flooding early on. some areas have seen very healthy rain. over half an inch. as you continue to look to the south, and we have the line of moderate to heavy rain. some indebted to thunderstorms. we have the influx of a twister coming in from the south and west. we think the entire viewing area will bring one-2 in. of rain. some areas will get more. 3 in. and hopefully not. potentially more. now we're looking to the northern and western communities. points to the south and east the heaviest rain is this morning until rush hour. then that rain will shift to the south. to the south we're getting pretty good right down into a south county and you could see this line moving to the north and east. there will be some pulling and pondering early on. as you look across the region, with a low pressure system centered across the extreme north and iowa. a cold front stretches across missouri and through kansas. that will lift through the region it will pass through until 7:00 a.m. but had of that we have potential for showers and storms. that rain will vary in intensity and it will be heavy at times. the rainfall forecast shows how we try out as the tail end of our rush hour. by tonight, we can expect try air-conditioned. the computer model shows the potential for over 3 in. of rain in some of these areas. we don't think the rain will stop their we think here in chicago we do have potential for high numbers. today's high temperature will climb up into the upper 70's. we will cool down into tonight. we have the heaviest of the grain moving through will county right now. and portions of grundy county. erin has more on that. >> we have standing water out there where i e needs 555 in the region impact in joliet. everyone tried to get out of these areas, this is where we are having concerns about standing water on these routes. this could potentially affect 355 from each right up to frontage road. looking outside, at the kennedy piquancy water on the rose. it looks looks slick. that's pretend to have this announce with the light rain coming down and everyone is driving over 50 mi. per hour. no standing water we're concerned with great now in cook county. it seems to be off to the southwest. the primaries stretched over by 80 and 55. we will have another update straight ahead. >> the rain and storms will no doubt cause problems on the roads this morning. tonya francisco is live along the eisenhower expressway in forest park where flooding has been a problem several times this summer. >> 3 * this area of the ike has seen flooding they had to shut it down because of heavy standing rain. this is an area that has been prone to problems. showing you this video from just a few weeks ago, august 22nd people were forced to abandon their cars and walk along the walls just to get out of high standing water. service along the blue line from forest park even had to be shut down for several hours of the water drained. once it finally cleared out officials discovered part of the pavement had buckled and emergency repairs were needed. all that led to major delays during the morning commute. a similar situation a few weeks earlier on august 5th when officials blamed it on and over packed silver and drainage system. at the time the promised repairs would be made to avoid this happening again. but we did see it happen on august 22nd. this is different from the situation on june 24th. that was also on the hike but to the west. that's where collapsed storm drains were to blame the delay to major delays in the morning commute. the rain is not coming down nearly as heavy as it did at that point when the cost of the flooding. we do have it coming down a bit heavier rate now but just a few cars out here on the roads are having no problems smartphone. n-f-l commissioner roger goodell is defending his league's reaction to the second video of ray rice hitting his then fiance'. rice was already serving a two game suspension when this video showed him throwing punches inside an elevator. the n-f-l suspended him indefinitely, and the baltimore ravens terminated his contract. goodell says no one at the n-f- l had seen the second video, until this week. he said they assumed the elevator video existed, but law enforcement would not hand it over. and left what we saw on the first tape was troubling to us but what we saw yesterday was extremely clear extremely graphic and sickening. that's why we took the action we took. >>the baltimore ravens are letting fans exchange their ray rice jerseys at stadium stores. sporting good stores and online retailers also stopped selling them. president obama will spell out his latest strategy on the "isis" terrorist threat. he's planning a white house speech tonight. yesterday, the president met with the four congressional leaders to say that he has the authority to carry out military strikes against "isis," with or without congressional approval. republicans and democrats say, an *effective strategy must have the people's representatives behind it. >> this is a matter of extreme importance to the country and to our national security. it would be to his advantage and all our attention for congress to be in effect, approving a plan for defeating them. >> will operate the money as we are likely to do, they will say congress has played literally into the strategy. but i this morning. 53-year-old noor jalil is due in bond court today on charges of groping two women on a c-t-a train. one of the victims told police she was touched inappropriately on a train near the red line's north and clybourn stop. jalil is charged with three felonies including criminal sexual abuse. four men and three juveniles are charged in a brutal attack at the brown line's kedzie stop. the attack weapon....a machete. the attack happened early monday and was recorded by a nearby surveillance camera. the 26-year-old victim had deep cuts to his head and neck. a chicago police commander now faces a civil lawsuit, over his treatment of a suspect. rickey williams is suing commander glen evans and the city of chicago, over an incident last year in which evans is accused of shoving a gun down williams' throat... and threatening to taser his groin... to force a confession. evans faces trial for battery and misconduct... until then, he's demoted to desk duty. several hospitals to can precaution to stop the respiratory virus from spreading. advocate christ's hospital, lutheran general and loyola university medical center are not allowing children under 18 years of old to visit patients. adults with cold like symptoms are not allowed until for the notice. doctors are concerned about the virus. so far no confirmed cases at the hospital but they do suspect dozens of patients may have the virus which has put children in intensive care units in more than 12 states across the u.s.. four firefighters in west suburban maywood have been relieved of duties after their fire chief says they refused to remove american flag stickers from their lockers and helmets. chief craig bronaugh says he issued a memo last week, ordering all decals and stickers, including american flags and military stickers, be removed from lockers and helmets, in order to stop a culture of what he claims is racism. he showed the media pictures of a locker with a picture of a monkey smoking a cigarette. but the firefighters say that picture was posted ten years ago and taken down a while ago.. it was a joke between two white firefighters over a smoking habit. >> i would just say it's severe retaliation. to see these pictures and to draw the conclusion that they are racist fire fighters working in this firehouse, something that as a fire chief here i cannot afford nor tolerate. >>the chief says he has nothing against the american flags or veterans. the firefighters plan to meet with chief again this afternoon. you've probably seen little dogs catching a ride in a woman's purse. but have you ever seen a purse made from a dog's fur? doris carvalo of tampa, florida, takes dog hair from a groomer's shop and weaves it into the covering of handbags. they take about 50 hours to make by hand and sell for up to a thousand bucks. doris wants to mass produce these and bring the price down. she's looking for investors. it's not looking good though....so far she's only raised 350 would get wet. not good. let's look at the radar. we continue to see showers. the rain is heaviest at this hour generally to the south. we will see this move around. we think heavy rain across the entire region. then the chance for rain chefs at the tail end of our rough commit. then later today potential for stronger storms. even the off chance for hale mainly south into today. we're watching as this plays through. on the right hand portion of your screen you can see the rain. streator, almost a 10th of an inch. harvard, about one-fifth of an inch. these numbers will go up. we think between 1-2 in. of rain before the day is done. in some areas we could get up to three or more inches before the day is complete. down in carol stream receive about one fifth. those numbers will go up police officer shot and killed michael brown. that meeting was moved to a large church because the anticipated public comments. some council members were shouted down by people in the audience who demanded some changes. >> we are not letting you go back to business as usual. >> we need justice. there will be chaos if there isn't any. >>the ferguson city council is proposing the creation of a citizen review board to work with the police department. the council also introduced an ordinance to reduce court fines that residents said unfairly targeted black people. a fourth american patient with ebola is now being treated in the united states. the patient was taken to emory university hospital in atlanta yesterday. that's where two other americans were treated successfully and released. the new patient is not being identified, but we know he's a doctor who was infected in sierra leone. more than 42-hundred cases of ebola have been reported since december. about half of those people died. the world health organization says more than 40-percent of the cases have been diagnosed in the past three weeks. a little girl from georgia had her dream come true during a trip to hawaii. six-year-old addison bulloch was diagnosed with leukemia more than two years ago. she had a wish to see a unicorn in the rain forests of hawaii. that's where she thinks they live. so the volunteers at the make- a-wish foundation made her wish a reality. princess addison was all smiles as she met the unicorn. she took a ride and lived out her fairy tale. and she looks really cute in that dress. both go over to weather. isn't that and i story. >> now let's talk about all the rain. we continue to be pounded with the rain as it moves in from the south. we told you that it was going to be what one. in some areas as much as 3 in. or more of rain before the day is done. we had a flash flood watch in effect. it stays in effect until this afternoon. let's start off in chicago. moderate heavy cream making its way into the chicago area. if you are traveling in the city center you can see that rain really intensifying pretty good. some areas have rain falling at about half an inch-three-quarters of an inch per hour. it's tough to keep the water off the roads. unfortunately in some baseman's there is potential for flooding. to the south, portions of southern and western will county towards a candle and grundy all these areas looking at heavy rain. wilmington into morris, those areas we know there seemed heavy rain and thunder and lightning is possible. the only good thing today is when you get that early rain falls with the cloud cover, it does cripple the instability of meeting later during the day you won't have those strong thunderstorms with the wind and the hail or tornadoes because we are so rainy and so cloudy early on. the bad news is all this water has to go somewhere so potential for flooding. we move through the flash flood watch which will remain in effect until this afternoon on the forecast, temperatures will climb into the '70s. 78 for the high. this rain will subside from northwest to southeast into the afternoon. 53 degrees tonight. 62 into tomorrow. show that radar again, the heaviest of the grain moving into will county. erin has more on those roads. >> it is shifting reports of tristate so for people taking the tristate close to roselle road and oak brook terrace, that's for we have concerns with spinoffs and lots of pulling the water. you really want to watch because we could have disability issues. we have the rain coming down pretty quickly which is where we see those the interest oprah driving conditions. it seems to be a fairly fast moving system. its fluid in which airways it's hitting. everyone from joliet even new lenox, the whole area has these standing water issues. and now it's continuing to move further northwest. let's take a look on the kennedy. we have what pavement. this is from damon all the way to nagle. that's the story of there. have concerns about hydroplane the especially on the ramps. those are treacherous areas when you see the rain coming down. looking out on the roads that here we have work on the lourdes duarte. let's go to demetrius ivory for a check of the weather. hi, demetrius. >> this rain is going to be heavy through the day. flooding is set in the headlines when it comes to a lot of our weather with wind and hale but flooding kills more people around this country than anything else. one of those things that is a slow grind that you have to go through a special early on. rain continues to move through focusing on cook county. light to moderate showers. not thunder and lightning because of the pulling and pounding but no flooding just yet. cook county under a flash flood watch. moving further to the west, down to king county in western to page, areas of moderate to heavy rain continues to move through. much of the heavy rain is south of 90. the worst of the rain is the area generally south of 80. that's how it will be through the day. 1-2 in. likely in those regions. in some areas we could see as much as 3 in. before the day is done. also under the flash flood watch through the afternoon had is the grain moving off to will county making a beeline toward cook county. we will monitor this. discuss the potential for severe thunderstorms. >> we have a quick picture here of the areas where we see lots of rain on the roads at 55 and first avenue. very close to these areas here let's take a look at that and i will ship the second picture not far from their atc this wet pavement and visibility issues are being reported. a special district of 355 just passed naperville. the downers grove area. now we see it move into the tristate. that stretch from 55 over 288. there's 57. this stretch of construction is going to be in the heart of the weather moving through. this could be pretty treacherous driving. the right lane is down until 6:00 a.m.. the stretch goes all the way to 80. we are concerned about pulling water and disability issues because the rain is coming down so hard as this system continues to move north and west. another update forest park where flooding has been a problem several times this summer. >> good morning. so far so good. rain is coming down. but, the roads are looking good so far. this is an area that is prone to flooding when heavy rain comes. but looking at the road, it looks as if it's running off pretty good and that is key because that is where we saw the problems in the past. too much rain too fast and the storm sewage drains could just not to handle it. a reminder of how bad it was a month ago. this is video from august 22nd. this is on the site where i am right now when people were forced to just abandon their cars and walk along the median wall to get out of high standing water which was several feet high. service along the cta blue line from force park to harlem had to be shut down for several hours while the water drained. once a cleared out, officials discovered part of the pigment had buckled and emergency repairs were needed. similar situation just a few weeks earlier on august 5th when officials blamed it on an overtaxed sewer and drain system. they had promised repairs would be made to avoid this happening again. but we know it happened just a few weeks later. those situations were separate from the june 24th incident also on the type of further to the west. a collapsed storm sewer drain was to blame. but all of this led to major delays during the morning commute. the rain is coming down harder than it was earlier when we first arrived. not pulling on the expressway's but it is pulling on the sidewalks and streets. expressway's are what we are concerned about. this seemed to be moving just fine. traffic is picking up so if you have some more to get to and you take the ike, you may want to give yourself some extra time or think about public steelers are night. >>taking a look at the *other top stories this morning. chicago police are looking for a man who reportedly tried to lure a young girl to his truck yesterday afternoon. it happened at about 3:30 in the 38-hundred block of west marquette road in the west lawn neighborhood. the girl's grandmother says the man parked his pickup truck at the back of the house, walked up to a rear gate and took off his clothes and exposed himself. he ran off when the grandmother yelled at him. four men and three juveniles are charged in a brutal attack at the brown line's kedzie stop. the weapon used was a machete. the attack happened early monday and was recorded by a nearby surveillance camera. the 26-year-old victim suffered deep cuts on his head and neck. chicago may take out a loan to come up with 65 million dollars in back pay owed to police officers if mayor emanuel's proposed contract is approved. the budget office says the loan would be short term, to be paid back by 20-17 when the police contract would expire. teachers at a top school district have authorized a strike for more money. the school board is offering teachers a small pay raise. average pay is zero $105,000 per year. teachers say the board's offer is not enough. they are prepared to walk just before a homecoming weekend. officials said they're prepared with a plan to keep the school operating if there is a strike. >>a fired church music director took his case right to the top. colin collette lost his job with holy family catholic church in inverness when he declared that he and his gay partner are engaged. yesterday, collette met with francis cardinal george, to appeal for help in getting his job back. >> we had a wonderful conversation. a conversation i hope will continue. he is an incredibly busy man. and he's not well. but he offered me the opportunity to meet with him it's a gift to be able to meet with them. >>the cardinal did not talk to us on camera... he said yesterday's meeting was private. governor quinn and republican challenger bruce rauner faced off in their first debate.. and they were not shy about attacking each other. >> it wouldn't pass muster with any credit rating agency because it's totally lacking. it's the only way to go. >> our credit rating has been cut 13 times under your leadership. you've never had a balanced budget in your entire career. >> that was just a small bit. during their appearance before the tribune editorial board, quinn accused rauner of not offering specific budget ideas. rauner linked quinn to rod blagojevich and house speaker michael madigan, saying they're all responsible for a failing corrupt government. take a look at this. a daredevil explorer climbed down into a very active volcano. george kourounis and a fellow adventurer actually rappelled down the interior wall of this volcano in the south pacific. kourounis wore a heat suit, and made it to within 50 feet of the bubbling hot lava. he says he was more worried about falling rocks, than about the volcano suddenly erupting while he was down there. his heat suit still bears the marks where some of the lava splashed him. but he came out of it, rain. some areas as much as three or more. flash flood watch is in effect. here is downtown chicago. a slight to moderate showers. moving out to the west, same deal. areas of moderate to heavy rain but that's it. the heaviest of the rain continues to be up along this line. it's creeping down into southern and cook county. watch out south side is coming. the rain is continuing. 67 in waukegan. 67 in kankakee. today's high is 78. heavy rain possible. showers ending tonight down to 53. temperatures stay down thursday's high only 62 friday would make 61. >> still had another check of the roads say your mother's advice to always say "thank you" is more than just good manners -- it helps you maintain relationships with others. a recent study looked at the impact of expressing gratitude and of the grain moving through. in some areas it's falling as quickly as half an inch. starting to clear out to morris but that that age is still moving through at this hour not clear yet. but in across the region, grain is moving through the area thunderstorms' potentially this afternoon. our high temperature reaches 78. a quick look at the radar, areas to the south are getting it to the worst. what are you seeing? >> is affecting the new lenox area. the entire stretch of 355 from 80 over to 88. this is 57 at the trustees. slick road conditions is the story. as this moves to the northwest, the rain will really come down and hard clip which is where we're concerned about the visibility issues. concerned with spinels and pulling water. a lot of people tend to hydroplane on those exits and entrances. looking at the map, stretch of construction in the heart of where the storm is moving. 355 and 552 right lanes out until 5:00. rain is coming down pretty well but not expecting it to
