A quick update on 95 headed southbound around 320. We had an earlier accident with massive delays behind that because all lanes were blocked off. That accident has cleared. You can see the gaper delay on the northbound side and southbound side starting to move again. Earlier i was giving you an alternate of taking 291 right underneath the scene, especially if youre coming out of southwest philadelphia and headed southbound. For right now, you can see we are starting to lighten up here. Just a few moments ago the strip of red was about this wide. As you can see, really starting to lighten up. From our cameras view, you can see all traffic was moving along nicely. Just a little bit of volume headed past the blue route area. For right now, you can still take 291, but if youre heading out the door in the next couple minutes, you should be fine for the most part once you get out the door. If youre down the shore, the Atlantic City brigantine connector is dealing with some construction. Thats scheduled until the 12th. Developing now, seven Different Police agencies are on an allout man hunt for this man. Escaped inmate Arthur Buckel. The search has been going on since tuesday. In a couple hours, schools in barnegat will open, but with officers at every school for the entire school day. Last night police warned neighbors to stay inside, keep their doors and windows locked. Buckel was serving a sentence for aggravated assault at bayside state prison. Nbc 10s Pamela Osborne is live outside the Police Station in barnegat. You were telling us more officers are starting to show up. Reporter thats right, vai. Just within the past five minutes, a group of Police Officers walked in the front of the Barnegat Township police department. This morning Police Officers are preparing to position themselves at schools throughout the area as they try to track down that escaped inmate. This is why that search is happening here. This is brand new video of the white Chevy Silverado that Police Believe buckel stole from hammondton, new jersey, after he escaped. Hes 59, 180 pounds. He has a tattoo under his left eye and also some at tattoos ons wrist. Court documents show he would have been eligible for parole in just 18 days had he not escaped. Surveillance imannals show buckel walking into a cvs store in Barnegat Township yesterday. Thats where police say they found that stolen pickup truck he was driving. Corrections officers noticed he was missing when some guards did an inmate count around 6 00 a. M. Again, schools will be open today, but they will have an officer on patrol at each school. The fire started on the second floor around 12 30 on north 17th street. Fire officials are looking for a cause. Happening today, a woman accused odd of kidnapping a baby is scheduled to appear in court. Police say she abducted a 7monthold from the food court in march. Shes the daughter of Republican Party of pennsylvania deputy chair remay amore. The debate over philadelphias proposed tax on sugary drinks brought out protesters to city hall. Soda trucks moved into center city before a public hearing on the tax that would add 3 cents per ounce to the price of sugary drinks. The money from the attention would go toward universal prek, park improvements, and community schools. Opponents believe it could put them out of a job. Im a sole provider for my home. I work 60 to 80 hours per week. This soda tax goes through, myself along with 2,000 other people with families will lose their jobs. What were seeing with this program is we can reduce poverty for the long term and end poverty in our city. Another public hearing is planned on the sugary tax proposal. Cell phone video shows the men attacking the two officers outside Northeast High School on monday afternoon. One officer suffered a broken jaw. The second officer, lorenzo tatum, spoke to nbc 10. He says he and his partner were trying to break up a fight when one of the men tackled him from behind. Another buy it i didnt even see comes over, starts punching me. The first suspect, he punches my coworker again, breaking his jaw. Its just a matter of time. Youre going to get caught. So you might as well turn yourself in now. Its completely engulfing the complete center of this intersection. This might not be passable for quite some time. For your alternate, which goes pretty much parallel to the scene, take lindburg boulevard for right now. Heres route 422. This is approaching route 23. This is the offramp to route 23 over here. Over into the left lane, you can see we still have part of this accident scene. Some of the vehicles involved over to the righthand shoulder just patst the ramp. If youre on 422 this morning, e headed to the schuylkill expressway, youre going to be stuck. Jessie, thank you. Seven Police Agencies are searching for this man, escaped inmate Arthur Buckel. He was serving a sentence for aggravated assault and was just a couple weeks away from being paroled. The search is centered in barnegat, ocean county, this morning. This morning, schools there will open but with officers posted at every school for the entire day. We just saw some Police Officers load up their cruisers and leave. Nbc 10s Pamela Osborne is live outside the Police Station in barnegat. Pam, whats the latest . Reporter tracy, vai, good morning. Id say within the past hour is when weve started to see several officers reporting to duty here this morning. Weve also seen some of those vehicles drive away. One of them had a canine unit on board. This search really is a joint effort. Were talking ocean county sheriffs department, s. W. A. T. Teams, state police, and the Fugitive Task force teams all coming together, putting their resources together to try and track down Arthur Buckel. Theyre using canines. Theyre checking out any and every single call they get about suspicious activity. There have been sightings. There have been leads. So far, they have not been able to find this suspect. Take a look. Overnight we heard some reports of shots fired near long boat and starboard avenues. Police tell me this morning that they did check that out, but those reports turned out to be unfounded. Meantime, neighbors have been expressing their concerns and taking it upon themselves to update one another on what they see or hear going on in their neighborhoods, using a Community Facebook page. This is why theyre afraid. It has been two days now since 38yearold Arthur Buckel escaped from a unit of bayside state prison. Yesterday he showed up at a cvs store on west bay avenue. These are surveillance pictures of buckel at that store. As a precaution, all schools were put on lockdown. Prior to that, police found a stolen vehicle that they believed buckel had been driving, but police are still searching for him. Residents say theyre terrified. And buckel was in prison on burglary and aggravated assault charges. He was 18 days away from a parole hearing. Keep in mind, if youre looking out for him, hes 59, 180 pounds. He has a tattoo under his left eye as well as a tattoo on his wrist. If you see him, you should call police right away. Again, school is going to be in session today. Police are saying theyre going to have an officer assigned to patrol every Single School today until they can get buckel back in their custody. Were hearing from philadelphia Police OfficerJesse Hartnett, whos recovering after being shot during an ambush. Officer hartnett talked with us after the National PoliceDefense Foundation named him its man of the year. The Police Defense foundation honored hartnett in new york last night. In january he was shot, ambushed while sitting in his patrol car. He managed to fire back and chased down the gunman. Officers captured the alleged shooter a few blocks away. Hartnett tells us Police Officers are often criticized and just dont get the credit they deserve. We have seconds to decide whether or not to shoot. Its truly muscle memory at that point. And your training and experiences do kick in and play into that factor, but just instead of people attacking right away, look at all the facts. Hartnett has had eight surgeries, and he just started physical therapy. To hear hartnetts full interview and to hear what he says saved his life during that shooting, tap the nbc 10 app. Witnesses say the driver of that hummer crashed into the silver diner in virginia three times before the vehicle then burst into flames. The driver was a cook at the restaurant. Management fired him after the crash. Three people are hurt, including the driver. Silver diner has nearly a dozen locations in maryland and virginia. Also has a restaurant in cherry hill. The canadian province of alberta declared a state of emergency as wildfires continue to burn out of control, forcing more than 80,000 residents to evacuate. One local fire chief described one of the local fires as, quote, a moving animal. Officials say the flames have destroyed or damaged about 1600 structures and are now threatening an airport in ft. In southwest philadelphia, we have sky force 10 live over the top of the scene. 63rd street and eastwick avenues. As you can see through this intersection, completely impassable right now. No vehicles allow on the scene. The water actually completely covering the center of the intersection and creating a muddy and slick situation. No traffic allowed through this area right now. The water is creating quite a bit of disruption here on our morning commute. Not accessible for cars right now. Your best bet to get around 63rd and eastwick avenue is lindburg boulevard. Heres 422. Big delays here already. Were at 52 minutes for this eastbound drive time. Thats supposed to take you about eight minutes from route 29 to the schuylkill expressway. Thats because of an eastbound accident right around the route 23 off ramp. One lane getting by past that scene. Now were seeing massive delays. You can see westbound doing just a bit better. After more than one year of waiting to properly honor their loved one, a family seeing their memorial for the first time. Harry hairston was there with them and has their story. Oh, i can see it from here. Oh, wow. Reporter its been a Long Time Coming from bernadette and her mother cookie. Look how nice it is, mom. Reporter after richard taddie died in february of 2015, the family bought a headstone from lifestone by stefan and paid in full, expecting delivery in about a month. They even paid a little extra tote get flyers logo on the memorial. He was a diehard fan his whole life. Reporter but when it came time to deliver the stone, the taddies say they got the run around from stefan. Delay after delay after delay until they called nbc 10 responds. We would go to him, and he kept pushing it back. Reporter we first told the taddies story of trouble with stefan back in january. Karen saw our report and stepped in to help. Sometimes you just have to stand up and dot right thing. Reporter her company made a stone, flyers logo and all, and placed it at the grave free of charge. The state filed a complaint against lifestone by stefan demanding it make good on complaints by 50 customers. We reached out to stefan numerous times. We have never received a responds. Lawmakers are voting on a bill. If its approved, it could prevent the state from taking over the cashstrapped city. The speaker is trying to get this bill passed. It would rescue Atlantic City and give it two years to get its finances figured out before a state takeover happens. That comes with conditions. Even if this goes through today, others are saying not so fast. The Senate President steve sweeny says the bill wont be accepted in the senate. At a News Conference yesterday, he said the Atlantic City mayor is showing lack of leadership, and sweeny is pushing his own bill that gives Atlantic City just over four months to stabilize its finances. What were looking at here is a battle over time. Four months or two years. Either way at the moment, Atlantic City remains in debt and running out of money with over 100 million budget deficit. Firstly at the shore, wildwood, its dry this morning. Look at the clouds overhead. Same story for cape may. No sign of any showers just yet. This evening, theres a potential for coastal flooding. We could see minor flooding in the streets. Maybe a little worse than what happened last night. The greatest risk will be between 6 00 and midnight tonight. The back bays a little later. That extends into the delaware beaches as well. Be watching for that later today. During the day today, the winds will be increasing, especially at the shore. Its the same northeasterly winds that have kept the clouds parked on top of us. Were starting off with more clouds in delaware and south jersey than in philadelphia. These will be streaming inland and could bring us scattered showers during the day today. Just light stuff today. Look to the west. Thats our weather maker for tomorrow. There are some heavier downpours in virginia. That is a possibility first thing tomorrow morning. Check out the futurecast. This is tomorrow morning at 9 00. This rain will be streaming inland. A steady rain for most of the morning for wilmington, philadelphia, and trenton. Into the early afternoon hours, there may be some heavy downpours. Thats at 11 30 in the morning. Then the showers continue into the afternoon. 2 30 in the afternoon. As we go into the Late Afternoon hours and evening hours, it starts to dry out. Those showers are now off to the northwest. Most of the heavy rain will be done by then, but theres still a possibility of some scattered showers into the weekend. As you may have seen on the sevenday forecast, its always scrolling when im on the air at the bottom of the screen. The tenday outlook shows a nice warmup in store for us thats going to continue. Today, virtually no warmup. Were in the low 50s right now. Upper 40s. Well warm into the middle 50s today and tomorrow. The steadier rain tomorrow, just a chance of a light shower today. Saturday, some scattered light showers but nowhere near as rainy as friday. Late in the day, well see the clouds finally break. Well get some sunshine. Look at the temperature warmup. Monday, even warmer, 76 degrees with a chance of a shower. Tuesday, potentially in the 80s for tuesday, wednesday, and thursday. Wednesday and thursday we might see some scattered showers and the chance of showers will continue into next weekend. It wont be the dreary, sunless weather like weve been experiencing for days. First, were going to take a look from sky force 10 over the scene. 63rd street and eastwick avenue out in southwest philadelphia. Sky force 10 is right over top of the scene. This is a pretty massive water main break, covering the entire intersection. Just a few moments ago, i saw a school bus make its way toward one of these bottom streets over here and try to cross. They had them turn around and go back. Again, no traffic allowed through this intersection right now. Your best bet for an alternate is to take lindburg boulevard. It runs parallel to the scene. Or you can follow the local detours. Theres not a lot of traffic in the surrounding areas. Everything is pretty much still in the green. Still a little early for that. 63rd and eastwick avenue is not passable right now. 422, these are the eastbound lanes almost at a standstill. There was an earlier accident scene still active around route 23. This is roaapproaching that sce. This is typically an eightminute drive. You can see were dealing with massive delays. Theyve been going in, loading up, and headed had back out to search for that escaped inmate, Arthur Buckel. Buckel slipped out of bayside state prison tuesday. He was spotted at a cvs in Barnegat Township yesterday. Police also recovered a stolen vehicle they believe he was driving. Schools are in session for today. This drive time is a 40minute trip. Just a few minutes ago, it was an hourlong trip. You can see the big delay and the increase were seeing there.
