the victims family. From one mother to another mother i can understand it. So i just i just want them to know that im sorry that this happened. And that this has made a change in everybodys life. Michael slager said he opened fire because scott had taken his taser and he feared for his life but the video doesnt show scott taking the taser. North Charleston Police fired him after the cell phone video surfaced. Of course count on nbc 10 news for new information on the national story. The police are arresting a suspected horse thief. Officers tasered him and then several of them pup chd and kicked the man on the ground. The sheriff called the video disturbing. The relationship between new Jersey Governor Chris Christie and Dallas Cowboys owner jerry jones is under scrutiny once again. This time it has to do with the World Trade Center in new york. A company coowned by jones operates the thirdfloor observation deck. Now prosecutors have subpoenaed records about how that company got that contract. Christie and new yorks governor control the Port Authority that operates the World Trade Center. Now governor christie and the Port Authority have been under scrutiny since the new jersey bridge scandal broke. The government will focus on associates of christie that could includes charges of fraud and using lane closures on the George Washington bridge as political payback. 42 degrees now. To the race of philadelphia mayor, the six democrats laid out their visions for the citys future during a Forum Last Night at the Community College of spring garden. The forum focused on education, Job Development and affordable housing. Two more forums occur today, one at the Cast Iron Building on arch street and the other is tonight at Fox Chase Elementary School on ron street. Voters go to the polls on tuesday, may 19th for the primary in philadelphia. And then november 3rd voters choose the next mayor of philadelphia in the general election. Theres only one republican candidate for mayor. So no primary for republicans. And heres Something Else to see on the primary ballot. The head of philadelphias naacp is calling for a return to local government of philadelphia schools. Heres what that means, yesterday the naacp along with councilwoman Janey Blackwell to call for the local board to oversee philadelphia schools. A nonbinding referendum will appear on the november ballot. They want to see increased voter turnout to answer the question. In Burlington County two people went to the hospital after a hazmat situation at an apartment complex. It happened last night at the Edgewater Manor apartments in edgewater park. The victims were exposed to some type of chemical. Officials evacuated some of the apartments and we are working to find out the conditions of the victims. Nine minutes after 5 00. Tracking some showers and some thunderstorm activity in the area. Heres the rainy view from here at the nbc 10 studios. Rain is falling. Also in the pocano money tins mountain temperatures are just above freezing. The rest of the area is above freezing, but you can see light rainfall falling at the ski area of big bear. Snow and ice on the ground. At this time the steadier showers are moving through the pocano mountains. And heavier downpours are spreading through allentown. We have a few scattered light showers in the philadelphia area. And one area of thunderstorms that rolled through cumberland county. And now its racing through mullica and near galloway in atlantic county. Thats just the beginning of more showers and thunderstorm activity. This is the greatest concern. Look at the line of storms from the ohio valley into the south. We have seen some very heavy rainfall and potentially damaging winds with a possible tornado in central kentucky this morning. Its spotted on the radar and stormy this morning. Thats the line of storms that could be causing a slowdown this afternoon if not from Severe Weather later on. Noontime well get a break from most of the steady rain but the line of storms will be making progress. At 3 00 in the afternoon, look at those heavy downpours moving through maryland. And thats the line that could cause trouble later today. At 5 00 this afternoon this is when we could see Severe Weather developing. The threat will be a bit greater in delaware and south jersey. Cant rule out the heavy storms rolling through pennsylvania either. By 6 00 this evening, they are making progress heading into the east. But it looks like it will be a stormy Late Afternoon and early evening. Showers and thunderstorms for us today. High temperatures will be much warmer into the 70s. Including one on a major highway right now. Nbc 10s first alert traffic reporter Christine Maddela has the latest on that. Christine . On the schuylkill expressway the accident is still out there. You can see crews on the scene with flashlights. This is 76 westbound near gladwyne. It is slowing things down out there with wet conditions to deal with. Overall, just because theres not a lot of volume we are not slowing too much. On kelly drive we have the overturned car on the westbound side. So kelly drive is shut down. If you are heading westbound at sedgley drive, stick with the schuylkill expressway. But we have the other accident out there to deal with. And on the radar, you can see the areas of wet weather. And we can see that in our cameras, not only here on the schuylkill expressway but interstate 95. The wet conditions those foggy conditions and limited visibility that comes along with it. Tracy . With time running out, supporters of the Historic Church scheduled to be demolished are not giving up just yet. But were going to fight until the bitter end. Despite protest the archdiocese says the church has to go and now supporters are taking a new approach to try to save their church. And access to autism support services. Supporters unveiled a new approach to save an old church slated for demolition in philadelphias fishtown neighborhood. The archdiocese of philadelphia says the churchs supporters have lost their appeal to the vatican and demolition of st. Laurentis could begin in weeks as soon as leaders get the permit. But at a Community Meeting last night, supporters said they will take their fight to the city and state seeking to safe the building on Historic Preservation grounds. There are things they have to live up to. You cant just knock a building down from the 1800s without people looking at it. Im catholic and would love to see the church remain in some sort of sacred way, but im also very open to the idea of it being used for secular purposes. Its a beautiful space. The average diocese leaders say the building is in eminent danger of collapse and the parish doesnt have money for repairs. Supporters have raised a half Million Dollars to fix it. And today the National Rifle association begins the annual meeting in nashville with the leadership forum. And big named speakers will be there to address the group including texas senator and 2016 president ial candidate ted cruz and former governor jeb bush also expected to run for president. From our south Jersey Bureau now, a new hightech machine is helping to get criminals and illegal guns off the streets. Camden Police Showed us this device to analyze shell casings found at crime scenes. It is 3d and High Definition the first of its kind in new jersey. When the machine analyzes the shell casing, it can match it with guns used at other crimes in other cities and other states. We test it and put it in and link them together. Well find out who committed that crime. Now in its fourth week of operation, the machine has helped to solve one crime. Police made an arrest last week when they linked two separate cases. 5 17. Happening today, officials in Chester County will celebrate the grand opening of an expanded autism assessment center. The Devereux Center will provide families with autism supporting and guidance services. And families wont have to wait as long for diagnoses. This will benefit adults just as much as children. They need the diagnosis to help them understand what it is why they are having difficulties with social skills difficulties in their job and to help them get the right treatment also. The Ribbon Cutting ceremony for the expanded center is scheduled for later this morning. The owners of walgreens are cutting costs by closing about 200 stores. Company Officials Say this move should save 1. 5 billion over the next two years. No word yet which stores will close or when. This is 76 on the westbound side right near gladwyne. Crews are on the scene with the right lane blocked for traffic. Everyone is getting by on the lefthand side. Its causing a bit of a slowdown. Good thing theres not too much volume out there to slow you down. Theres another accident with an overturned car on kelly drive. Also on the westbound side so it is closed at sedgley drive. Stick to mlk or the schuylkill, but the schuylkill westbound is closed due to that accident. And the wet roads out there, be careful in addition to this accident. There are other wet spots and slippery conditions to contend with. Showers and storms and chilly temperatures. Thats what were starting off with. You can see the wet weather in south philadelphia at the ballpark. 42 degrees and the rain is back on in south philadelphia. And much of the rest of the area is seeing some scattered showers. Light rain falling at cape may with heavy storms that are offshore. And one area of thunderstorms just to the north moving through south jersey. Look at these temperatures thats a chilly rain. The 30s and lower 40s to start with. Well see a big warm up today that will likely fuel more of these, scattered showers and some thunderstorm activity. Heavy downpours and a thunderstorm moving past willingboro to the north of mount holly in Burlington County. And another storm to the north of galloway heading to beach haven and stafford. Youll see brief heavy downpour there is. This is the line of the greatest concern. This is the line of storms to give us Severe Weather later this afternoon. Thats why we have issued a first alert weather day for today. Showers and thunderstorms and late this afternoon early this evening a possibility of Severe Weather rolling through the area. But by tomorrow were clearing out. The sunshine is showing us 66 degrees after a morning low of 44. And a nice warm up. Less windy for sunday 67 degrees sunday afternoon. On monday, even warmer, a nice day with a high of 70 degrees. Then a chance for wet weather late tuesday and wednesday with temperatures coming down into the 60s for thursday. Well be right back. Nbc 10s first alert weather is tracking Severe Weather off to the west. This system will bring us bumpy weather just after noon. We are in for possible thunderstorms, lightning and maybe some hail. Meteorologist bill henley is back with a look at the timing and when to watch out for the really rough weather. Well, officials in new jersey say thousands of people got bigger tax credits than they were supposed to and now the state wants their money back. The Comptrollers Office says more than 3700 people got full rebates under the Homestead Property tax credit. Thats more than they were actually owed because their properties have more than one unit. The state expects to recover 1. 6 million. No word on how they expect to recover that. If you are a parent and about to start paying fur your childs state education, the board that oversees pennsylvanias stateowned university is supporting a tuition freeze that Governor Tom Wolf wants. But the board warns it could pull support if wolf doesnt deliver a 45 million increase in funding he promised to the State University for next year. The government approved amazons prototype last month but the company says the process took so long that the device is already be obsolete.
