as far as severe weather goes, this is really all i'm seeing. moderate to high areas of heavy rain that will lead to water logged roads. as far as high winds and hail is concerned, not seeing that threat. we're coming in at 78 degrees right now as we continue to track scattered rain from 7:00 to 9:00 p.m. mainly dry by 11:00 p.m. more severe weather in the forecast over the weekend. i'll have updates to that coming up in about 15 minutes. the talk is over. the work is about to begin. metro's massive yearlong effort to repair the rail system kicks off at midnight. >> with it, expect a year of service delays across the region. the first phase will involve work on tracks between the boston metro station and the east falls church station in northern virginia. there will be continuous single tracking, reduced service on the orange and silver line with trains every 18 minutes on the impact west of boston. mark segraves is live in arlington with more on the big launch and what it's going to cost to do all of this work. mark? >> reporter: that's right. today standing here at the east falls church station the metro general manager revealed that the cost for the work over the next year is going to be about $60 million. but he added there's an unknown cost that will be added to that because they don't know how much revenue they're going to lose over the next year from riders who choose not to take metro. the message of the day for the next year will be patient and be prepared. the first phase begins with the orange and silver lines. large portions of the lines will be single tracking and there will be some station closures. that means fewer trains carrying more people. >> trains will run every 18 minutes with eight car we will provide additional orange line trains between boston and new carrollton. we will be providing additional metro bus, fairfax county connecter, and the darp bus service. shuttle between boston east falls church and boston west falls church. >> reporter: this is all going to cost $60 million. we learned today of a letter from 11 members of the virginia house of delegates telling metro they don't plan on giving the transit agency one more penny. coming up at 5:00, you'll hear about that letter and reaction from metro's board chairman. thousands of federal workers and agencies across the region will no doubt be impacted by safetrack in some way. opm says employees may be able to take advantage of telecommuting, flexible work schedules, and other options. a statement today says ultimately individual agencies arest project will have on their workforce and therefore agencies should make decisions regarding how to adjust. in addition, opm says employees should also plan to alter your commuting patterns if needed to fulfill your app and go to the safetrack page. right now, police are questioning several people after an early morning house raid in leesburg. it all happened along apple tree drive northeast just a few blocks away from police headquarters. our northern virginia reporter david culver is at the scene with details. >> reporter: neighbors couldn't believe what was happening in the house across the street. a police raid that started at 5:00 in the morning. the home illuminated with red and blue. police spotlights windows. watch as one person after another walks out of the house hands up, some of them just children. police have the adults lift their shirts as they check for weapons. notice the red laser focused on that man's body. >> there were several subjects that we're conducting with interviews with at this time. >> reporter: by late afternoon, investigators still combing through the house, but police not releasing much information. >> we don't want to jeopardize the ongoing nature of this investigation. >> reporter: we also saw heavily armed police and federal agents. notice they're facing outward, watching for anyone who may be approaching the home. they stopped and questions passing drivers. we are learning the city of gaithersburg is investigating the death of a 16-year-old student, santos escobar was killed yesterday. he was riding his bike when he hit a commercial sign on the sidewalk. he fell into the roadway and was hit by a suv. it's illegal to place commercial signs on the sidewalk, so now the city is trying to figure out who put it there and they're trying to determine its role in the crash. right now, helicopter and boat crews are racing against time searching for four soldiers in ft. hood, texas, missing since their truck overturned into a flooded creek during a training exercise yesterday. the tragic accident killed five other soldiers on that truck. three were rescued from the creek now swollen to nearly ten times its normal width. flooding threatening homes further north in texas. this apartment building in the city of granbury is in danger of collapsing into a nearby lake which has crested at record levels this week. 20 that building. work on the rails is about to slow traffic on the roads. the weekend traffic alert that you need to know about. heavy rain, the chance for storms, it is all happening in time for your weekend. a woman involved in a three-car crash on route 50 has died. two others were injured. police say it all started when a car hit the median guardrail last night and went airborne. it avenue and cheverly. that car slammed into a second car. that car hit a third vehicle, the one the woman was in. there's evidence that the driver that started the pileup may have been high on drugs. state highway officials are closing a stretch of central avenue in bowie for the weekend in less than an hour from now so csx rail crews can do the work. it will be on central between hall station road and hall road. the we central avenue should reopen in time for the morning rush on monday. closures will continue nearby on hall road through next thursday. a fairfax high school student faces child pornography charges. police are saying a 20-year-old used a cell phone to film another student into a bathroom stall yesterday during school suspect and then told administrators. a school resource officer investigated and he was arrested. he reportedly secretly filmed male students in the bathroom. he was released on bond this morning. the school district notified parents about the incident this morning. well, your scene unfolded on a bridge. a man crashed his car then allegedly tried to carjack several drivers. >> that's when construction workers who happened to be in the area jumped into action. darcy spencer is live along the bridge with the rest of this crazy story. >> reporter: the cutts bridge has been under construction for the last several weeks. work has stopped now because it was those construction workers who stopped that man in his tracks this morning. our cameras were out hire rolling when he was taken into custody. police actually had to taser him to get him to detained. then they put him on a stretcher, took him to a hospital for evaluation. this all started up by the lincoln memorial where he apparently crashed his car into a bus and then left the scene of the accident in the car, but then he crashed once again here on the cutts bridge, driving his car up into the sidewalk. the car was disabled. he allegedly tried to carjack several vehicles here along the bridge. that's when those construction workers realized what was happening. they detained him until police arrived. now he's facing some serious charges. >> when police did arrive on the scene, he continued to be combative. one of our officers did deploy a taser to subdue the subject. he's in our custody right now being transported to the hospital foref on a police officer, attempted carjacking, and the hit-and-run accident. >> reporter: coming up at 5:00, you'll hear from a d.c. ment of transportation worker who is out here directing traffic and he talks about what happened, what he witnessed out here today. back to you, susan. new details on the man accused in the most recent gun scare at the white house. according to court documents, when he was asked why he came to the white house, he told a secret service officer that he came there to, quote, shoot people. today federal authorities officially charged 31-year-old jesse olivieri with resisting officers with a dangerous weapon. an agent shot olivieri two weeks ago after he approached a white house checkpoint holding a gun. investigators say it may have been an attempt at suicide by cop. olivieri survived and is still in the hospital. he could spend up to 20 years in prison if convicted. turning to it sounds like we're looking at a 50/50 weekend. >> bummer. how are you? >> is that the story? >> it is the story. tomorrow we're tracking area, you can see a lot of rain to deal with right now. waldorf and gaithersburg, moving into rockville at about 4:30. bethesda at about 5:00. moving into the district at about 5:30. alexander right around that 6:00 p.m. hour. future weather not so much the location, but notice the trend as we move on into the evening hours. 6:00 still tracking areas of heavy rain. 8:00, potentially some heavy rain still hanging on. once we move past 8:00, 9:00, 10:00, 11:00 p.m., it is mainly dry. your weather headlines. tomorrow the better of the two weekend days. sunday is going to be a storm team 4 line this coming tuesday and it is bernie sanders' last chance. >> and i believe we'll come marching out with the democratic nomination. >> reporter: that math depends on some big wins and flipping the votes of superdelegates. one of those superdelegates california senator diane feinstein says sanders might change a few minds, but not enough to clinch the nomination. continuing to track some very heavy rain impacting montgomery county. one of my facebook friends just saying that rain moved through their area. now the sun is back out. only lasting about five minutes. you can see the bright colors here making its way into parts of loudoun county. still tracking some heavier rain in charles county, king george, and stafford counties. you can see the yellows, the oranges, and the reds here just starting to hit the top of the beltway, moving toward bethesda, starting to exit the gaithersburg area. i'm tracking another line of broken showers. these could hold together. if you have plans out this evening, you could be dealing with a little more rain. the heaviest rain is falling right now. temps in the 70s. bring that umbrella just in case after this main rain event exits the area. on other insects. loudoun county is also planning targeted spraying in areas where people could be at risk. health officials say 18 virginians have the virus. 17 people have it in maryland. 4 people you? >> i know he got me like four times. >> reporter: he was shot in his foot, leg, and three times in the shoulder where one bullet remains. his friend died. what was going through your mind? >> i thought i was dead. it's over now. weeks in a hospital. he is now at home recovering with help from his family. proud of your dad. >> yeah. >> reporter: why? >> because he helped someone who really needed it. >> reporter: the woman he saved survived. tordil drove to a giant in aspen hill and tried to carjack a woman. she was also shot and killed. >> he hurt a lot of families, including his own. >> lucky to be alive. it's going to take unger months to recover from his injuries. his insurance won't cover all of his medical bills. he's used up all of his sick leave and vacation time. >> if you still tracking developments with that severe flooding in texas. it turned deadly once again today. this time at the nation's largest military post. >> that's right. five soldiers training at ft. hood are dead after flash floods swept their truck away. as jay gray reports, there's still a search for more shoeolds missing in that accident. >> reporter: that's right. the soldiers recently returned from duty in south korea. they were on a training mission yesterday. today this base mourning those lost. >> reporte the training shifted to a tragedy in a matter of seconds. a tactical rover like this one rolled by the floodwaters dumping at least 12 soldiers who were swept away. five now confirmed dead. four still missing and three who suffered minor injuries. >> tragedy extends well beyond ft. hood. >> reporter: so do the floodwaters in communities in southeast texas where it's been raining for a week or more now. fort bend county is one of the hardest hit. >> 20% of the county is under water. >> reporter: and farmland turned to swampland. ranch hands on horseback are the only one to save the herd. in some areas even the ground is giving away. this apartment complex outside of dallas in jeopardy of being washed away. and this truck was. a dramatic reminder of the power of rushing water. the driver and passenger inside were able to escape. south of houston even the animals are trying toca rising water, and it wasn't an escape at this prison, but a group of inmates were forced to evacuate while texas has yet to escape. >> i've never seen anything like this. >> reporter: the effects of historic flooding across the state. forecasters say some of the hardest hit areas across the state will finally get some relief. the rain expected to stop this weekend. the investigation of our own. some stormy weather. what's the timeline for us? >> well, pat, we're going to be tracking areas of heavy rain this evening. tomorrow the better of the two weekend days. just the chance of some late day showers and thunderstorms. on sunday we'll have rain and storms at times. sunday the day we're really keeping an eye on. it is going to be a storm team 4 weather alert day. the heaviest rain parts of montgomery, fairfax, and loudoun counties. then another pocket of rain in parts of southern maryland around fredericksburg and the northern neck. this area of heavy rain now really picking up speed, moving to the south at about 25 miles an hour. it is going to be in the district within the next 10 to 15 minutes. right around 5:00 p.m. you can see some very heavy rain moving into reston and bethesda as well. this line here is bringing about 1 to maybe even close to 2 inches of rain as it moves through the region. as far as other severe weather goes, severe winds or large hail, we're not going to be tracking that this evening. the focus really just heavy rain that is going to lead to some water on area roads. currently temperatures are in the 70s. 78 in washington. 76 in rockville. 77 at dulles as well as leesburg. what we're tracking right now the main weather maker this ni head on into the later evening and overnight hours. the heaviest rain falls right now. that is leading to some water collecting on roads. tomorrow the road conditions looking overall just fine. on sunday, more concerns for water logged roads, especially later in the day on sunday. tomorrow the weather has a low to moderate impact on the day. if you have something to do outdoors, you want to cut the grass, do it tomorrow. sunday not looking to cooperate. we will have plenty of clouds around tomorrow and the chance of maybe late day showers and thunderstorms. likely tracking some rain saturday night. here's future weather. it wants to bring in some heavy rain tomorrow morning. i'm really not seeing that, but look at the overall trend. we're dry for the morning and midday hours. once we hit 4:00 p.m., we start to track some scattered showers and thunderstorms. only a chance. this isn't a definite. i think a better chance that we're tracking areas of rain -- notice rain at 8:00 mainly overnight hours. on sunday, a high temperature of 89 degrees. cloudy skies and stormy conditions. traffic alert for you. could be slow going on parts of the beltway, especially in montgomery county. two lanes along the outer loop will be closed beginning tonight between connecticut avenue and georgia avenue. crews will be fixing part of the beltway bridge. maryland highway officials expect all of the lanes to be open again by early monday morning. the actions of a maryland fisherman may have been prerg prevented a horrible tragedy. now the governor plans to honor him. shockley saved 22 people on a boat. shockley heard the mayday call, grabbed his crew, headed out. they plucked everyone off the sinking boat one by one and got them all back safely to the docks. the baltimore sun reports that governor harry hogan plans to give shockley a special citation. we're working on new down the mountain. new developments tonight in two separate and military flight crashes that happened in front of large crowds yesterday. a marine captain was killed during a blue angels flight in tennessee and an air force major was killed during a thunder birds flight for a graduation ceremony in colorado springs. >> reporter: a fireball, the smoke, and the shock. >> oh, no! >> reporter: the hornet crashed on a golf course amid a practice flight for the blue angels for this upcoming weekend. >> you could tell it was trying slow. >> reporter: killed was marine captain jeff cuss. >> we've got a fireball at the golf course. >> reporter: the five other planes landed safely. the pilot did not make it out. the blue angels performed here in new york just this past weekend showcasing the talents of the naval and marine pilots. the thunder birds did their fly over as the president looked on. >> numerous callers reporting the aircraft is down. pilot ejected. >> reporter: the pilot made it out parachuting safely to the ground as the plane fell mostly intact in a field. the president met with the pilot to thank him for his service and first responders who helped. two military show
