I can tell you that there was a building that had a demolition order issued by the city months ago that was still open and this young man died. Reporter the permit was finally approved last night and a sign on the fence now reads, the owner as new York City Housing Preservation and development. Seeing all the Construction Equipment now is a welcome but frustrating sight for many. Long time ago. Reporter that sign also says demolition should be completed by this coming december. Emergency responders rushed the victim to elmhurst an hour later. Meanwhile, Police Arrested the driver for allegedly driving with a revoked license. Reporter 425,000 in taxpayer money has been paid to a private company now working with five Elementary Schools. Ps 2 in chinatown, ps198 on the Upper East Side and in brooklyn, ps9 in prospect heights, ps11 in clinton hill and ps133 in park slope. The nonprofit says they address a variety of situations, bullying, exclusion, chaos, with solutions that carry over to the rest of the schoolday. Kids be creative. Reporter theres fighting in the street over the virtual explosion of citibike racks in manhattan most recently on the racks set up to hold 60 bikes have taken up prime real estate on riverside drive, west 87th and 76th streets to name a few. Its an atrocity. Theres no reason why you should have 60 stations when in the last week alone, the most that i have seen of bicycles on these stations are 10. Reporter according to the citibike website, station locations are based on population and Transit Needs and were selected through a participatory public input process. But People Living along riverside boulevard on the Upper West Side say they had little to no warning at all about this citibike rack off 67th street installed in the last week. Now coned, verizon and other utilities could be slapped with large fines for damage left behind. Cbs 2s elise finch has the story. Reporter gaping potholes, uneven streets and abandoned construction debris are common sights in new york city. Many times those conditions are the result of repair work by Utility Companies. Its a huge disruption for people walking on the street, for traffic that goes by and not only that, as you can see, they leave a mess behind. Theres tar all over the place. It doesnt set properly. Reporter manhattan councilman began garodnick says Dan Garodnick says utility crews fail to return roads to their previous condition. Violations between 2009 and 2013 have tripled. Thats an extraordinary development. So its clear that the city is even identifying today more and more problems of shoddy workmanship or private entities that are just not playing by the rules. Reporter now garodnick is sponsoring a bill that would increase the penalties for the violations. Fines will go from 1,000 to 5,000. And 5,000 fines will increase to 10,000. The councilman says Companies Need to know that when their work is done, failure to completely restore a street or sidewalk will result in a hefty fine. A spokesman for coned says they will review the legislation. They also pointed out that in the past utilities and the city have worked together to do work with as little disruption as possible to everyone. Still people we spoke to think costlier fines could result in better roads. Its a good idea to fine them. They may respond when it hits their pocketbooks and theyre obviously not responding to anything else. Reporter garodnick will introduce the bill at Thursdays City Council meeting. New information on the hit andrun that left a College Student in a coma. Anna was struck while walking on route 46 in clifton late thursday night. For a dark colored pickup truck possibly a ford f150. The 22yearold victims car was found at Montclair State University where she is a student. Her family says that she recently had knee surgery and doubts she would have walked that far. A disturbing accident outside a new Jersey Elementary School has left a community shaken. A well liked crossing guard was struck by a car as children headed to school. Scott rapoport reports now from westwood. M. , police say elderly crossing guard cyril kearny in his mid 70s was hit by this car shattering the windshield as he was escorting a woman across the street in front of what did you see . I saw all the police around and i saw his him laying on the street. And then right after that, the ambulance arrived. Reporter police say the crossing guard actually went up and over the car upon impact. Police say he was taken to a nearby hospital and then flown to a Trauma Center in hackensack with head and leg injuries. The extent of which are unknown. An incredibly dangerous job and it breaks my heart to know that he was injured. Reporter neighbors of kearny who lived above this Hardware Store in nearby hills day described him as a hard working man who worked two jobs as a crossing guard and at kmart who lived by himself and kept to himself. A loner, very nice guy, quiet. Reporter at the accident scene police in an unmarked car were conducting skid tests to determine the speed of the vehicle that struck him. [ screeching ] Reporter Police say the female driver of the vehicle that hit the crossing guard remained at the scene and that no summons or charges are issued. They are investigating the possibility that sun glare may have played a role in the accident. He is very caring. Highs in the 50s and the 40s as we look ahead and overnight for some of you and again saturday night into sunday looks to be the coldest span right now, some could see their first hard freeze. Its a possibility. And heres the reason why. Currently outside, skies are actually getting brighter for us. Couple of light little showers up around sullivan county. If they make their way to the ground its a little sprinkle but theres not too much of anything in terms of wet weather tonight. So im not saying its going to be a stagnant atmosphere. Im just saying this low is going to be with us for a number of days to sort of lower those temperatures. So for tomorrow, seasonable sunshine. You expect 65 degrees. Im going to forecast about 65 degrees. Skies overhead about 75, maybe 80 sunshine so you will have some clouds but its a good looking day. Then as you take a peek here at the extended forecast, youre going to see some of the Cool Temperatures im talking about. Rain chance on friday. That low to the north is kind of like a spoke on a bicycle it can push little bouts of energy through. I dont see a lot of rain on friday. Its a little chance north of the area. 66. Then saturday and sunday, the cooler air sets up, 57 saturday. 53 on sunday. Kind of windy out there but, you know, pretty looking skies. 39 im forecasting in the city. I think outside the city could you find 29 and you could find 29. And by the time you get to next week, you could see 70 again. Thank you.
