Al, this could be one of those days when a couple of miles can make a big difference. We are seeing that right now. Heading towards the jersey turnpike. Heres the radar. And look closely. You can see this area of pink and purple starting to move towards philadelphia. This is ryan, Atlantic City. Back in washington, d. C. Weve got a frozen mix going on right now. All of the airports in and around new york city, affected. Move up to boston. Big red there. And philly same story. Theyre not going to recover fast. Washington, reagan and dulles, they may recoffer today. But flights and planes were out of position. If they miss a flight, for example, a dallas to la guardia leg, and that plane is not in position for the next leg, theres a Ripple Effect across the country. This could take several days to recover when you have so many people who have mised their flights and need to get from point a to point b. The airlines have waived the change fees. Tom costello, thank you. Indra petersons is driving through the storm. Indra, good morning to you. Good morning, matt. Evident, the blizzard of 2017 is here. Very easy to see. Right now, were driving north on i95, near Newark Airport on the turnpike. This is where you see the change in forecast so clearly. What were looking at is the quickly transition from rain to snow and ice. No better way. We talk about noreasters and i95. It is almost an imaginary line between all three types of precipitation. If you see a radar, you can tell. If youre going to be driving to the south and to the west today, or south and east today, youll see more rain. Youre going to go from heavy snowfall, down to whats going to start looking like rain. And theres a lot of reason that matters. As weve been driving today, in the last five, ten minutes, we went from heavy snow and we started seeing sleet. You start to slip and slide out there. What also happens, theyre trying to treat the roads here. Some places look great. But if you see rain, and you switch back to snow, no more salt on the roadways. Its going to be an awful mess, matt. Is someone in the backseat snoring or is that the windshield wiper . Reporter let me check. Im going with windshield wiper. Thanks. Its all hands on deck for the department of transportation in philly, of course. Morgan radford with the storm there. Hi, morgan. How is it going . Reporter savannah, good morning. You can see the snow and the sleet pummeling us here in philadelphia, where we saw two inches overnight. Up to seven inches in other parts of the state. These streets for the Tuesday Morning commuters who are determined to get to the office, they have to be extremely careful. Thats when the snow and the sleet is expected to hit the hardest. And temperatures right now are just at freezing. That is expected to stick. Once the wind gusts come, we have to see up to 35 Miles Per Hour. Thats why the city has already deployed more than 400 plows. They have up to 50,000 tons of salt at the ready. People are stocking up on food. Theyre stocking up on water. Schools are closed for the day. Wean under a winter storm warning until 6 00 p. M. Savannah . Matt . Morgan radford, in philly. In massachusetts, blizzard warnings have been expanded to the western and central part of that state. Miguel almaguer is west of boston. How are you . Looking for a potential of a recordbreaker in massachusetts. Here in whistler, upwards of 16 inches of snow. In boston, about a foot. The governor asking everyone in this region to stay off of the roadways. At grocery stores, they are stocking up as quickly and as fast as they can. We have seen a rush on every kind of perishable imaginable. They are bracing for a steady storm. We have light snow butment expect it to come down steady and all day. Miguel, thank you very much. Were going to have the latest on the storm all morning long. And well get you an app if you brave the roads and get stranded. Anticipated estimates of the replacement for obamacare are out this morning. This report shows that the new plan would drive up cost and cause millions to lose their coverage. Well talk about that with tom price in a moment. First, Peter Alexander at the white house for us. Hi, peter. Good morning. Reporter good morning to you. A lot of mempb americans will be digging out of the snow today. Right now, the Trump Administration is digging in, dismissing that nonpartisan analysis. Tom price says the Budget Office simply has it wrong. The findings are making republican plans for overhauling health care a lot tougher sell, even within their own party. Its first checkup, not a clean bill of health for the republicans obamacare replacement. Trumpcare means higher costs for less coverage. Reporter the plan would leave 14 million uninsured next year, according to the congressional Budget Office, which estimates that number can jump to 24 million in the next tech ca deca decade. Taking 24 Million People and pushing them off their coverage. Reporter the gop plan would drive up outofpocket costs and slash 8 880 billion from medicaid, despite Trumps Campaign promise. Save medicare, medicaid and social security, without cuts. If there was ever a war on seniors, this bill, trumpcare, is it. Reporter but republicans were quick to push back. You read this report. Im encouraged by it. We disagree strenuously, with the report that was put out. Its just not believable. Reporter trumps team touting reports, finding the bill would save the government 337 billion over the next decade. But some prominent republicans are skeptical. I dont think this is particularly good news. If theyre half right, thats a lot of people that would be uninsured. Reporter new signs of an old rift between paul ryan and the white house. Im not going to defend trump, not now, not in the future. Reporter newly released audio from the fall, has paul ryan talking to republicans, expressing concern over candidate trump. We have concerns of our nominee. Is it going to be a turbulent month . With respect to donald trump, i would encourage you to do what you think is best and deal what you feel you node to do. Reporter nbc news has not been able to verify the recording, the substance of the call and ryans comments were widely reporting at the time. Trump tweeting, our weak and ineffective leader paul ryan, had a bad conference call, when his members went wild with loyalty. The world is well aware of this history. And obviously, a lot has happened. Still, this morning, no proof, ten days after President Trump accused his predecessor of wiretapping his phones. He said they were in quotes. Reporter the two tweets accusing mr. Obama of tapping mr. Trumps phones, did not have quotes. When should the Americans Trust the president . Is it phony or real when he says that president Obama Wiretapped him . He doesnt think that president obama tapped his phone personally. Reporter but aides are not ruling out that someone in the administration did. Can you say firmly, that when the president says something we can trust it to be real . Of course. He is speaking as president of the united states. Reporter the Trump Administration, by the way, missed the house intelligence committees monday deadline to turn over any terms that back the president s claim. The Justice Department has asked for more time. The Committee Says it wants the wiretapping information by next monday. Thats notable. Thats when the russia hearing gets under way. Thank you. Lets get back to health care. Tom price is the secretary of health and human services. Mr. Secretary, thanks for being with us. Wonderful to be with you. Thanks so much on this chilly morning. I know you have issues with the numbers. Before we get too wonky, lets try to cut to the chase. During the campaign and as recent recently as january, the president said, in no uncertain terms, insurance for everybody. Everybody has got to be covered. And he added, they will be beauteously covered. This is not how its turned out. Is it time for the administration to level with the American People and say, some people are going to lose their coverage . The fact of the matter is, if you look at the plan, what the president said is absolutely right. Lets think about why we are in this situation. The fact of the matter is, that obamacare has failed. The president met with a group of folks at the white house, who have been harmed by obamacare. Moms and dads that couldnt find coverage for their kids or can i just stop you right there. Want to zero in on that point. Its better to look at the whole picture. Are you saying no one is going to lose coverage under this plan . Thats what the president promised. What were saying is that the Current System has failed. You got onethird of the counties in this nation that are offering one coverage policy. Five states, only one coverage policy. Premiums going up. Deductibles going up. The Current System has failed. And the cbo doesnt account for that. Secretary price, though what the report looked at, was onethird of the plan. You cant look at this in isolation. With our whole plan, every american will have access to coverage. It will be coverage that is more responsive to them. That will allow them to choose and less expensivexpensive. You heard what Lindsey Graham said. If the cbo is wrong by 50 , youre looking at some 7 Million People without inshurps in a year. And some 12 million more down the road. That doesnt sound good, either. Does it . No. But thats not the whole plan. Thats the problem. If youre a mom or a dad sitting out there right now, trying to figure out how youre going to get health care for your child, the Current Situation is a disaster for you because costs are going up, deductibles are going up. You may have an insurance card but you dont have care. Were trying to fix this situation. Trying to move to a situation where patients and families and doctors are making these decisions. Are you trying to fix it with a game of semantics . Having access to Health Insurance is a different thing than being able to actually get Health Insurance. People believe that the government ought to be in charge. If they dictate the government tells you what to buy, is better off. We dont believe that. Moms and dads should be selecting the coverage they want. Thats what our system is. Its a system more responsive to them. Provides greater choices, lower costs. If you look at our entire package, that the cbo didnt look at. Not because theyre bad folks. Thats the way the rules work. They didnt look at purchase across state lines or medical malpractice, that in their totality creates a system that works better. To get back to the original point. Youre saying that you agree with President Trump, under this Plan Everyone will be covered. No one is losing insurance . Everyone will have access to the coverage that they want and there will be a transition says. Thats the access, as opposed to being covered. The only way you can assure the people are going to be covered 20 million folks right now arent covered under obama. And they are covered because theyve taken the penalty, they said tphooey on the federal government. When you aaccess, if im sitting at home and i make 25,000 a year, i have access to buying a bmw, but i cant afford it. You got a good Bernie Sanders line. Is that a Bernie Sanders line . I thought i made that up. Thats a Bernie Sanders line. What we mean is every american will have access and have the financial feasibility to purchase it. Thats why we think that medicaid ought to work better for the medicaid population. You have docs that wont see medicaid patients because the system doesnt work for them. We think that every american should have a tax credit that allows them the wherewithal to purchase the coverage they want. Tom price, thank you very much. Appreciate it. Thanks, mr. Secretary. Lets get back to the big story of the morning. The other big story of the morning, the weather, mr. Roker. New york Governor Cuomo saying at 9 00 a. M. , a tractortrailer ban on the freeway. And they will close the xheeter system. Thats whats going on. Well get to your were going to get to your local forecast and giv good morning. First alert meteorologist krystal klei. We knew this possibility. 25 miles shift just to the north was enough for us to see we are getting a mix of freezing rain. Sleet rain and snow. Heavy rain further south along the shore point and southern delaware. Those zones we are worried later today coastal flooding concerns and damage from winds. So each location neighborhood by neighborhood has separate concerns. The problem with the mixing layer where were seeing rain and know mixed together are those temperatures. First alert meteorologist krystal klei has been telling us about changing conditions and ep r keeps up up to the minute on the rain snow line. Where do things stand right now. Were very closely watching line in pink. Thats the area we have sleet, freezing rain and even rain snow mixture falling. Problem is that line extended very quickly this morning. In fact right around 45 00 a. M. Spreading across the region. That cut down on expected snow totals for that region. Does not cut down on the threat of danger we see throughout morning hours. The blues that you see, thats snow that is fall lg. More steady to heavy snow in parts of the suburbs. Wilmington to philly has been the biggest mixing zone weve been watching. What were tracking here are conditions that are actually changing as we get further south. See the green, yellow as we get near the shore. Forcing in heavy rain further south. Showers into early afternoon. High winds gusts. Wind damage and some coastal flooding. Heres the time were looking at. Now through 11 00 a. M. Heavy snow is going to continue falling north and west. Periods of heavy snow. Not consistent. Periods. Now through noon, looking at sleet, snow, rain mixing together. Noon through three in the afternoon. Snow should gradually start to taper off. Notice i say know. I95 should turn back to snow as this moves out. As storm Center Passes cold air can take back over. Switch back to snow. Threw the evening. Snow showers linger, but they will be breaking apart. Because of the fact were seeing line. Remember that for days now weve been says it was going to be very strong for these areas. Not a surprise that this is happening. It was something we were giving a wide range of snow totals because we knew there was a potential. Very low amounts to no snow collecting on the shore. 26 i remembnches through jerse i95 corridor 510 inches possible. Thats as we get north and west. Especially right along berks county and Lehigh Valley. Still could see some reports of 20 inches by the time this whole system moves out. Hours of snow and for some rain before this is completely out of the area. We are going to continue tracking this. And we will talk more about where the storm is going and what were looking at for your afternoon coming up in just a bit. Quickly, i want to backtrack so we can look at the radar map an about the rain snow. You warned us about that. That wobbling would change and change the total. Exactly. This is something we have been talking about for just days beforehand. The track of the storm. The track of the storm. When a storm center is closer to the coast, its very easy for the winds that are strong wrapping around it. Kind of force warmer air rather overland. Thats what youre seeing over shore and delaware beaches. Too close to coast, then it forces warmer air to parts of philly and wilmington and we start getting sleet icing mix. Not surprised. We knew it was going to be a close call 12 inches by the end or 4, 5, 6 inches by the end. Just starting to lean that destruction. That band i think you see there is the mix you talked about. It can be a danger zone. Even though people looking out the window and saying oh, they got this wrong or Something Like that. You did say it could change and youre right. Continue on. This could be dangerous. Its a different kind of danger. When you get freezing rain weve seen in philly. Watching ground reporteds here. Seen rain. Freezing rain. First alert radar tracking snowy conditions. Lower suburbs through the i95 corridor and parts of south jersey now a miccing forecast of rain. Snow sleet and freezing rain. Icy conditions out there and heavy rain along the shore and southern delaware portions. Going to continue tracking these conditions coming up after the break. There are icy conditions throughout the area. Good morning to you. Im erin coleman. And im vai sikahema. We are bringing you extended coverage of this winter storm to make sure that you and your family remain safe this morning. Right now, some parts of our area, dealing with snow. Others are seeing sleet, freezing rain, and it all depends on where you live. First alert meteorologist krystal klei has been telling us about the changing conditions and keeping us up to the minute on the rain snow line. Crystal, where do things stand right now . That line pretty much where its, the whole morning, along the i95 corridor. A little farther north, some of our lower suburbs experiencing a mix as well. Its still a good, steady snow in the upper suburbs, like upper montgomery, bucks county, and even upper chester county, the Lehigh Valley and berks the same, seeing mostly snow and ice pellets and heavy rain for much of jersey as we go along the shore and those yellows and oranges indicating a pounding of rain were looking at. If youre a snow lover and in philly right now thinking, how did this happen, i want to explain how easily Something Like this can happen. This is now the center of the storm, right here. Whats happening is, its wrapping the moisture around it. So now that weve gone out, let me explain. Thats the center of the storm. We were thinking the center of the storm would be right here. This is not a big difference in location. Say 50 miles or so. If we zoom in, now we have a closer track. The storm has warmer ocean air, forcing it inland. And i mean, really inland, all the way to the i95 corridor. Now youre saying, whatever, 50 miles . Take a look. 46 miles here from the suburbs down into south jersey. Thats the mixing zone. So weve seen that track, just a little farther out to sea. This would have been a very different scenario. Thats how tight that gradient of max snow versus max heavy sleet and icy, crunchy conditions, thats how tight of a gradient it was. We are seeing snow. Its definitely falling. And it actually will likely turn back to snow in some of these areas. That will be as we hit noon from two. Also ive gotten tweets saying, is this mixing line going to drop back south . Thats not likely until the actual storm itself, the center starts to pass us and we can see a little better conditions. Right now, heres where were sitting. Look how close we are, 32 degrees, right at the freezing line. Thats the problem. The areas that have held tight to the 20s have held tight to the snow. So this is a difficult forecast. A couple degrees, 50 miles made all the difference from seeing the heavy rain to the heavy snow in areas farther north and west. And thats what weve been tracking throughout the morning hours. Hourbyhour forecast shows us this. This is at 8 00 a. M. You can see the heavy rain along the shore points. My big concern here is also coastal flooding, as weve got those stronger winds forcing in the higher wind. Theres the mixing layer. The blue is the snow thats falling in the northwest zones. If we continue to track this out, you can see the pink, the mixing zone, that sticks right where it is, currently through philly. Crystal, youve got to keep things very, very simple for me. Im an old football player. You used the term wobbling. If i understand it, its when its snow, rain, sleet, and back to snow. If thats right its a little bit of everything. In fact, trenton is a perfect example. The freezing line has been right up against it. And what weve seen there, ive seen reports of freezing rain and back to snow, seen reports of the sleeting conditions out there. And weve had viewers tweet in saying, this is what im seeing, this is what im seeing. Theres the look again right where that mixing line is. When i say wobbling, its because temperatures have been Holding Tight around 31 to 33 degrees. So you might see some flakes and right back to rain throughout these morning hours. The other problem with that is that it really is compacting the snow that we had, 2 to 3 inches overnight, into this hard, crunchy layer and some icy spots on roadways, as well. Its still dangerous. You can hear it hitting your windshield as youre driving in. Youve got to take it easy, because there are some slick spots out there. Now to a live look at i95 in south philadelphia. The Streets Department has more than 400 pieces of equipment. Were told 450 on philadelphia roads to clear the snow. Their snow response really began at midnight. So at it now for more than eight hours. And its going to continue until all the streets are clear. Speaking of the roads, lets check in with Jessica Boyington in the first alert traffic center. Jessica, tell us what youre seeing. What were seeing is exactly what krystal just said. Just because you look out your door and say, i dont see a ton of snow accumulating in front of my house, use extra caution. Im seeing a ton of accidents. And with half the amount of cars on the road. You can imagine the percentage of the cars that are actually driving out on the roads are getting in crashes, a lot more than we normally see. This is the garden state parkway. Mostly dealing with, it looks, at least, like rain in this area. This is just near the cape may toll plaza. Were watching that both directions, just look willing mostly like rains. Theres a pole down from an earlier accident. A car actually hit a pole, knocked it over. Now route 40 is closed in both directions around glaxboro. And right in between that pinkshaded area where we are seeing a mix of that ice, rain and snow. Out in burlington, there was a crash around route 541, exit 5 pap right lane blocked there. And in vineland, another crash from 55 northbound, the right lane is blocked here, around garden road, around exit 37. Crashes popping up all over the place. You can see how different it looks depending on the area youre in. This is near doylestown on the route 30 bypass. I watched a few cars earlier get stuck coming off of this ramp because of the snow. You can see, not plowed here as much as some other areas. Definitely covered in snow here. Watch for slippery spots and watch getting on and off those ramps. Got to be careful out there, jess. Lets go outside now to chester county. Harry hairston is live for us in thorndale where hes looking for hugs. Tell us how things are there . Reporter its just as nasty out here as it is everywhere else. The sleet is still coming down. That is the septa thorndale station right there, so that gives you a good idea of where we are. Were at the wawa across the street. And the sleet has been coming down soard and so much that this is not snow. This is just all sleet. Take a good look at that. Its just wet, its just nasty and its heavy. This is the kind of stuff you really dont want to have to get out here and shovel. But speaking of shoveling, theres a young man by the name of road rage. Hes been out here shoveling. How difficult is moving this as opposed to snow . It hasnt been too bad. Ive been out here keeping up with it. But when i first started, it was harder. Now its compacting on itself and its pretty hard to move. Reporter its gotten kind of wet. And its more a of like sleet and rain coming down. Its making it a little heavier to push zblm actually a lot heavier to push and the winds not helping. You turn one away and get blasted by the sleet and hail and whatever kind of mix it is. Tough job, but keep it up. Youre doing a great job. The wind has been picking up a little bit, and the wind will die down just a little bit. But theyve been able to kind of keep the sidewalks clear here. But that young man has been out here over an hour driving up 202 and 100. We notice some cars had slid off to the side of the road and police were just pulled off behind them with their lights flashing and trying to keep other vehicles from crashing into those. Its been nasty, all the way up 202, all the way up 100, and business route 30 come can go out here into thorndale. Well keep you posted on how the traffic is out here. Not too much going on. A brisk business at the wawa, but it is a yucky, yaes tynastyf day. Be careful, be safe. If you dont have to go out there, just heed that advice and just dont go out there. Back to you, guys. Good quadvice, harry hairsto live for us in chester county. Plow crews taking advantage in the change in weather to clear the streets. This is the scene in andorra, where snow changed over to a mix of sleet. Weve been seeing that all over the area. Nbc 10s Rosemary Connors is checking on the roads for us this morning from storm force 10. You just got to manayunk. Tell us how things are there. Reporter lets get a look at main street here. You can see nobodys out on the roads. Snow covered. This is where philly streets crews will have to be out today. This area, of course, gets really tricky. As we take a turn here in these narrow, hilly roads can be really tough for those plows to get through. They end up slushy, slick, obviously, people should stay inside. I did just get an update from phillys emergency office. Theyre telling me theres been no drain on 911 all morning long. Thats good news. That means people are heeding the warning to stay inside. A lot of businesses had told their employees to stay home for the day. We know that public and parochial schools are closed. And pico hasnt gotten any reports regarding outages, so thats good news, as well. Of course, these roads are going to be slick throughout the day, because the streets crew is working around the clock to get that salt down, to get the plows out here. When you have these kinds of hills like we do here in manayunk and coing doming down, have to make sure youre pumping those brakes and taking it very easy, or, of course, stay home. Im Rosemary Connors, back to you. Absolutely, rosemary. Thanks for that. A live look at the philadelphia art museum, where a mix of that rain, sleet with, and snow is falling. Very fogged up, that camera there. Depending on where you live, you may be seeing something very different out your window. A live look here at the poconos. Much, much different story there. Theres a high wind warning right now at the jersey shore. And thats not the only threat that theyre facing. Flooding also a concern there. Nbc 10s matt delucia live in long port. Matt, were hearing that you are, in fact, seeing some of that flooding that weve been talking about and officials have been warning about. Reporter right, we just started seeing some flooding within the past 15 to 20 minutes, right here on long port. You can see some of the water already coming over the rocks here and on to 11th avenue. Wave seen the beach patrol and some folks from the long port bureau come up here a few minutes ago to check out the conditions. This is what weve been concerned about, is that high tide is going to be happening in the next hour and a half. And especially right here along the shoreline. And that could cause some coastal flooding around the area. And that is what we are seeing here in long port. The other concern would be the back bays. That would be happening over the next two to three hours. Its usually about an hour or two after the high tide here along the beachfront. Again, the saying goes, the sea is angry, my friends, and it sure is. This is not an area you want to be around. Because we have seen these waves crashing over the rocks here. You have all of these Beachfront Homes here, as well, that, of course, you know, we havent seen too many people who live in this area coming to their homes. A lot of folks have probably already left, if they had that advantage of doing so. But we have seen some cars out on the roadways. Its really just the rain and the wind that we have been seeing at a constant rate all morning. Heavy rain and heavy winds and now were starting to see some of those waves crash over the barriers and come on to the mainland. And so we are going to be keeping an eye on this wins over the next couple of hours. You have this area of here, ocean city, sea isle, generate some flooding when we have noreasters and those heavy rinds. We will be keeping an eye on those areas and awaiting reports as the morning continues. For now, though, stay safe if you are in the air. For now, live in long port, matt delucia, nbc 10 news. Lets break down exactly what matt was just talking about, the heavy rain that is hitting the jersey shore, delaware beaches, and even up through the delaware bay now. That warm air layer has extended from the i95 corridor and into the lower suburbs. Those are the zones that are seeing mixing. But its all rain down by the shore and now strong wind gusts, as well. Gusts at 41 Miles Per Hour for Atlantic City, 43 for wildwood and 44 in dover. Winds coming mostly from the east to now this northeast flow. Those high wind gusts are wrapping around the storm center as it gets very close to us, and that is strengthening our wind speeds. The problem is, these fast gusts are forcing water against the shore. Theres the storm Center Getting closer and closer to us. Lets talk about some of the high tides. Rehoboths high tide around 9 59 this morning. We are getting close. 10 04 a. M. , modern flooding is expected as a result in cape may. And if we go over to Atlantic City, that high tide, 9 30 this morning. Again, moderate flooding is expected already seeing with matt that that concern is becoming a reality. Well continue tracking those conditions and let you know more about the concerns with the winds and possible damage at the shore. That will be coming up in just a bit. Krystal, thanks for that. Well check back in with you. Parts of Brooks County could see up to 2 feet of snow. Pamela osborne is in reading where shes been throughout the morning. Sf its been coming down steadily and things have changed a little bit over the morning. Were seeing it switch back and forth between snow and then kind of icetype snow pellets that have been falling down. The good news is, i checked with state police in the area. They tell me they havent had too many problems this morning, probably because most people are staying off the road this morning. A few people here and there braving the conditions. But everyones driving really slow if they have to be out at all. I want to show you something this morning. Spring township is registering about 8 inches of snow, according to t according to the National Weather service. To give you an idea of how much snow were getting here, when we first showed up, we could see the bottom of this. Ill dig it out here so we can see how much snow has fallen. And i would say thats about 6 inches that were seeing here, so far, in berks county, reading. The other thing, again, as i mentioned, theres kind of that switchover, where theres icier periods where the snow is coming down and its wetting the ground, so youll definitely want to take your time. If you dont have to be out today, definitely, stay home. Reporting live in reading, im Pamela Osborne, nbc 10 news. You can almost forget about flying out of Philadelphia International today. Only delta is operating. All flights from southwest, frontier, jetblue, british airways, air canada, air alaska, lufthansa and qatar airways, theyre all canceled. Also, American Airlines wont be flying in or out of here until 5 00 tonight. Best advice, check with your carrier before you get to the airport. And as you venture out today, we want to see what youre seeing. Donna sent us this picture of a snowcovered yard in chester springs, chester county. You can see how foggy it is out there. Treacherous conditions. Be very careful if you drive around and have to get out. If you parked your car along a snow emergency route, such as market street, just know that its going to be towed. Meanwhile, strong winds have been a problem all morning long. Nbc 10s katy zachary live in chester county. Youve been getting an update from county leaders pretty regularly. What are they seeing . What are the problems going on out there . Reporter well, when i last saw you, erin and vai, i told you that county leaders told me theyve been seeing some slick conditions, some vehicles that have been spun out and stuck on the route 30 bypass. But just down the street, down lancaster avenue, its not there anymore. We have some video of it. Look at this septa bus. It was carrying passengers. It was going at a pretty slow speed. I saw it go by. But it got stuck after it picked up some passengers on the corner there of lancaster after, actually right near the septa and amtrak train station. After a little time it was able to free itself. But it goes to show you the slick conditions and snowpack nature of the roads. Back out here live, this is lancaster avenue. Youre seeing how slowly cars are going by. Those who do venture out, theyre realizing it is hard to get traction. Ive noticed that even walking. We have 2 to 3 inches along this sidewalk. So walking a few hours ago was not a big deal. You could kick it off and walk easily as i throw snow on my photograph. But theres a layer of snow and ice and thats from the sleet thats been falling, and packing in the snow that existed from the overnight hours. County officials tell me, all of the county offices are closed here in chester county. All of the schools are closed and obviously for very good reason. When i see you in a half hour, ill have an update from the airport and from amtrak officials, specifically about the keystone line. Back to yall. Good point there, katy. You showed us what happens underneath your feet if youre driving, be very careful. In new castle county, the government offices are closed and theyre urging yo uh to stay off the roads in you dont absolutely have to go out. Tim, the area has seen plenty of rain, not a lot of snow, but the rain still doing a number o of. The rain and freezing rain. Cars have come by and weve helped them scrape their windchills and mirrors. Its really ice pellets that are hitting us. Its not really any snow to talk about. Last night at about 11 00, midnight, it was a little bit snowy and got this caked on layer. Not a lot of traffic here. Thats a good thing. You can see this river of water going along here. Thats from all the slush thats been plowed to the edges and pushed away. Thats what were dealing with. It is still a little tricky on the roads. Ive been talking with people in the parking lot, youre still feeling that shimmy out on the road. Delmarva power, i checked their outage map. If you have their app, its pretty good. Northern delaware and northern new castle county, weve seen a whole bunch of spotty outages because of that caked on, icy weather were seeing. See that tree over there. You can see, that pretty much tells you what were dealing with there. Everything has this caked on layer of ice. And our news jeep, listen to that. Thats not nice, fluffy snow, thats flatout ice and hard to get off. Make sure you get all of that off before you drive. Thats going to flip off your hood and the top of your rig and hit the people behind you. In delaware, you are allowed to drive. In new castle county, its mostly rain, but in new castle county, its a level one restriction which means use extra caution and if you dont have to drive, dont go out. Most schools are closed and businesses are closed. Christiana hospital, open. I want you to understand, when you go out, its still not that safe on the roads and you can see what youre dealing with walking in the parking lots. Slushy mess. If youre not wearing waterproof shoes, youll be feeling that and Walking Around stores in that kind of goop on your feet. And its not going to be a good thing. Hopping back in the van, im tim furlong, nbc 10, newark. Thanks, tim. Be careful out there. Look at radar and satellite now. We are tracking that rain snow. Weve been watching it closely all morning. Since the early a. M. Hours. The whole weather team has been here. That pink you see along the i95 corridor, what tim just showed us, more of that slushy, icy concern. The tree just covered in a layer of ice, thats because of freezing rain. The thing is, it doesnt really get on trees, it can weigh down and snap on your house, but also hits things like power lines. This is still a concern, a danger. See these deep, deep blues were looking at . Those are areas of heavy snow falling, especially as we track into parts of Lehigh Valley and berks county, where were looking at those snow amounts not quite as high as we were expecting because of the warm air layer, but still above a foot as you get to the north and western zones. Still a major snowstorm. And the heavy rain that is farther south. But for those of you whourp questioning what exactly happened here. Why are we seeing more freezing concerns and icing than snow, which is what happened. Were pulling out a little bit to show you the center of the storm right now. This is the coastal low. Look how its just right up against land. Most of the models were looking at in our projection had it just a little bit farther out. If it had tracked a little fartherout, say 50 miles farther out, there would have been a big difference. As it is now, so close to the shore, its just forcing in warmer air from the ocean, which is warmer than our air temperatures in the 30s. Forcing that warmer air inland. And really inland. All the way through to the i95 corridor and actually even edging into some of the lower suburbs, as well. As a result, we are seeing that mixing line. Take a look. This mixing lo ining line, abous wide. If we pulled that back 50 miles down, we would have seen more snow in areas like philly skban wilmington. A degree or two could have made all the difference. Thats how tight this forecast and the gradient is for the high snow totals versus the lower snow totals. Heres our updated map. No snow down to the south. Low amounts you can see as we go further into jersey and along the i95 corridor, about 4 to 8 inches. Well be right back. It is 8 30 on the dot. Were covering a major winter storm in our area this morning. And just when you thought winters over. Not quite yet. Heres a live look at Camelback Mountain resort in the poconos, where snow has steadied off a little bit, but plenty there overnight. This is a live look at reading, berks county. Where you see the snow falling there. Theres been a warning, a blizzard warning there in effect throughout the morning, but conditions are continuing to change minute by minute. Lets show you now chester county. A live look in thorndale. You can see cars taking it easy there. The roads are a little bit more slick than they might look. Storm force 10 checking Road Conditions around philadelphia. I want to take a live look at the streets in Chestnut Hill. You can see that slush y mix falling from the sky. Take it eased if you have to be out on the road. If you dont, stay home. Thats the best advice. There are icy conditions throughout the area. Good morning to you and thanks for staying with us. Im erin coleman. And im vai sikahema. We are bringing you extended coverage of this winter storm to make sure you and your family remain safe throughout the day. Right now, some parts of our area, theyre dealing with snow. Other parts seeing sleet, freezing rain. It just depends on where you live. First alert meteorologist krystal klei has been telling us about changes conditions and keeping us up to the minute on the rain snow line. Krystal, tell us about where things are right now. Things are pretty constant. What we have been seeing that rain snow along the i95 corridor and thats where its been stuck as we go through the last several hours straight. These deep blues, thats more of a steady to heavy snow thats falling in parts of upper bucs, upper Montgomery County. And even upper chester county. In lower chester county, totally different scene. Weve been seeing sleeting conditions for hours straight. Wilmington in pink. That indicates the icier conditions. It even creeps up into westchester, along but permton and trenton is saying, freezing rain, then back to snow. Then back to sleet that we are tracking outside. Back and forth, this line has been lingering over philly and pressing at times into parts of the lower suburbs. Thats been the concern, those areas, icy streets. I want to go back to the snow total mop. We saw exactly what we expected in terms of the storm strength, but its that that warm air layer changed over our total. Philly county is split. Still a considerable amount. And because its going to be that crunchy, united staticy am to shovel. Walkways or front yard will be very slick, roadways the same. And trees, power lines are going to get coated in ice. The purple you see now in the midparts of our suburbs, bucs, Montgomery County, thats 8 to 12 inches and still looking at a foot, foot and a half as we get into the higher elevations. Still think we could see our highest amounts, mt. Pocono, where we see areas the longest. And heavy rain as weve been going through. This is the timing through the rest of today. Now through 11 00 a. M. , well continue with our heaviest snow through the north and west zones. Through noon in the i95 corridor, we continue with sleet. Sometimes a little snow mixing in, back to rain, this mixture. Noon to 3 00 p. M. , thats some snow gradually tapering. When i say snow, i mean snow for many of us. Past noon, were going to see the storm center itself start to move away from us. And that means the cold air can kind of wrap back in and pull snow back over philly. And as we get 3 00 p. M. Through the evening, thats when snow showers will linger, but really be starting to break down as we go through and continue into the later hours. Gusty conditions across the board, 30 to 40 Miles Per Hour. 50 Miles Per Hour across the shore and they pick up as we get into the afternoon. Some wind damage is possible. And we have to watch for coastal flooding in the next hour. You mentioned that warm air layer. 1 to 2 degrees has made a world of difference. A huge difference. What happens is the oceans warmer. So when the storm moves over it, it picks up some of the warmth and forces it inland. Because the storm track is so close to the coastline, its forcing it inland over us, were going 31, 32, 34 degrees back and forth and thats why were seeing that wobbling of the line. Well keep checking in with you as we finetune this forecast and keep watching as this system makes its way through our area. Now to a live look at i95 in wilmington. Drivers being urged to stay off the roads. Only a couple folks out there this morning. For those who are out there, lets check in with first alert traffic reporter, Jessica Boyington. Tell us what youre seeing. Were seeing haver few cvery out on the roads, thankfully. Here were starting way up north. In the Lehigh Valley. You can see how different this looks than some of the areas if youre around philadelphia or in and out of center city. Look out your window and think, nothing really happened here. Thats not really true. We are seeing Different Things happening. And you can see here, one car going by at a too many. Usually a plow or so. Now the few cars that are on the roads, they are getting stuck in different places. Moving farther south and down towards the jersey shore. Near mays landing, reports of flooding around cologne avenue and moving a little further south. This is more towards north wildwood. Flooding reported on route 137 around maryland avenue. And more flooding also reported in lowertownship on 47 around rio grande avenue. And well end with some septa reports. Were seeing some swepuspension for the puss. Trolleys suspended. The highspeed lines. And its on a saturday schedule. Trains not in operation this morning. The snow is deep enough in some areas to break out that snow blower. Check out the scene in reading, Brooks County, where some of the heaviest snow is expected to fall today. Some streets here are plowed, but others still full of snow. Take it easy. Lets go outside now to chester count county. Lets check in with Harry Hairston, live in thorndale. Are you at wawas . Were at a diner called happy daves across the street. You can see the Thorndale Giant and the street is pretty bare. A couple of pico trucks and a little bit of traffic coming around here. But lets go down to my feet. This stuff is pretty deep, but its that gran utilitied kind of snow, and its very, very heavy. I know glenn was talking about, watch out for this snow as far as shoveling goes, because its the heart attack snow. This is really, really dense and heavy to move around. And i want you to know that, folks, before you head out to your driveways, wherever you are in the area and start trying to shovel this stuff. The wind has been picking pup. I dont know if you can see it, but a lot of the sleet and hail and wetness has been hitting me in my face and making it a little difficult to talk because of the cold wind whisking through. Folks, dont come out here. Its really, really nasty type of day. Some of the plow trucks are still coming down the road. Charlie, can you take a quick look this way . Weve got some plow trucks, guys trying to get some work going. One plow truck is just right to the, i guess, it will be your right, my left, backing up. Hes been trying to clear this parking lot out, so, mostly, weve been seeing a lot of plow trucks out here, folks stopping into the diner, refueling on a little coffee to get themselves energized and warmed up a little bit and headed right back out to do some work. Very few cars out here of people just riding up and down the road who seem to be on personal business. Well keep an eye on things out here as it seems to just waffle a little bit. The wind is just now starting to die down a little bit. But every now and then, it comes back up and the sleet starts to pound down pretty hard. Well keep you updated on whats happening out here in chester county. Back to you, guys. We can see some of those banners waving behind you. And plow crews are taking advantage of the change in weather to clear the streets. This is the scene in andorra, when snow changed over to a mix of sleet. Nbc 10s Rosemary Connors checking on the roads for us this morning from storm force 10. You just got to Chestnut Hill. I did snt see a lot of vehicle although one just pulled out in front of you. Its one of few plow trucks weve seen here on Chestnut Hill. Ive got to tell you, out of all of the neighborhoods weve been to in philadelphia, from old city to west philly, south philly, Chestnut Hill, not looking that great. In large part because the roads are practically untouched. Again, few cars, few plow trucks out here. And so that thick snow fell in the overnight hours. 3 00 is when we saw the changeover from the fluffy snow to the freezing rain in philadelphia. So you really have this sheet of ice, practically, covering the top of this snow. And a few cars riding it over, with a few plow trucks out here. Thats going to create a real mess for the day ahead. Some of the slickest roads weve seen in philadelphia. Were going to continue to monitor the conditions and keep you posted throughout the morning. Vai and erin, back to you. Thank you, rosemary. Be careful out there. We have a fewer picture from Mercer County to show you. This is the scene in hamilton township. You can see a few inches of snow piled up on deck furniture. Send us your pictures on the nbc 10 app. Pennsylvania is getting the law requires many to get their child abuse clearances. Are you one of them . Gov paid for with pennsylvania taxpayer dollars. Drivers in south jersey dealing with slushy conditions out there on the roads. Some braved the slick roads in gloucester township this morning. Strong winds and rains have caused big problems in the area. Lets check in with krystal klei and the most accurate first alert forecast. Radar is trying to give us more snow in wilmington. Thats not the case at the surface. Its still a sleety, slushy mess we are looking at all along the i95 corridor. Heavy rain at the shore and more of a steady snow as we go farther north and west. Lets talk about the winds. Wind damage is something weve been talking about for a few days. Its another concern with this system. Now that the track is getting closer and closer to us, look at these gusts. 24 Miles Per Hour in philly. Near 40 in dover. Atlantic city, and wildwood, as well. Certainly Strong Enough to start knocking around some tree branches and the garbage can if you didnt pull it in. A heads up on top of the snow, ice, or rain concerns. The winds are a big concern, as well. Now we are worried about coastal flooding. Take a look at some of the buoy data that is near our area. Waves at 13, 12, 11 feet. All near our vicinity. Those are as close as weve got to our zone that has available data. What its indicating is that the waves are churning up. I checked these several hours ago, theyre about 8 feet or so. Weve seen an increase of around 5 feet. Moderate flooding is possible. Well talk more about your wind speeds and track them throughout the afternoon, coming up. All right. Thank you, krystal. Most of us are driving vehicles with four wheels. This is an 18 wheeler, even it is no match for weather like this. Nbc 10 spotted this truck stuck in snow in allentown. Those wheels are just churning. Part of the road here is plowed, but it appears that the corners arent. The Lehigh Valley and points north are expecting some of the deepest snow today. Those tires just moving and moving, not going anywhere. Parts of berks county could see up to a foot and a half of snow. Nbc 10s Pamela Osborne is in reading, where its been coming down fy pam, tell us whats happening. Yeah, i all view from the other side of the camera, because we actually have a couple of icicles hanging from that camera. Goes to show you what weve been experiencing so far here this morning. Earlier, when we saw you, i was talking about the sleet, about the icytype snow that was come down. You can see, its a little bit lighter, a lot fluffier right now. I want to give you a look at the roadways this morning. Pretty much a ghost town here so far. Thats because a lot of stuff is closed. We know that city hall is closed today. Only essential employees are being told to show up to work here in reading. They wanted people to stay home, so that way, the plows really had an opportunity to work on the roads this morning. You can see just a little bit of coating of snow there. I actually drove my car over to where we are right now, just to use the bathroom a little while ago, and conditions arent too bad on the roadways. But again, if you do not have to be out, you shouldnt be out this morning. Were going to continue to monitor conditions here, as they change so much throughout the morning. Well keep you updated on whats happening here in reading. Reporting live now, im Pamela Osborne, back to you guys. Thanks for that. Now, taking a live look at Philadelphia International airport. Very quiet there. I dont see not one plane in that picture. Only delta is operating. That is the reason all flights from southwest, frontier, jetblue, british airways, air canada, air alaska, lufthansa, and qatar airways, theyre all canceled today. Also, American Airlines will not be flying in or out of philly international until 5 00 tonight. The best advice, check with your carrier before you head out to the airport. And we want to continue to show you p that our viewers are sending us. This is the scene in hamilton township. Look at the deck furniture. Looks like a big cake with frosting. Sounds good. Send us your picture appon a it on tv for you. A live picture of beach avenue in cape may, and you can see the surf kicking up. Conditions are different depending on where you live. Theres a highwind warning right now at the jersey shore. You can see vehicles there driving in cape may. But flooding is a big concern down at the shore. Lets go down to nbcma deluc. Give us an update on the conditions. Last time we saw you, we saw some of that surf starting to cause some flooding. P. Reporter thats right, erin and vai. We have seen some flooding along the beach. We moved up to 17th avenue. When we were over on 11th avenue, the water started cresting over the beach and the barriers that were there, along the street. So over here on 17th avenue. We havent seen too much in the way of anything going out on to the street. Every now and then, you get some of these roadways that come through here and crash up against this little stairwell, where we are. So we have seen police going by this area. Weve seen the beach patrol checking things out, as well. Just making sure that but again, the big issue that weve been seeing today is the wind and weve also been seeing quite a bit of the rain. This rain has not stopped im going to get out of t way, because this is what ive been talking about. Sometimes you start to get these waves start to come up and beach erosion will be an issue as well. High tide is an issue around e this. These are going to be the issues well be looking at over the next several hours here along the jersey shore. We were fortunate. We didnt get any snow here along the jersey shore. You dont see any snowflakes. Its just hard, heavy rain thats been falling here. And at least its warm snouf its not icing over. So it is cold, but were not getting any ice here. So here along the beach, this is not a good place to be. Were going to get out of here. Were going to try to get safe and you stay safe at home as well watching on television. Live in long port, im matt delucia, nbc 10 news. Definitely, take it easy out there and stay safe. A major winter storm is hitting up and down the coast. Jay gray is live for us in new york city. You always forecast that new york was going to get bounded much worse than here in philly. Tell us what youre seeing. Vai, erin, good morning to you. What efwhat seen since midnight snow, a bit of sleet mixed in at this point. And the most intense part of this storm, still ahead. We could see over the next couple of hours, snow that is 4 inches or more per hour for several hours. Accumulations from 12 to 24 inches across the region. So this is going to be a major event. Here in central park, we have seen a few joggers, a few people out walking their dogs. Take a look behind me right now and you can see for the most part, this park has been empty. Beautiful in the snow, but not a place you want to hang out today. Yesterday, believe it or not, guys, there were people in shorts jogging through this park, thats how quickly the conditions have changes. Out on the roadways, the rush we would normally see in the city at this time, nonexistent. Nobody out on the roads. Businesses have told their employees, stay home, stay out of this mess for the day and maybe even tomorrow as well. Crews are closed. Theres a state of emergency right now. And again, we havent seen the bulk of this storm yet. Thats still to come here. The flakes have gotten much bigger over the last 45 minutes or so. 1,600 snowplows out and about in the city, trying to clean up this mess. Its a futile effort, vai and erin. They cant keep up with the amount of snow thats falling. Its going to be a tough ghoo f the next couple of days. Youre giving the same advice were giving people here. Stay safe. Reporter thank you. All right, now lets go to your first alert forecast. You know, jay was just saying that the next couple of days, this is going to be a problem, a as you see the higher snow amounts. Thats going to be the case here, too, because were going to stay cold for the next several days. We dont bounce back up. We stay in the 30s. Heres a look at your first alert radar. See that deep, deep blue . Thats heavy snow thats upper. County, moving into berks and l at maybe some big kind of lightfalling fluffy flakes, steady flow again. And its now quite gusty up here. And it should move back into s our lower suburb locations. Here are the new snow totals we got just in the lasal 5. 2 inches in harleyville. In allentown, 7. 2 inches. Nbc 10s katy zachary live in chester county. Youve been out there all morning long. We can hear the precipitation hitting your jacket. What are you seeing right now . Reporter well, i want to show you. This shovel is one of the tools youre going to need this morning, but check out, as i put it down, check out this layer of ice. Its really hard. I cant even brush it off with my foot. This is coated on the shovel, this layer eer of ice. Thats just due to the belowfreezing conditions, the sleet that has been pouring down for hours and that wind thats just making it really unpleasant out here. Behind me, well into the distance, you can see someone along lancaster avenue here whos using his snow blower to clear the snow, which is the best thing. This shovel is not going to help. Theres a layer of ice below the snow. So youll want a snow blower or someone professionally to clear your driveway and property. Back to you guys. Katy, thanks for that. Weve been telling you about the rain and snow line working through parts of our area. All of that rain leading to big puddles. This is a live picture. A good idea, keep it slow, since some areas could see flooding. Were back in a moment. Our coverage of this winter storm continues to hitting our area and its not over yet. Krystal klei says five more hours of prits aive look where precipitation has been snow. Flooding also a problem along parts of the jersey shore. Storm force 10 drove through water that covered this street in margate. Look at that, Atlantic County this morning. And heres a storm force 10 side view of those floodwaters in margate. You can see it covering the road. Heavy rain, high tide churned by the winter storm combined to swamp streets a few blocks inland. Storm force 10 is checking Road Conditions right now around philadelphia. This is a live look at the streets in Chestnut Hill. Take it easy if you have to be out there. You can see a lot of people heeding that warning. Not a lot of folks on the road, because there are icy conditions throughout this area. And it can be deceiving. Good morning and thanks for staying with us. Im erin coleman. And im tracier davidson. Were bringing you extended coverage of this winter storm to make sure you and your family stay safe. Right now some parts of our area are dealing with snow. Its gone back and forth. It depends on where you live. First alert meteorologist krystal klei has been telling us about the changing conditions, keeping us up to date on the rain snow line. That map we were just looking at a moment ago, showing us a lot of areas north and west of philly see limited visibility due to the heavy snee coming down and the wind whipping it around. Theres the radar and satellite view. The pink line is the rain snow mix. Its actually really hanging all the way through newcast castle county as well. Right before it makes it to us, its melting. Which means our snow totals are lower instead, but what were getting is that freg slushiness hitting the snow we saw from earlier this morning. Its impacting, squishing it down. And instead of getting higher totals, we get these stuck, hard, and crunchy snow amounts we see just sticking to everything. Farther north and west, the purple you see is more heavy snow. And we have a more lighter to moderate rain now along our delaware beaches. These are the snow totals. Now weve sweeched from pennsylvania to new jersey, dairy. To 2. 9 inches. Florence at 4 inches. In Burlington County and cinnamonson at 3. 5 inches. We are seeing numbers through parts of jersey and delaware. Its just along the i95 corridor, where that mixing happened a little too quickly. So we have adjusted the values. Along the shore, not likely to see anything. Just a couple of inches through parts of south jersey. And then you see that lighter blue through least half of philly county. 3 to 6 inches. The rest as we gets to hears like Chestnut Hill. Like 4 to 8 inches. The purple is 8 to 12 inches. And the pinks, the Lehigh Valley, berks county, 12 to 18 inches. You could see a little higher around the poconos where the longest lasting snow will be, but overall, still tracking a major snow skprevent and now th flooding concern. Those are your snow totals, here are your wind gusts. This storm is starting to cause damage. Gusts at 40 in philly. 45 in dover. Biggest problem is, these harsh winds are forcing water inland. The waves hit and theyve got to go somewhere and now were at high tide. On top of that, the high wind gusts that could cause dak can also lead to the coastal flooding. We just saw live video showing off that we are now dealing with that in some areas. The high tide is at 9 30 in Atlantic City and not until 10 00 a. M. In cape may. Really depends on where you live. This is such a typical noreaster, where youve got so many different elements to it. Because its brushing so close to the coast, thats why the warm air has wedged in a little closer. All of those icing concerns. Tim showed off a tree that was complete coated and encased in ice. Power lines, cars, roadways are looking like that, too. And theres more to come. Thats right. Crystal, thanks more that. Now to a live look at i95 in wilmington. State of emergency in effect in delaware. Drivers are being urged to stay off the roads, not only here, but really all around our region. Weve been talking about how sometimes the mix makes it even more dangerous. And weve been hearing from viewers about kps outsiconditioe their window and conditions driving. One out of our employees tried to go the short distance, got stuck up three times end anded up walking. She said the point is, really, dont go out. Dont be deceived. And i know youve been seeing that on the roads as well, jessica. Definitely. Weve been watching this all morning long and even though there are certain areas that may look like theyre not going to be a problem if you head out the door, were seeing a lot of reports of problems with almost less than half the amount of cars that are normally on the roads. The percentage of vehicle that is resulting in a problem as they head out the door. This is the schuylkill expressway. No problems to report, but typically you should be able to see it right here. This is the city skyline back there. You cant even see it here. The reduced visibility is pretty severe. And snow on the shoulder. Some of the worst places ive been seeing, up and down 295, portions of new jersey, were seeing a lot of problems. Now downed trees around, hattenfield, 295 around wood crest station. Another one out in cherry hill on 295. Thats southbound, moving a little farther south, but on the northbound side of 55, this is northbound. Just around the 42 freeway, another downed tree blocking some of the roads there. And checking in with mass transit, new Jersey Transit dealing with weekend delays in place for the rails and light rails. The the suspended buses and Access Link Service is still running suspended for the rest of the morning. Modified schedule running for amtrak and patco is running on a schedule. Now to delaware where all d. A. R. T. Buses, the delaware statewide paratransit operating with delays. We continue our coverage with tim furlong. We talked about this and now were starting to see some Power Outages. Tell us more. Reporter heres the thing. Ive been keeping an eye on the Delmarva Power outage map. There are a lot of outages right now. A lot of people telling me theyre starting to see branchs snapping welcome things like that. Good news, theres not much of a rush hour. I know there are a lot of people disappointed we didnt get more actual snow, but you can see, theres a layer of slush and ice on the roads. Theres a little bit of a shimmy youre going to do when youre out on the roads. Its an juuphill battle. Pellety, icy kind of snow, sleet, freezing rain our way. This is darryl. Darryls with true green. Hes been around the area today. Obviously, not seeding any lawns today. Not today. Reporter tell me what youre seeing out on the roads . Myself and another manager just came down here because we had to get coffee this morning. It was a little battle to get here. Its passable, but youve got to take it easy. There is a layer of ice down on the road that there is del doth plows out now that they are just basically pushing it around. If you had to tell people at home, if you have a choice to stay in, just stay in. I would stay in, stay home, stay warm. Itll pass by the afternoon and should be cleaned up and let the emergency crews do their job and we should all be good. Thanks so much. This is my man from dunkin donu donuts. He has what appears to be a brandnew shovel. Youre struggling a little bit. Its heavy out here. Its really heavy. Its messed up all around and its literally icy over here. And im just cleaning stuff so customers can come in. They have you a nice jacket, but you need a heavier jacket. Its good. Its warm. Dont hurt your back or have a heart attack. Its that heavy kind of wet snow. And you can see, we havent gotten a lot of snow. But what we have is that heavy, icy kind of gravelly snow. So its not snow angel snow or sledding snow. It is the hit you in the back kind of snow, and slap you in the back of the neck. Dress for it, its pretty nasty out here. Thanks for that. I like darryls advice. Stay home, stay warm. Stay with puus. Nbc 10 has been on the air live since 4 00 a. M. This morning. Deanna durante, the king of prussia mall opens this morning at 10 00 a. M. Erin, tracy, back to yo straigh another live camera look. We werehekd ago in the Lehigh Valley. Look at the limited visibility were now dealing with as a result of the blowing snow that is now more heavy snow, as well. Already, weve got reports between 7 to 9 inches of snow in the will have and thats still accumulating several more hours into the early afternoon for the snow to fall. So, we are seeing, making it to a foot or above. We were going to really look at that foot or above through the Lehigh Valley berks county. Heres the area that saw trouble with our totals. We w happening. You see the coated ground. Its white. This is a view of the art museum. You cant see the art museum because the icing over to the freezing rain we have been experiencing f tor houres the freezing rain. Radar iscold air and snow over of philly and wilmonigher up in the sky. Remember, radar takes atu at the ground. The surface, unfortunately, fal. Continue for to continue an several more hours in the northernmost zo af this systemw that the storm center, notice, is right nr us. Its starting to move away. The gusts will continue very trong as a re o set up to our all the difference. Ive been saying this all morning long. They havhe 2 north and west. Thats where the snow has been accumulating steadily. Long the i95 corridor. Thats where weve seen and 40s along the shore. Thats where then and where weve only seen rain. It are continue this much throughout the entire day. We stay cold and that will stic. Especially the snow in this zone, the deep blue, 4 to 8 inches. That cuts through partsthose areas have been sno on top of the snow has been the freezing rain. G that or sleet . As it compacts the snow and makes the top this crunchy, hard layer thats hard to shovel and dangerous to drive on. So back roads havent been treated and wont be good at all until they can be plowed or treated later today into tomorrow. Later, therell be a better potential to start cleaning things up. The purple, thats 8 to 12 inches of snow and thats mostly leaning towards the northernmost parts of our suburbs, where the more heavy snow has been. The lighter snow you see, the 3 to range through jersey and no snow expected throuollow the conditions on the roads. Some roads are downright soaked, wipers getting a workou no matter what the conditions, if its snow, thedown take it sy on the roads, no matter what is fa conditions as they continue to change as were not out of this covered. Stay right there. Snow, sleet, raindingn wher are. This is a live picture of fogleville, where it is certainly snow and it has been. Were tracking this major winter storm hitting our area. Flooding also a concern, becoming a problem along parts of the jersey shore. Storm force 10 drove through water that covered this street morning. We have you covered with all the changing conditions. Good morning. Imon. Were bracing you for extended coverage of this winter storm to make sure you and your family stay safe. That is the important part right now. Some parts of our area dealing with snow. Others seeing fleet, freezing rain. And it really all depends on where you live. Thats why fanned out across the area. Team coverage of this storm. Nbc 10 first alert meteorologist krystal klei are taking a look at the dramatic conditions in each neighborhood. Krystal, youve been telling us about that rain snow line. Along the i95 corridor. And its really kind of dampened the tolds expected in that area. We were knowing that it was going to rangeuth jersey to rig corridor, and pressed it to around philly. I want to show off the dark blue around reading and allentown. Thats where the heavy snow is just hitting and dumping snow over the area. Tammy will get to this in a moment. The high windmileper hour in ph. Close to 40 in wilmington. 45 in dover city. These high gusts are hitting just as we sta ousts with high tide. Heres the buoy data. 15 feet now for the waves. It was at 13 just a half hour ago. Now its increased by 2 more feet, right around high tide. Cloe coastal flooding is going to be an issue, at least minor to moderate throughout the area. You see other 12 to 15 feet. The waves are certainly been picked up a inland. Heres a look at the high tides were tracking. Rehoboth beach, 9 49 a. M. , were almost there if more cape may, the high tide at 10 04. I think its going to be minor. A little higher i not for Atlantic City and its right now 9 30 that were hiing. These are the areas well be actively watching as we move forward. Now lets talk more about the snow that is out there, moving through right now. A closer look at radar and our projected totals by going over to meteorologist, tami sousa. Were looking at the fact that we have a huge line. We see nothing but snow up into the Lehigh Valley valley and up into the poconos. But down along the shore, its been rain, and every now and then, a sloppy wet snowflake gets into the mix. Lets talk about what we are expecting these totals to be. I think we change back to snow at some point during the day and pick up another two across the area. Lets start off here first taking a look in philadelphia. Well be looking at about 7. 2 inches at the airport. Already, were up to close to 4 inches. We get up to Chestnut Hill and could see a foot up there. Thats going to head up a little bit more elevation. A little bit further up to the north and west. Now lets take a look whats going on in montgomery and bucks county. This is where weve seen some to see these pumping up. We could very easily be look at totals that exceed 6 inches up towards 7 inches, some places picking up a foot there. As we head into chester and delaware county, were going to be looking at anywhere from 8 inches, 10 inches. The higher totals will be a little further north and west. Lets go now out to the berks and Lehigh Valley area. This is whats still yet t ther. Were going to see perhaps another 4 to 5 inches falling out there on top of whats already there. Allentown still falling. Thats where theyve seen a steady snow. And now well go ahead and take a look at whats going on in south jersey, where really pretty much not a whole lot more is going to go on. Maybe in gloucester, 2. 6 inches. In woolwich, another 3. 5 inches. As we head towards the shore, all these numbers start to taper off and thats exactly what were kpcexpecting, especially h warmer conditions along the coastline and sleet and rain mixing in. 2. 5 in wilmington and perhaps another quick trace is what well see a little bit farther offo the south and along the shore, not a whole lot. Up into burlington, when you0. 3 fell, didnt really accumulate on the ground, at all, but it did quickly get measured and it will melt away. Were not expecting to see much of anything, anywhere, along the shoreline. This is why i love that we do neighborhood forecasts. Because its so different, depending on where you live, and some people are not going to see much more of anything. Other people, this storm still has a long way to go. Righ thats exactly right. Were looking at the backside of this storm. The center is passing us. But this is goingsnowo and as tammy mentioned, likely is going to turn back over to snow in areas like philly around the noon hour. Its not gone. Stay with us. A lot of falling branches out here. This is a heavy snow, if youre going to shovel, use your knees and not your back. If you have snow to shovel, please be very careful with that. That is heart attack snow. It totally is. Thats that Harry Hairston was saying. Its very, very heavy. Now to a live look at i95 in wilmington. State of emergency in effect right now nor delaware and drivers being urged to stay off the roads. We only see a couple of cars out there right now and that is a good thing. We just checked with delmarva and right now more than 30,000 customers without power. Downed power lines. Tammy was just saying downed rees. That is one more factor that you could face if you go out on the roads. If you dont need to go out, dont go out. What are you seeing out there on the roads . A really, really dangerous drive. 13 disabled vehicles around the Montgomery County area. I counted about nine to ten downed trees across parts of south jerry. Heavy snow and some of the winds as well creating downed tree branches and were also watching some snow and a weird ice rain combination as well. Well start off with snoi around the 95. Were dealing with wind there, were dealing with reduced visibility and slipper ji spoy moving both directions. The few cars out will are dealing with problems. This is the memorial bridge, slippery conditions on either side, speed restrictions reduced to 40. And the new jersey turnpike within speed restrictions, 35 Miles Per Hour. Moving north and southbound up towards trenton and further up north, the entire length of the turnpike and up towards ft. Lee. At least up towards the trenton area, down to 35 Miles Per Hour for right now. And again, well be back, ill be back with you for the rest of the morning. Ill be checking in with more to have the flooding and the slippery spots around the area. All right, now to delaware, where all darth d. A. R. T. Buses operating with limited coverage. Youre talking withensome on the front line of a storm right mow. Well get to mike in one second. A abo about 20 minutes ago, its back again. Its still coming down really hard here. And its piling up. And we talk about this all morning today. This is what it really gets you i keep waiting for it to turn to fluffy nice snow. Its this rocky, pebbly, gravelly ice that keeps slapping you in the back of the neck. Its no fun to be standing out in it or working in. You have a plow over there, brother. Youve been out there hustling. 3 30 this morning, whats it like out there . This is not easily plowed. Its not drivable. I should stay home, really. Its slushy. It gets hard. On the back streets and side streets, its really bad. Go anywhere in the city of wilmington and its bad. Its thick, its heavy. Youre better off staying home. And yorp saying to me earlier, too, as people plow this and push it up, you can see, like, fluffy snow kind of gets right out of the way. If you go out there and have to shovel the stuff youre using with your big truck, youll hur one of the things we do is clear the sidewalks. Y blower in the back, so i have to get out and mnskand man it. It took me 35 minutes to do a sidewalk that would otherwise take me about five. I have a snowblower at home. And this is not snowblower snow. My snowblower would get jammed up on this. Yeah, it depends on the snowblower reporter mines cheap. Its not a great one. If i grab a shovel out of the back of my truck and scoop this, thats probably going to weigh about 70 pounds. Reporter youre going to be headquart hurting. Its a lot of weight. Youre better off leaving it alone. Reporter youre the man. I want to talk a little bit for one second about some of the ice canning conditions. Ive been getting reports of Power Outages and branches snapping. Look at that coating of ice on there. This whole tree is so covered in ice that i could probably just pull this branch and it will pop right off. Probably not a great idea to stand underneath it, as well. Wherever you are, be safe. Its probably not the foot of snow you thought you might want to wake up to. Even though theyre kind of plowing slush, i promise you, the roads are not very good. If you dont have to be out, dont be out, guys. Back to you. Thats good advice. Ice a major concern. Foglesville, p. A. , already seeing 7 to 9 inches of snow. Weve got hours to go before this is done. Extended coverage of the Winter Weather thats hitting our area right now. Were back in a moment. Our weather coverage continues. Rosemary connors has been all over the area all morning long watching the roads from storm force 10. She just checked with Emergency Management officials. Tell us what the latest update is, rosemary. Reporter tracy and erin, Emergency Management officials tell us that fortunately, people have been staying off the roads. They havent had any emergencies to respond to, so thats the good news. Were still here live in Chestnut Hill. Since the last time we saw you, seems like the winds picked up a little bit. That sleets coming down at a steady clip. This is going to come in very handy today, this ice scraper. Storm force 10, weve had to kind of dig off this ties periodically to make sure that the windshield wipers can do their jobs. Do their job as weve been heading out throughout the area today. Heres the deal, on surfaces like this, obviously, weve had the defroster on, slush comes off, not too bad. On a more solid surface, its been cold. Thats what were talking about. This ice is not going anywhere. For people who think that the roads arent a big deal, they can get through, they really cant. For folks who are out and about shoveling right now, its been very difficult. They tell us that theyve had to take frequent breaks because the snow is so heavy in large part to that ice coating thats been on top of this snow since the Early Morning hours. The heavy flakes were falling overnight, say, from midnight until 3 00, and then that changeover happened right around 3 00 a. M. As you can see here in chestnuthill, a lot of these roads like highland avenue leading up to germantown avenue havent been plowed yet. What youre looking at is just tire tracks from cars that have tried to get through here. Ten minutes ago, we saw a car spin out. Well continue to watch the conditions out here. Well keep you posted and also let you know what Emergency Management crews are updating us with. And also what were hearing from penndot throughout the day. Thanks for that. Weve been on the air since 4 00 a. M. Telling you about all kinds of closures. One place open, king of prussia mall opens in about 15 minutes. Deanna, even though the mall is open, really not a good idea to be out on the roads. It is slick out there. Weve seen that. Reporter yeah, well, weve talked to Montgomery County officials. They tell us theyve had more than 450 calls to 911. Many of those calls, weather related. Were checking on the number of accidents and disabled vehicles across the county. More than a dozen disabled vehicles on the road needing assistance. A few minute ago, the tanks were full. Private plow operators have been on the road all morning and they would appreciate it if you were not. One tow truck driver says hes, out since 7 00 last night. He says it headaches it dangerous for him, for you, and all theover drivers on the road. We know that bus service is continuing to king of prussia mall, as you mentioned. Take a look at 202 here. You can see penndot trucks out on the road. They have been clearing snow in one spot, start, kick back to where they had just finished. S this this isnt really snow coming down, its sleet. Its rain, its wet, its icy and its really making it difficult. This isnt the pretty snow we were all hoping for to be able to build some snowmen and some fun when this all stops. This is icy and it is dangerous and again, police here in upper marion say they are responding to cars that are sliding off the roads and they would appreciate it if everyone would just stay home. That is the very latest reporting live in king of prussia, deanna durante, nbc 10 news. Definitely some good advice. From Montgomery County now to scho south jersey, drivers there dealing with slushy conditions on the road. Some braved the slick roads in gloucester township this morning. Winds and rain have really caused some problems in that area. Were also talking a little bit of ice. Meteorologist krystal klei, youre tracking a mixed bag and it really depends on where you live as to what youre going to be seeing. Bigtime. Weve got from no snow, the rain starting to move out to a very heavy snow coming down in the Lehigh Valley. You can see visibility is limited. I just checked on that. Well get to it in a moment. Across the region, the worst visibility is over parts of Lehigh Valley and the poconos. Radar and satellite, the deep blues we see, those are the bands of heavier snow passing right through, like ive been talking about, the Lehigh Valley in berks county. This is bumping up those snow totals as we speak. Same for the upper suburbs. Another band starting to head that way. Why this way when the storm is down here. Well, now the storms moving this direction, so weve got the wraparound thats happening. Its starting to force some colder air in. I know it looks like weve got snow through new castle county. Ground reports arent supporting that. What it means is a little higher up, where the radar is actually getting a picture of the sky, it is cold enough. And its probably falling as flakes, but its melting and freezing upon impact. The problem is, that is very dangerous. You start to get heavy tree branches or power lines and those start to come down. Plus, as weve been talking about, icy roadways consistently along the i95 corridor and mixing all the way through south jersey, where weve gotten tons of reports of sleet and an icy mix. Rain lingering at the shore, but thinning out in southern delaware. Theres a look at your visibility. Like i was mentioning, lowest visibility of yaeareas north. That was at a quarter of a mile. We would not see blizzard conditions officially, although under a warning. We would have had to see those visibilities below a quarter of a mile for three hours. That has not been the case. Pottstown, 1 kpaf miles, philadelphia, 1 1 2 miles. Even areas like Atlantic City, 3. 25 meals. Heres the hour by hour forecast. So a few people have said, well, is that rain snow line going to draw south at some point . Briefly, but not a longlived event. Notice how long we continue with th this mixing. It takes over by 11 00 a. M. Through south jersey. Then we move the front side of the storm out. And the storm does start to wrap back around into the early afternoon hours for another inch or two of snow. More about these conditions, coming up. Krystal, thanks for that. Weve been showing you conditions across the area. Weve been showing you the flooding and rain down the shore. Heres what it looks like in foglesville, Lehigh Valley, where the snow has been coming down steadily, almost 9 inches, already. Stay with us onair, online, also on our free nbc 10 app. And we would love to see the view out your window, you can take a picture and send it to us through our nbc 10 app. Hello, peco. So im calling to see if you can help me save on my energy bill. We can do that. Great. I live in a postwar, prewar, midcentury home and the heating system is a turbine, hvac, reverse hydrogen, boiler pipe unit. Well sir, i can see that you live in a twin and based on the size, your usage has been spiking. Thats exactly what i thought. If youre not an expert, peco can help. We have lots of ways to help you save energy and money. Peco. The future is on. Welcome back. We have new numbers on Power Outages from across our area. Right now 30,000 customers in the dark in delaware. Most of them in newcastle and kent county. Atlantic City Electric reports more than 5,000 outages also in south jersey. Ps g has more than 4,900 customers offline and pico has more than 3,400 outages right now. Most are in delaware county. Those the ice that were seeing, forming on the power lines, branchs, we knew this could happen. One of the hardest hit areas, Lehigh Valley. Lots of wind and snow there. Nbc 10s Randy Gyllenhaal is live in foglesville. The governor just tweeted to stay off the roads if you dont have to be out. Yeah, local and state officials urging people, especially in places north and west to stay off of the roads. This is why. And you can see these plow trucks who are trying to do their best, but the snow keeps coming down at a rapid clip. For the first time here in Lehigh Valley, were actually starting to see a bit of a mix. Sleet is coming down. Were expecting that to change back over to sne. I just got off the phone with Lehigh County Emergency Management. Theyre telling me no major issues right now. The roads are somewhat passable, but theyre urging people to stay off of them. I can tell you, this is pretty unusual. The u. S. Postal service, despite their motto, with rain, snow, or shine, they have canceled deliveries in the Lehigh Valley area today because it is just so treacherous out there. Thats how unusual this storm is. The traffic remains, you know, pretty light. Were not seeing too many cars moving, which is a good thing. But right now these roads remain terrible. Were starting to get this sleet coming down in the Lehigh Valley. And well keep tracking this for you. For now, live in the Lehigh Valley. Im Randy Gyllenhaal. Well be right back. We continue to get pictures and information from our viewers. This comes to us there brian from bristol, bucks county. Thanks for that. We look for your pictures. You can send it to us through the free nbc 10 app. And an update for you. Just checked with the king of prussia mall closes at noon today. Heed that warning. Tammy, you have been following this storm. A lot to still talk about. A lot to still talk about. And frankly, you shouldnt g on the roads even at noontime. Its going to take a good part of the day to get the area cleared out. A lot of branches starting to fall across the area, as weve been telling you about. This is our storm system. You can see the big shield of snow off to the north. This has merged with this storm that came across from the midwest. Its starting to intensify. It intensified to its full intensity once it gets past us. You can see this big demarcation, because its tracking too close to the coast to place all of us in snoi. You can see the shades of pink wafting in and out. Thats where youre seeing a true sleet. We also have a sleet and snow mix right along that edge where you see the lighter purple. The heavier purples up here where you see them in urk bucs and montgomery and chester, all of this area, thats where youre seeing the true snow thats coming down. It is a wet, heavy snow. Youre going to have to be very careful shoveling. Plain old rain when you get out here towards any of the beaches. Down into delaware, the same thing. Theyre looking at some rain. Lets go ahead and take a look at whats going to be going on. As far as the temperatures, they are starting to drop to be cold enough to support snow. But you notice, pretty much the snow maker is gone by the time that we really just dump off into the temperatures where we would be quite cold. Thats going to be, it looks like by tonight, well get down into the teens overnight. Lets go neighborhood by neighborhood overnight. We updated these snow totals. It looks like in philly, 5 to 6 inches of snow. I think this might be a little shy. I think we could push anywhere from 6 to 8 inches of snow there. Across montgomery, montgomery and bucks county, were also going to be looking at slightly hire totals, but this is taking into affect into account the fact that we may be looking at this sleet and rain tamping down some of the snow. Because you know what . It gets on the ground, melts, and you ended with that icy cap and it doesnt look like theres too much there. Were watching a lot of things. The snow in foglesville, waiting for high tide in Atlantic City and cape may. High tide in cape may is at 10 00. Theres a lot more to come. All the way through the afternoon. And as we go into the later parts of the day, well look at those winds as well. Continuous coverage after this. Well be back in a moment. Live. Not even 18 wheels can help in weather like this. Wheels churning. Cant get out. Part of the road here is plowed, but it appears the corners werent. The Lehigh Valley and points north are expecting up to two feet of snow today. Krystal kl
