The ententire ubmerged. And throughout the city by 7 00 this morning. A city spokesperson say they have received 78 calls for service. More than 160 emergency units have responded. We spoke to a nearby Business Owner that described the conditions when he got to work this morning. Back of the shop b four foot of the road. Inside the building was 6 inches of water.
