A massive amount of subsidies is expected. These will be provided to local governments to revitalize their economies. One of Prime Minister shipso abes key policy goals is to reenergize rural areas. Local governments will receive subsidies if they come up with new ideas to revitalize their economies. But they must be approved by the central government. Among the proposals, measures to encourage people in businesses to move out from big cities to local communities may be included. Developing local specialties could be another. The money can be used to bear some of the fuel costs in cold regions or to issue shopping coupons for use in local areas. The stimulus also includes money for disasterhit regions. This would be sfoent rebuild areas hit by the march 2011 earthquake and restore areas in hiroshima that suffered a big landslide. The Government Officials plan to compile the package on saturday next week. The people who run japans top business lobby have a message for executives across the country. They want them to raise wages next spring to keep driving the cycle of Economic Growth. And they say the executives should consider increasing base pay as one option. Officials at the Japan Business federation are writing guidelines for employers to use in upcoming wage negotiations. Theyve composed a draft that says the slum in consumption has dragged on longer than expected and the economys at risk of sliding backwards into deflation. They say in their draft the government and private sector need to do Everything Possible to stop that from happening. They say businesses will do their best to boost pay as agreed by government, labor, and Business Leaders this week. And they urge exporters and other firms benefiting from the weaker yen to share their bigger profits with yorkers. They say these companies should consider increasing their base pay. Now, japans Largest Labor union federation, rango, plans to ask for a base pay raise of 2 hers or more. Labor negotiations are due to kick off in late january. Many people in japan have been promoting a shift to green energy since the Nuclear Accident 3 1 2 years ago. But Government Officials say one scheme has caused more problems than they anticipated. They say a law forcing people to buy electricity from renewable sources has caused an energy glut. The Officials Say theyll overhaul the subsidy scheme. They announced a set of reforms at a meeting of an Advisory Panel of the industry ministry. The Officials Say it will make it easier for utilities to buy the energy in a more stable way. Until now people at Power Companies have been obliged to accept all Renewable Energy at set prices. But they say theres been too much coming in and theyre worried it will strain their power grids. In september, executives at Kyushu Electric Power Company suspended purchases of solar power. People at other utilities followed suit. Government Officials Say their reforms acknowledge that solar and wind power are unpredictable. So utilities will be allowed to stop all purchases of electricity from these sources if theres a risk of oversupply. They say the rule will only apply to new contracts. Utilities will still have to buy electricity from more Stable Energy sources like geothermal and smallscale hydraulic powergeneration. Government officials plan to implement the changes mid january. Investors are worried about chinas economic outlook. The latest date o. A on the Housing Market isnt putting them at ease. A Government Survey shows prices of new homes fell in november from the previous month in almost every major city. The number of cities with falling prices outweighed those that rose for the seventh straight month. The falling prices are having a chain reaction. Housing material businesses are getting fewer orders, and potential homeowners are on the sidelines waiting for prices to fall even further. For more i spoke with jackson wong. He is associate director at united simpson securities in hong kong. First he talked about whats going on in the real estate market. Well, i think the situation is stabilizing. I think, you know, although most of the cities are still seeing declines in this survey, i think they are decelerating, i think due to several reasons. The main reason would be the china Government CutInterest Rates in november and that helped change the point of view of Interest Rate trend in the future and that helped the market. And usually toward the end of the year that would be the golden time for homeowners to become to buy houses. So i think that helped too. Sew i think these two reasons help the overall market. When are you expecting the Housing Market to bottom out . For example, early next year or later next year . Well, i think later next year the market should be bottoming out. But i think the occurrence, monetary and administrative measures only help to stabilize the market. The Underlying Health of the Housing Market is due to the fundamentals such as gdp, employment, and personal income numbers. And china is trying to boost these numbers by rolling out different stimulus and hopefully we will see that happen in the next year. However, they really dont want the prices to jump at this point because many young people are still struggling to buy houses in china. What impact do you think the current Property Market will have on the overall economy . And for related Industries Like steel and cement. Well, i think the all these related industries have been under severe effect from this tightening measures from china in the last few years. And we can tell from the stock prices they are still trading at extremely low valuations because of the infrastructure stimulus policy rolled out. And i think they are bottoming out right now because steel and cement prices seeing a bottom but no jump. So i think they are like the Housing Market. They probably will be on the sideline for a while too. Jackson, the central bank, chinas central bank, says because of the Property Market slump Economic Growth could slow to 7. 1 next year, and thats from whats expected to be about 7. 4 this year. Whats your estimate for 2014 and for 2015 . Chinas gdp number is very well maintained over last few years. So 7. 1 i think is a very comfortable number for china to achieve. And usually the final number will be slightly better than the estimates. And we know the Property Market contribute about 20 to the gdp numbers. So the slowdown in the Property Market does have some effect on the overall gdp numbers. However, im not so concerned with this number because with all this Infrastructure Projects rolled out this year, i think we should be able to maintain this growth rate. And thats the latest in business for this hour. Ill leave you with a check on markets. More and more japanese are looking to make a switch to Renewable Energy. They lost their enthusiasm for the Nuclear Industry after the Fukushima Daiichi accident in 2011. Residents of one town tapping a source of power beneath their feet. Nhk worlds masamu ikon explains. Construction is under way where the hot spring wells are located on the mountain. The goal is to supply all of the towns electricity needs locally with Renewable Energy and advertise as an ecofriendly spa town. Next march a local hydroelectric power plant will also start up. Translator i could see that there was no future if all we did was go back to the way things were before the disaster. If the town can attract tourists and rebuild by promoting Renewable Energy, we still have a chance here. Reporter and this isnt the only innovation in the town. The outside temperature is really cold at 5 celsius. But inside this greenhouse its much more comfortable. The space is being heated by surplus hot water. Hot water from the geothermal plant will run through the pipe surrounding the greenhouse. The town is also growing the west african plant known as the miracle fruit. It alters your perception, making sour foods like lemon taste sweet. Translator it will be great if we can create a new specialty product to add to the attraction. The fukushima Nuclear Accident still casts its shadow on the town. The people now have some hope. All these efforts could boost our local economy while also bringing in tourists. Reporter his project is drawing attention from across the country. This month a group was visiting from tsunagi hot springs in iwate prefecture. They were hearing concerns that it might change the quality and temperature of the hot springs. Cato talked about how they got peoples support. Translator last years heavy rains devastated our town. Were trying to find a way to rebuild. I want to take back what ive learned here and try to build a consensus. Reporter japanese Government Officials are ultimately aiming to build more largescale geothermal plants. In the meantime, they will have to rely on the success of smaller plants like the one in tuchiyu. Masami kong, nhk world, fukushima 37. Lets check the weather now. So you can make the argument, yes, this is normal, but this is definitely much more than what you normally see. Now as far as hokuriku is concerned what you typically see is the heaviest snowfall take place. We often get asked that question. Why so much snowfall there . Theres several factors. One is the mountains in north korea. You go all the way back there towards the northwest. The winds split and merge back together on the leeside of the mountains.
