Morning. You could see snow clogging the pavement there leaving cars no place to go. Good morning. Im lauren mayk. The past few days have been frustrating for People Living on streets still packed with snow. Nbc 10s matt delucia is live in south philadelphia on one street that could use a little help, right, matt . Reporter indeed, lauren. People are still trying to dig their cars out several days after the storm. Take a look. Were on pierce street here still undrivable, but the slight warmup is helping to melt some more of the snow and that is helping drivers who are still digging out. A closer look here, some streets are still snow covered in south philadelphia a few days after this blizzard. And in one spot we saw a broken shovel stuck in a snow mound, one of the casualties of the storm and the frustration that weve seen out here. As of yesterday the Streets Department pegged this snow removal number at 80 complete. I just got off the phone with the Mayors Office. Im told plowing has continued overnight and into this morning. Im told there will be an update on the plowing efforts in the next few hours. As we take another live look, most of the roads that we traveled this morning have been plowed, but bear in mind of course these smaller streets and alleyways do make it very difficult to get through if at all. Actually, we did speak with somebody who lives in this neighborhood just a few moments ago. If we have that sound, lets take a listen to that. Ive been dealing with a lot of walking. As best as possible. At least sidewalks you can get around. But you cant even back out here because if you try to move, youre going to hit another car, youre going to hit something. So you just wait. Reporter a lot of waiting going on here. And most of the people that weve seen have been walking to where they need to go. That gentleman you just heard from, he says he has not been able to get to work in the past couple of days, but fortunately his employer is very flexible with all of this. His cars parked around the corner here. When you see this street right here, still at least a couple of feet of snow to get through, but we have not seen anyone out here with a shovel since then. Its very difficult as i mention to get a plow through this street. Its not wide enough. But theyre hoping that at least they can maybe get some sort of machinery or snow blower through here to at least get some of the snow out of the way to get their cars out. Well, youve had a few days to get your car dug out of all that snow, and today the fill dell pa pa Philadelphia Parking Authority will start giving out tickets and resume normal booting and towing operations. In wilmington the cancellation forced for recycling collection this week. The sanitation is helping with plowing and snowing removal. Normal trash collection resumes tomorrow for residents east of i95. And residents west of i95 will have trash picked up on friday. Well expect to see more melting today as temperatures are once again above the freezing point. Heres a live look now at boathouse row in philadelphia. Involving another vehicle and a tractortrailer due to slippery conditions and now you can see they are blocking off a lot of traffic to that exit ramp on the northbound side. No big delay by the scene right now. Its just a lot of crew in the area trying to get this situation under control. So now, again, that was 95 around betsy ross bridge. You can see the drive times doing okay for the most part on 95. The schuylkill, the blue, no accidents, one Whitemarsh Butler and markly street. New jersey looks okay. 295 around the black horse pike. No problems or slippery spots even right through the work zone. But as for mass transit pretty much back to normal for the most part. Darth route 8 running again and trains running with fewer cars so may be some crowding for you today. And, jessica, we have breaking news in south florida. People are just starting to see what was damaged after a possible tornado whipped up there through a little more than an hour ago. This is a live look at some of the damage in coconut creek. You can see the crew there moving around to assess the damage and clean things up. And we have video from Broward College just a few minutes ago. Trees ripped up from the ground, cars tossed to their sides. And some buildings on the ground. College is now advising students to seek shelter. Authorities are trying to determine if this was actually a tornado that came through there and caused all of this. Police have a student in custody who they say admitted to posting a threatening message against schools in chester, delaware county. Officials say there is no longer a threat. Schools in the Chester Upland School district, Chester Community Charter School and nearby Chester High School are all open today. This threat was posted on instagram and facebook around 7 00 last night. And it specifically mentioned attacking africanamerican students. We talked to students and parents at Chester High School about how they feel about it today. Little scared. As a parent, i think its ridiculous that someone would do that, as a parent. But im glad they caught the person that did it. As you can see there was a Police Presence at the school. And overnight Police Tracked the threat to the home where the 17yearold Chester High School student was at a sleepover. Theres no word yet on charges. New jersey governor Chris Christies comments on the jersey shore flooding are again storing some anger on the shore. The governor reiterated his view that the storm damage from the blizzard does not compare to hurricane sandy. For some people in the wildwood that is adding insult to injury. The mayor of West Wildwood says that community has between 5 million and 10 million in damage. And some residents are outraged at the governors comments. Ignore us and say that we didnt have any problems with water because we did. Were sitting here see for yourself. Christie did confirm he called to apologize to the mayor of north wildwood. He called Patrick Rosenello crazy during a town hall on monday. Christie says he got carried away. Atlantic city leaders are trying to calm fears about a state takeover. I hope you didnt settle because we deserve better than the crumbs weve gotten. Now, earlier in the day governor Chris Christie announced plans for a possible takeover, saying the state needs to take an aggressive step to turn around the citys finances. He says the city is being held back by its governmental structural and its debt. The state Senate President met with Council Members who believes the governors announcement gives them a seat at the bargaining table. Still, a lot of people who live there are concerned. My biggest concern with a state takeover is the fact that were going to lose power as a community. Thats going to affect our future living here. By having the state take us over, thats basically a dictatorship. They are not of the area, they do not know whats going on. And we take tremendous offense to that. The state has already been overseeing the citys finances since 2010. And this year a. C. Is projected to bring in 14 billion less than it did six years ago. City council assured residents they would continue fighting for them while also admitting that the financial crisis cannot be denied. The Pennsylvania State senate is expected to issue a report today on whether to remove Kathleen Kane as attorney general. Yesterday the House Judiciary Committee voted unanimously to launch an investigation into whether kane should be removed for misbehavior in office. Kane faces charges she leaked secret grand jury information to the media then lied about it under oath. Today, a Philadelphia Veterans Affairs executive is asking a judge to overturn her demotion and pay cut at a hearing. Last year the v. A. Its going to be dry for the rest of the day, but look at the cold showers moving into the pocono mountains, extreme northeastern pennsylvania seeing scattered light snow showers. And the steady wind during the day right now at 12 miles an hour for philadelphia and wilmington a little stronger in central delaware, dover at 17 miles an hour. These kids were heading to pennypacker elementary in west oak lanes. Also found boys and girls returning to general phillips kerny elementary on fairmount avenue in northern liberty. After snowball fights and making snowmen, kids are back in school. As the cleanup continues main roads are pretty clear. The Parking Authority is back into enforcement procedures. You see a lot of these parking meters and kiosks, they are back up and running. So you do have to pay for your space once again. Rielt e right over here another unlucky driver will be coming back to some bad news. We have seen enforcement officers out and about here. The Parking Authority had stopped ticketing cars the past few days following the storm allowing people to park at the meters and kiosks for free. Well, that ended today. Heres the thing were hearing from drivers. Some streets are still snow covered here in south philadelphia, days after the blizzard. One driver just finished digging out a space, parked his car for a few moments and just like that was hit with a citation. They need a little more time. Officials are postponing plans to close a western portion of the pennsylvania turnpike for a salvage operation. An 86mile stretch from breezewood Bedford County to new stanton were supposed to close this morning so crews could retrieve a tractortrailer that went over the embankment during the blizzard. But workers need more time to prepare for that part of the oern operation, so the turnpike will shut down for three hours tomorrow morning at 9 00 a. M. We have video of the turnpike on saturday. Hundreds of drivers were stranded here during the blizzard. Many of them for more than 24 hours. Melting away the snow, that is something you are going to see a lot of today as temperatures theyre already in the 40s. Take a look at this sixalarm fire that destroyed a building in downtown new orleans early this morning. Firefighters battled flames to keep them from spreading to nearby structures. One person was in the building at the time of this fire but was able to safely escape. Several blocks of canal street, which borders the citys french quarter, are closed. The cause of this fire is under investigation. Crews are still searching this morning for an ohio homeowner missing after a house exploex. New this morning, the socalled affluenza teen drops his effort to fight deportation and could be on his way back to the u. S. In the next couple of days. 18yearold ethan couch and his mother were arrested in mexico last month following a more than twoweeklong hunt. Couch was sentenced to ten years of drug and alcohol free probation following his conviction in a deadly drunk driving accident. His lawyers had argued he was too privileged to know right from wrong. We have determined that there are no violations to his human rights and basically it was just mr. Couchs decision. He wants to go back to his home state. Couchs mother was deported to the u. S. Last month. This morning the senate Judiciary Committee is holding a hearing on heroin and Prescription Drug abuse. Lawmakers hope the hearing will lead to action from congress. The cdc reports the number of people who die from drug overdoses involving heroin or opioid pain relievers was 200 in the last 15 years. A driver going the wrong way caused several accidents on a florida highway. Traffic cameras show the 78yearold driver going in the wrong direction near orlando. Authorities say he went in the wrong direction for about eight miles. Two other drivers got into accidents trying to avoid him. Fortunately no one was hurt. Officials have recommended that elderly drivers license be reexamined. A lawsuit filed this morning calls for flint, michigan, to replace all lead pipes in the city water system to ensure residents have a safe drinking supply. It says customers shouldnt have to pay for the replacement. Meanwhile, michigans governor has named a group of medical and field experts who will determine longterm solutions to fix the water system there. Theyll also help residents who have been exposed to the leadtainted water. Happening today, a decision is expected on whether to turn off the water at the u. S. Side of niagra falls. New york state officials are meeting to discuss plans to replace bridges linking the mainland to islands near the edge of the falls in order to replace the 115yearold bridges the water on the american side of the falls would have to be redirected to the canadian side. The two concrete arch bridges provide millions of pedestrians with access to goat island each year. She kept her secret 15 years after an Industry Professional advised her to do so. She said in the beginning she had tingling and heaviness in her legs. But then the symptoms went away. She says five years ago during a divorce it got worse again. She now has weakness in her right side and coordination problems. So we dont have everybody we need, but the excitement and the interest has been absolutely tremendous. We recently surpassed 7,000 in our volunteer database. So were well on our way of meeting our goal of activating 10,000 folks for july. So who do you need . People are going to be doing all kinds of different things. Whats the real big need right now . Sure. So volunteers are coming out from all over the country. I would love to rally folks in town for the time being to come out and theres a host of activities folks can get involved in. We need everything from behindthescenes Operations Support to administrative help, social media posting and creation to more forward facing roles like greeting folks at the airport, train station, events and everything in between. So if youd like to support us with press communications and hospitality, we will need all of those areas for support. And so i think its a great way to engage the community. And were looking for volunte s volunteers. If you want to come with your youth group, neighborhood, family, well welcome it. Is it just for the time during the event . Or do you need people you mentioned some social media things. Do you really need people right now . Actually, weve been, you know, using volunteers in a heavy kpcapacity at our headquarters in center city. Seeing this as a civic effort that has been many, many months in the making and will really explode in a burst of excitement when july happens. Do you have to be a democrat . No, absolutely not. Im really looking at this as a democratic with a little d and not a capital d. So, like i said before, this is a tremendous effort for everybody all over the country, all over our region. When the rnc came in 2000, we had folks who didnt lean politically that way. And this is really about the city. So if youre excited about philadelphia, if youre excited to be an ambassador of our region, this is for you regardless of your background and affiliation. A mom delivered her own baby in a car in the Lehigh Valley in the blizzard of 2016 was winding down. Mariah bryant told nbc 10 about the unexpected event, the early event, the birth of her baby boy. She was on her way to the hospital sunday morning when she got those contractions, they started getting stronger. She pulled over on route 22 and delivered the baby herself while her friend stood outside the car and called 911. The sense of calmness that i felt was completely unreal. I was not panic at all. I did not feel pain. It was the easiest labor. The baby arrived a month early at 4 pounds 8 ounces. Hes spending time at the nicu at cedar crest. Both mom and baby are doing well. Now your nbc 10 first alert weather with meteorologist bill henley. Gray skies to start with, even some rain overnight. But were seeing more and more sunshine. And the crowd growing on the ice rink at penns landing. Pretty nice day though its a little breezy. Winds at 12 miles an hour and temperature holding at 41 degrees. During the day today we will stay above freezing, so you see still some snow on the ground, but its slowly melting. And the snow pack will continue to come down until tonight. Then it gets cold once again, readings dropping below freezing. There go the clouds. Theyre pushing out of here. Clouds at the shore are already starting to thin out as well. No precipitation at all. No raindrops, no snowflakes, not with these clouds. The clouds thin out. Then with clear skies and less wind tonight thats when well see the lower temperatures. Rain is offshore watching some snow to the north. We will stay dry during the day. In fact, the next several days well be dry. The temperatures low 40s thats at noontime today. Watch how theyll stay pretty steady during the afternoon hours. Its this evening that theyll start coming down in a hurry. By 9 00 this evening 31 degrees and falling. So stand by to enjoy a pretty nice day today. The melting continues through the afternoon, upper 30s and low 40s today. Breezy with winds gusting to 25 miles an hour. And colder tonight, down to 19 in the morning. 41 the High Temperature on thursday. The wind will come down, so windchill wont be the factor that it is today tomorrow morning just be cold on its own. 40s for thursday. And again on friday. With clouds in the morning, which will hold temperatures up friday morning. 29 degrees will be the low. Then up to 40 in the afternoon. And well see plenty of sunshine heading into the weekend. Saturday that means a high of 45 degrees, potentially up to 50 degrees on sunday. And in the upper 40s on monday with some dense fog in the area. Then showers are possible tuesday with a high of 54. Well be right back. Some california residents are fighting to stay in their homes even as their Apartment Building teeters on the edge of a cliff. The coastal erosion in pacifica is being blamed on el nino. Nbcs Gabe Gutierrez talked to some of those residents. Reporter its the cliff hanger thats drawn worldwide attention. Part of the bluff beneath this Apartment Building crumbling, but this morning some residents insist its safe. Where else can you live along the coast for like 1,500 a month . This is like a poor mans malibu. Reporter not ready to say goodbye to the view, hes filed an appeal challenging the citys evacuation order. You know, theres an old saying, if youre not living on the edge youre taking up too much space. Reporter michelle has lived in pacifica for five years. I love it here. And im not willing to leave. Reporter and shes among the few still spending the night here ignoring these yellow signs. To say, oh, we have to get out, why . If it falls, its not going to fall in ten seconds. Well have plenty of time to get out the front door. Reporter the severe erosion blamed on a ferocious el nino. Strong storms pacifica has battled before. City Council Members just approved an Emergency Declaration allowing them to ask for state and federal money. Residents are allowed in the units to pack during the day, but police say theres no Firm Deadline for them to finish moving out. Do you feel safe here . At this point right now, yes, i do. Reporter still, jeff says hes complying with the evacuation order, packing up his closet and trying to figure out whats next for him and his dog. Things happen for a reason. You know. But i just think theyre making more out of that than they need to be. That was nbcs Gabe Gutierrez reporting. Now, the situation there could get worse as more rain is expected later this week. Center city commuters be ware. The Parking Authority is once again enforcing meters and kiosk parking. Nbc 10 crew found enforcement officers writing tickets this morning. The Parking Authority had stopped ticketing cars for the past few days following the blizzard. This allowed people to park at meters and kiosks for free. Meanwhile there are some streets still covered in snow in south philadelphia days after the blizzard. Coming up this afternoon, starting at 3 00 its ellen with jack black, olivia mun and drummer bob moses, then nbc 10 news at 4 00. This afternoon, a new way to help prevent buildings from collapsing in philadelphia. At 4 00, the citys new plan to use drones to keep people safe. Thats this afternoon on nbc 10 news at 4 00. One of the fiats that the pope used will be used to kick off this years auto show at the Pennsylvania Convention center.
