Hundreds are out here as you heard from jesse there have been at least two Apartment Buildings evacuated and the last few minutes, though, good news for people in the Walnut Square apartments, thats at the corner of walnut and 13th. Walnut square apartments were reopened. So everyone really flooded back inside trying to get back inside. They were evacuated in their pajamas or whatever they went to bed in. From what we can see is a number of fire trucks, a large presence of firefighters here. Still working to get the fire under control. We see a number of flashlights from the upper story levels in the Apartment Building. Were hearing that the fire started as jesse said at a construction stooit along chancellor street where a building is under construction. Lets go to some sound that we got from two people evacuated. Our fire alarm went off and i did smell some smoke so i knew to get out. Came outside and see sparks going up a little bit on the south side of the building. And from this angle we dont really know exactly whats goingen. Its the building next to us or our building itself. But seems to be something bad. Reporter again, the Walnut Square Apartment Building has reopened. Unfortunately, people all behind me, hundreds who live inside an Apartment Building on chancellor street still evacuated. A flurry of activity during the day time to get all of this area set up. It really has been a transformation down here in center city. We can see designated parkway location signs, turning the area into a grid of sorts. No stopping signs have also gone up in the area. And the protection comes down to the mail boxes which have been tagged for removal ahead of this visit. Protection is a major concern. Over the weekend the chair of the Congressional Homeland Security Committee said there was one thwarted security concern. Three alarm fire and we got an update from the fire commissioner who told jesse gary it was a fire at a construction site that sparked two explosions, a Restaurant Bar under construction had proper permits but firefighters are continuing to put water on the fire. A barista at the starbucks allegedly deny add Philadelphia Police sergeant in full uniform access to the restroom because he was not a paying customer. A fellow officer posted about the experience. In the it the sergeant writes as i walked without my hand up and while she continued to tell me about the bathroom down the street i was more astonished that the many customers and other employees said nothing and seemed indifferent. Reporter the fire is out and right now Fire Department officials and crews are beginning to remove a lot of the equipment that they had out here. They had over 100 firefighters. Starting to take out the equipment. The shorter woorngs thats the grarmercy. You can see flickering lights. Those are the fire alarms. Those alarms all worked. Now and again you hear the breaking of windows because they are trying to make sure the building is completely vented so no hot spots pop up. Lets look at our viewer video. This happened around 4 30 this morning here at center city. A restaurant under construction next to the grammarcy, that went up in flames and the fire was so intense the fire burned the grammarcy and the chancellor building, Apartment Building, which is across the street. The fire commissioner cities games melts the exterior windows and caused a couple to melt. Here is the fire commissioner. Out here about a week ago, they have permits, being permitted as a bar restaurant. So right now thats ill have. Bar restaurant under construction but a lot of heavy fire and heat. Reporter this is a live picture. L and i is out on the scene as the commissioner said did have the proper permits. That is the part of the investigation into how this fire started. Reporter dozens forced to evacuate. I want to show you how close we are to the scene. Then this building to my right, Walnut Square apartments in the last 45 minutes or so was reopened to residents. They flooded back inside. If we look over here at the corner of 13th and walnut. You can see dozens of people who just were forced out of their beds, their apartments, and the overnight hours wearing little, probably their pajamas. They flooded in so many of the people are here in the heart of 13th and walnut. The heart of center city. I talked to one gentleman who tela;me, we have video from him, he was on the tenth floor of the chancellor Street Apartments, smoke filled his floor. He takes fire alarms seriously so took the exterior fire escape. When he got to the ground he took video of what appear to be a fire ball. There were two explosions that started from that construction site. There is more of what people had to say. The room got so smoky like hard to breathe after a while. Like a big bonfire, all that wood, construction. I heard like banging and crashing and i opened the blinds and it was orange smoke, sparks. Reporter a lot of scary moments for dozens of people out here in center city, 13th and walnut is where a lot of people are just waiting to be told they can go back into their Apartment Buildings. Chris, you got new information on this. Authorities confirm that an eighth person died in this flash flood. It hit without warning, five people are missing. Take a look at this video. The scene in southern utah near the Arizona State line. This came after an intense thunderstorm hit that area, flooding, maxwell canyon. A wall of water washing away two vehicles, a van and suv carrying 16 people. Some of them children. Again 8 are confirmed dead, 5 missing, three survived. They had to scale back because the flooding was happening, it was too dangerous. They will resume their search when the sun comes up and waters recede. A trial begins for a former Police Officer charged with murdering a man more than two years ago. Authorities say james was off duty. Compton died. Stewart pleaded not guilty earlier this year. 6 37. This morning california is under a state of emergency. The valley fire has surnled to 62,000 acres and swallowing everything in its path. More than 400 homes burned. More than 13,000 have been evacuated. Fire crews from around the country continue to arrive to help those on the front lines and the biggest hope is a shift in the weather that may bring rain. Families are accusing a Berks County Immigrant Detention Center of human rights violations. A group of families delivered a report on the situation to the state department of human services. They say children as young as two weeks old are being held at the facility near reading. And they called the Detention Center a prison, claimed the facility is violating its license and even say a teenager was raped there. Labor violations where they pay women a dollar a day to clean. And weve also seen medical neglect of women and children. Representative for the Detention Center says the employee accused of the Sexual Assault is on administrative leave and the center is working with local police in their investigation, they also take the welfare of the families very seriously.
