Reporter chris, weve been talking about it for months. Its almost four months to the day where the School District of philadelphia and no School Districts across the state have gotten any money from the state in nearly four months. So this morning inside School District headquarters leaders are going to be asking for pretty hefty loan. The District Needs its loan request approved by the School Reform commission first. Thats what todays meeting at 10 00 a. M. Is about. If the committee agrees the district will seek 250 million from a source other than the state. Thats because Governor Tom Wolf made it clear they will not advance money during the budget stalemate. With no state funds classroom resources and text books are low. Some students dont even have adequate supplies. Fortunately, a person for the federation of teachers tells me he is not aware of salaries that have been in jeopardy in the last few months because of this budget stalemate. He is not aware of teachers who have not been paid. So thats a positive thing. Decision 2016 is just a day away, 2015. Local and state elections are scheduled for tomorrow in pennsylvania, new jersey and delaware. In philadelphia the mayors race will top the ballot. Voters will choose city council and atlarge seats, register of wills, sheriff and commissioners. There are also local and state judicial elections and ballot questions on the city charter and municipal funding in philadelphia. For the mayors race, jim kenny and Melissa Marie bailey fighting to exceed michael nutter. Democratic voter s outnumber republicans 71. Governor tom wolf and bob casey were in the suburbs yesterday to help get out the vote. Poll watchers predict some of the highest turnout will be in Montgomery County where Voters Decide the race for District Attorney between republican bruce castor and democrat kevin steele. Happening today president obama will be in north jersey to push for reforming the criminal justice system. He will visit, cory booker will be there. The president praised efforts by police in improving relationship with communities struggling with crime. Also new Jersey Governor Chris Christie will make a similar visit to camden today, will meet with mayor dana redd. The Regional Department replaced camdens local force and city leaders say crime is down but the department is also struggling to keep officers. Police are investigating the murder of a teenage boy in a possible case of road rage in north philadelphia. Police tell us two men opened fire on the teen and a friend who were riding their bikes on saturday. A bullet struck the teen in the back and he died at the hospital. The surviving teen told police that he and his friend had a runin with the men earlier in the day. We spoke with a pastor who was in his church with his congregation when the violence broke out. Kids, its a shame you cant even ride the streets no more. North philly has got that bad. They are not sure of a motive but they are looking at the possibility of road rage. Police are investigating after someone shot a student near campus sunday morning in an alley off south high street near west chester university. University has alerted other students about the shooting. Who does this kind of thing . Thats the question on the minds of parents and police in Chester County after sharp objects turned up in at least six pieces of halloween candy. Police say a boy saw a Facebook Post warning about tampered candy. They say other kids found needles in five bars. Thats not the only scare. A viewer says her sons snickers had a nail in it. And a family in bucks county said they notice add small hole in the wrapper and said the chocolate looked tampered with so took it to a clinic to get it examined. Thats when they said that it was definitely a needle hole and they assume that its some kind of chemical put on the candy. Unbelievable. Fortunately, no child was hurt in any of those cases. Police are still investigating. And they are urging parents to continue checking the kids halloween candy. 5 06. Today is sentencing day for the man who killed a woman and three of her Young Children while street racing. A philadelphia judge convicted the man on thirddegree murder chargings, he ran over and killed a woman and three of her sons on roosevelt boulevard in 2013. A fourth son survived. The other driver in the illegal street racing case is serving 5 to 10 years in prison after pleading guilty. Also today, a high school in Lehigh County will reopen after a box of ammunition caused officials to cancel classes last week. Someone spilled a box of bullets in a hall on thursday. Officials put the school on lockdown while police interviewed students. The school is closed on friday, so far no word on where that ammo came from. Its a special day for young patients at cooper childrens regional hospital. For some of the kids getting to go out and play is something that they dont have the luxury of doing. Thats why they opened this at the hospital. The cooper and johnny m foundation celebrating the opening of this play room. Officials say its designed to be like an outdoor space within the hospital. And it will provide a warm, friendly space for coopers youngest patients. Give our patients a place they can forget for a while they are in a hospital and enjoy a place to play with child life specialists who try and make their stay a bit more special. The ribboncutting ceremony is this afternoon at 2 00. Pennsylvanias low Income Home Energy Assistance Program begins accepting applications for home heating assistance today. Senator and law and order star passed away from lymphoma yesterday. Thompson appeared in a lot of Television Shows and movies like the hunt for red october. He was also a lawyer, lobbyist, radio show host and commercial pitchman. Fred thompson was 73 years old. A somber ceremony in russia where people gathered to remember the victims of that plane that crashed in egypt over the weekend killing more than 200 people. This is in Saint Petersburg home to many of the victims. The jet crashed minutes after it took off from egypt saturday. All 224 people on board died. And this morning were learning more about exactly how that plane may have crashed. A metro jet official is rejecting the idea that it was technical issues that caused the crash. Russian investigators say the plane started breaking apart at High Altitude and when that happens its because usually because of one of three factors. A strong weather event, a midair collision, or a bomb or missile. Investigators say there is no evidence of any of those factors. So they are looking at more unusual events like fire or corrosion. National Transportation Safety board investigators awaiting confirmation that wreckage found east of the bahamas belongs to el faro t cargo ship that sank during hurricane joaquin. Sonar indicates its sitting upright on the ocean floor. Investigators say it will help them more easily locate the ships black box that could provide clues. Investigators in new york are looking into whether a medical condition caused a driver to crash into a group of trickortreaters saturday, killing three people including a 10yearold girl. Police say one student is dead, another hurt after the shooting at winstonsalem state university. Investigators say the shooting happened around 1 30 sunday morning. Jury selection happens today in the trial of a former Detroit Police officer who was caught on camera punching a man more than a dozen times. You may remember this. Officer William Melendez was fired and charged with several crimes after this dash camera video went viral. His trial is set to begin this week.
