No problems in either direction. Getting to the Atlantic City expressway is no big deal from the 42 freeway. Even with the active road work and construction, northbound, these are the northbound lanes in here. Thats whats headed to philadelphia right now. Over the bridges in philadelphia were doing okay. If youre heading out the door on the schuylkill expressway, right around the vine street expressway, look at these drive times. Not an increase at all. 11minute trip, 12 at the most. After a day of revealing testimony in the bill cosby Sexual Assault case, the comedian and his legal team will be back in a Montgomery County courtroom today. Theyre trying to get the criminal charges dropped. Matt delucia is live outside the courthouse in norristown. This is a critical day for cosby and his legal team. Tell us more. It was a long day yesterday. Former District Attorney bruce castor was on the witness stand for several hours being peppered with questions from both sides. At issue was his word not to prosecute bill cosby. Take a look at video hee here. This was cosby walking out of court yesterday afternoon, waving to supporters, several gathered outside, cheering for him to stay strong. Inside the courtroom, thats where we learn more about this agreement or deal regarding a decadeold allegation that cosby drugged and assaulted a woman. Bruce castor testified he thought he could not get a conviction because the accusers credibility was tainted on a number of issues. So he set up a situation, he says, where cosby offered statements in a civil case that he would never be prosecuted criminally for it. So castor says there was an agreement but heres the thing. The judge asked him at one point during his testimony why not make that agreement in writing . Why would you not do that . Castor responded he did not think it was necessary. And legal analysts say that there is potential for an appeal if this case moves forward. We enter day two of this hearing, the judge is expected to make a decision today. It could end up with charges against cosby being dismissed but we could also see an appeal here. This could last for several more weeks, months, possibly even years to come. Yesterday, the judge ordered the comedian to attend a second deposition in the lawsuit filed by judy huth. Prosecutors say he lied to banks to get Business Loans in order to support an extravagant lifestyle. Fattah jr. Is the son of congressman chaka fattah. He was at the hearing and says this is nothing more than a Smear Campaign against his family. I am a person of great faith. Our family is stronger than any of the forces that are against us. Congressman fattah is accused in an unrelated case of misusing federal grant money. His trial is scheduled to begin may 2nd. Congressman fattah is married to nbc 10 news anchor renee chenaultfattah. Investigators say he travelled from church to church officiating ceremonies and taking donations from parishioners. Police say he kept that money for himself. Thats a view from cape may this morning. The marina is dry. But we could see heavy downpours at the shore as well. Were seeing the steady rainfall quickly move into the area. Look at these showers moving to chester and Delaware County and into southern berks county. Reading seeing very light rainfall and theres more of this to come. This first batch will move through. Drew, google is now offering its expertise to Business Owners in our area and telling us the connection with the dnc. The dnc committee and google want to help Small Businesses get on the digital map head of the Big Convention in philadelphia. The thought is to increase their Online Presence before that Convention Comes into the city. According to the committees data, more than half of pennsylvania Small Businesses have no individual websites. Google has committed to helping those Small Businesses get online. We have new information about the Helicopter Crash that killed 12 marines in hawaii last month. Officials now say theyve found trace elements of dna from the vicks. At decisional money is on top of the 377 million increase to basic education, included in the 20152016 budget compromise that has yet to be approved. The state is 45th in the nation for Public Education funding. Im not saying we should be number one in the country in terms of the percentage of funding that comes from the state for education but we shouldnt be near the bottom. Wolf plans to deliver his Budget Proposal for 2016, 2017 next tuesday. A new Education Report card shows Public Schools are being neglected. Take a look at new jersey. It got a c and pennsylvania and delaware got ds. The grades were given by the network for Public Education. They evaluate testing, teaching, finances and overall chances for success. No state in the country scored higher than a c in their report card. The grupp says better education policies are needed to help prepare students for college. Theres a new plan to help solve the flint, michigans water crisis. The mayor wants all the pipes in the city to be replaced. The mayors plan will first target the homes of highrisk residents like children and pregnant women. I am morally obligated to do every bit of the power and authority my office has to make flints water safe. Today michigans governor plans a proposed 30 million in state funding to help pay the water bills for flint residents. They say they should not have to pay for water they cant drink. Heres a live view from the nbc 10 studios. Look at the temperatures, way above normal. Today well warm into the 60s but its going to come with rain. Were watching south philadelphia. 95 for the first rain drops that are quickly moving into the area. Well see fast moving showers to start with. And with these showers is coming heavier downpours, moving through westchester. That rain is coming down at a rate of more than an inch and a third an hour. The good news here is no flooding is expected with this first line of showers as its moving quickly. Its moving to the northeast at 50 miles an hour. Then well get a break from that steadier, heavier rainfall with scattered showers. Its this afternoon that the larger part of this rainfall storm is going to be moving in with the potential for heavy rain. This morning, into the noontime hour, light rain for philadelphia, delaware and south jersey. By that time could see a quarter inch and the ground in reading. It intensifies at 4 00 this afternoon. It will be picking up in philadelphia, too. By 7 00 this evening, most of the rainfall will be moving offshore. By 11 00 it will be done. We could see anywhere from half an inch in millville to more than an inch an a third in the pottstown area. That could lead to flooding later today. That and the melting snow that will happen thanks to very windy and warm conditions. Heavy rainfall and temperatures in the 60s, records this afternoon. Winds gusting to 30 mileses an hour. A lot of that snow will be melting. Flood threat will be minimal tomorrow. We could see elevated rivers. Some roadways could be flooded to begin with. But otherwise dry with gusty winds, 51 degrees on thursday. In fact, not much of a warmup thanks to those winds. Chillier on friday, 46 the High Temperature after morning temperatures in the 30s. Then over the weekend, even though the mornings would be cold, decent warmups for saturday and sunday. By send afternoon, 52 degrees. Turning partly sunny and cooler on monday. Were watching tuesday. Could see fresh snow in the pocono mountains and a mix of rain and snow in philadelphia as the coastal system starts to take shape. We have to get through the flood threat for this afternoon and tonight. Again to recap, the flood threat comes from unusually warm temperatures, plus the rain and it will melt all the snow banks that we saw that katy was standing on earlier. Some areas that are still covered by snow, it will provide poor drainage. All that rain is also might cause problems for the afternoon drive. Lets check the morning drive. So far the morning drive is doing just fine. Were on 95 around woodhaven road. You can see no problems there. Were starting to see that increase on the southbound side. If youre heading to center city, southbound from woodhaven road to the vine street expressway, its a 13minute trip. Really havent budged there. Average speeds in the 60s. We have about 20 to 25 minutes or so before we start to see that volume increase. If youre out in bucks county, theres an accident on county line road and beach woodc driv. We need answers. The council promised to improve its Emergency Management plan and invest in new equipment to handle future storms. A special commission released new recommendations yesterday for the proposed universal prek program in philadelphia. The Commission Recommends giving priority to children with especially needs and lowincome families. The Commission Also suggests the prek program should operate on an eighthour day throughout the year. The Commission Also evaluated three proposed funding models, some that involved local funds and others that involved a combination of state and local funding.
