are waiting for a news conference to begin. the mom is expected to be at this news conference and officials are working to reunite her with her little girl. three-year-old daughter eleanor. a multi state brett has been canceled. 43-year-old michael trotta in police custody. the two again found in massachusetts. trotta is facing numerous charges include recklessly endangering another person, carjacking and other charges stemming from an assault according to police on the mother dawn bar cuss back on february 15th. lucy and iain we're waiting for this news conference to begin momentarily. explosion at a home in ocean county. more than a dozen people were hurt including firefighters and gas company workers who were trying to fix a leak before the explosion. here's a live look from skyfox at what's left of the home. the blast so powerful it sent debris flying everywhere. the home was located on oak avenue near route nine in stafford township. that's just a few miles from the garden state parkway. authorities also worked to evacuate about 75 homes in the area. fox 29's bruce gordon is live in stafford township this evening just a devastating scene, bruce. >> reporter: absolutely. lucy. we are one street over from the blast scene. it's not visible from here but it's right beyond those shrubs and fencing there total of 15 people injured in that blast 13 minor injuries. all of them utility workers police officers, firefighters. two new jersey natural gas workers took the worst of it. one is in critical condition. the other critical but stable. to put it bluntly it look like a war zone over there. amateur video shows the flaming remains of the home at 59 oak avenue after a natural gas explosion that worked this quiet neighborhood. >> when you saw the video, what was the first reaction you had upon seeing that video those pictures. >> i was floored. it's just scary. just scary. >> reporter: i till will the workers police and firefighters responded to reports avenue natural gas like and evacuate the neighbor. then just after 10:30 the blast blast. skyfox footage shows the home which had been reportededly under renovation reduced to a smoldering pile of match sticks. >> what was the nature mike of the work the guys were doing you guys were doing at the time of the explosion. >> they were in the process of identifying the potential leak. so they just -- >> did they find where it was? >> to identify the source. >> reporter: the blast was apparently centered at the curb line just in front of the home. the explosion injured more than a dozen first responders working near boo. >> mostly had hearing problems. and that was their main concern was hearing. >> this is a shock wave of sorts. >> yes. >> reporter: neighbors living blocks away felt the blast. some cases believing their own homes were under attack. >> your house shake at all? >> yes, very violently. i was came downstairs mine kitchen cabinets were open rt report you go outside and you see this is blocks away. what did you see? >> i saw that side of the house. i see like a fire. the house fire. >> house that vapor arrived. it was scary. roar report some 300 homes are for now without gas and electricity. while crews work to repair the gas line and restore service. >> we're not expecting everybody to get back in their homes right i was way. we are telling people that if they need to find some place to be tonight we've opened up the community center on 260 east bay avenue. >> reporter: those new jersey natural gas customers with questions about resumption of service can call this number. 800, 221-0051. route nine opened at this hour. but utility service to dozens of homes especially on oak avenue still very much up in the air at this hour. lucy? >> thank home page if you don't see it here first. a rough day on septa. service is slowly returning to normal after a fast might have hi moving fire in kensington. massive fire broke out around 5:00 this morning. near the york dauphin station it started in building close to the el and spread to two nearby businesses. snob hurt. firefighters got the blaze under control. despite the bitter cold. >> well, it is cold. 9 degrees so it wasn't frustrating what we do in that situation we look for multiple hydrants. one of the things we do a good job we have hydrants locations everywhere. we switch to another hydrant and the water department did a great job coming out and actually servicing those hydrants to make sure we got service. >> in philly there are about every 300 feet so a lot of hydrants out there. trains near that york dauphin station detoured for most of the day. all this played out near the warehouse where two firefighters died battling a fire in 2012. happening now the ramp where a tanker exploded in flames still closed and causing traffic delays. drivers in that area are wondering when the route 90 ram in that pennsauken will reopen. officials at the delaware river port authority just wrapped up a news conference addressing repairs to that road. fox 29's brad sattin live in lindenwold tonight at the patco administration building. brad, what have we learned? >> reporter: well, iain we can tell that you two ramps has two lanes plus of shoulder all of them still closed tonight. route 130 where it connects with route 90. it's about a mile east of the betsy ross bridge. let's show you the pictures from late yesterday morning. that huge explosion there that happened sending thick black smoke billowing into the air. update for you here that tanker driver amazing system okay. he was released from the hospital. he is with tk transport out of pennsauken. now the environmental cleanup is underway after about 8,000 gallons of gas spilled out some of it of course burned off in that huge blast. the ref of it getting into the ground and nearby creek. the remediation is now underway which includes removing at least 3-inches of soil. we're told the area of damage about 200 yards. now as for reopening the ramp from 90 to route 1 their the plan is s to get one lane reopened but first they have to do few thing. they got to get barriers up. they flood to add notches to the road for traction because the oil made that road very slick. they also got to put in new guardrail and light. as for a timetable -- >> we believe that we'll probably be able to accomplish this a few days. it depends. it depends on issues with contractors and equipment. i think in particular one of the things that has potential to be the tricky yesterday the replace many of the lighting. >> reporter: as far as a cause of the crash still undetermine right now. we heard from neighbors who said that oftentimes cars other vehicles go around that curve too fast the speed limit is 25 miles an hour just got off the phone with the camden county health department. they're telling me there are no real concerns for any residents. some of them live just 40 or 50 yards away as far as air and water, all safe to drink and breathe so to concerns there but certainly the remediation is on going and the hope that at least one lane will get open in the next few days. iain. >> have got to watch your step out there. these temperatures are keeping things icy and sleigh pre on those sidewalks out there and the polar plunge is not done with us just yet. chief meteorologist scott williams live outside old city to explain. scott? >> that's certainly right, iain. it was a cold star to the day. in fact let's look at those records we set this morning. we were close in philadelphia. we saw a low this morning of about 7 degrees. but take a look at some of the other records that fell earlier today. we tied a record of six in wilmington. the pocono mountains got down to 15 degrees below zero setting a new record. right now it's 23 in philadelphia. feels like temperatures are still pretty cold. but there will be a little bit of a warmup on the way as early as tomorrow. so cold tonight but not as frigid. we'll talk about a snow chance in the seven day forecast when i come indoors. back to you. >> all right, scott, thank you. check out this video might make driver out of the suv. >> the question tonight how could this even happen? fox 29's dave kinchen life at that car dealership in ardmore. dave, what a sight it must have been. >> reporter: it really was. investigators say it all started when an elderly woman driving that jeep brought her vehicle out of this car wash and investigators say instead of hitting the brakes she hit the gas and new right into the guardrail, over the snow bank and on to those cars. a pile up of a different kind in ardmore. smart phones were out as crews worked to remove a jeep grand cher row row resting on tom of self cars at the ardmore acura parking lot. a woman had just taken the jeep airborne and came crashing down. >> typically this is not the norm for us. most of the time our vehicles have they are wheels on the ground. >> i heard a bank. dealership service writer ryan saw the woman in her 70s just after she pulled out of nearby car wash. investigators say she hit the gas instead of the brakes and smacked into this guardrail follow beside a snow bank which actor like a ramp. >> she was driving at irate speed. i didn't know where she was going because i knew there was no turn. the air went airborne and landed right on the roof. ran over to the car immediately. i asked her if she was okay. kind of didn't seem like she was sonning right but i told her to stay where she was at and then i immediately called 911. >> brand new vehicles for sale underneath crushed. >> two are a total losses. one with minor damage. >> firefighters used special struts an -- stabilized the jeep while they rescued the driver. >> she had some injuries. did not appear service. the job got trickier. tow trucks raised the jeep while steve wilson hopped in the acura with more than 2 tons of car over his head. he stars the car up and drives it a way. >> i wanted to get the car out from underneath before anything else slipped and we had a big catastrophe here. luckily it was very minimal damage. body wise. >> thankfully no one else was hurt. this was the scene no one here plans to forget any time soon. >> i've seen good pile ups on the highway but not like this. this is a one of a kind. >> reporter: the victim was taken to the hospital where she was stabilized. we're told she will be okay. meanwhile, officials here at the dealership they say they're looking at an $85,000 loss. but they say they're insurance will take care of things. >> iain. dave, thank you new jersey governor christie says no new taxes for residents in new jersey. he delivered his annual budget address more funding will to improve the states schools. he is talking reform when it comes to a all benefit and pension system. he create add pension and health benefits study commission and says working for the state's future his administration has come up with a road map for fixing the problem. his promise coming a day after a judge ordered his administration to put such funds into the system. >> let me tell you this. we teacher can't tell me right now? ♪ the search intense an aggressive but tonight the fbi and police in massachusetts have helped find a missing delaware girl. new castle county police called off an amber alert a short time ago. three-year-old elinor trotta is going to be back with her mom soon. and today is her mom dawn's birthday. she prayed and prayed to god and gave her the best birthday present ever. police say elinor's father kidnapped her last night after he assaulted the mother. a swat team caught up to him and caught him in massachusetts today. elinor is safe and we'll have much more coming up at 6:00. happening right now, some early answers in a catastrophic commuter train crash in los angeles area. investigators now say a produce delivery truck got stuck on the tracks early this morning. the engineer of the commuter train saw the truck immediately hit the brakes but could not stop in time. this mobile phone video shows the fiery scene that erupted. tonight police are questioning that truck driver. they say that he is very cooperative. three rail cars flipped on to their sides at least 28 passengers ended up at the hospital. the train engineer is among the most severely injury. many are critical. now this all happened in 35 miles west of los angeles. federal investigators are now head to do the scene and as bad as it is, it could have been much worse. authorities say the frames of three of the cars that derailed did not completely cave in and they credit what's called a crash energy management system that absorbed the shock of the crash to say the lives of passengers. it work. authorities have not row leased the truck driver's name but say he's not from the area. >> george zimmerman will not face federal charges for shotting and killing trayvon martin. the department of justice is set to announce it will not file civil rights charges against zimmerman. the department conducting its own independent investigation after a florida court did not indict zimmerman back in 2013 for second degree murder and manslaughter. attorney general eric shoulder saying the evidence did not meet the high standard for federal hate crime prosecution. zimmerman shot martin back in 2012 as he was walking home from a store in florida near or license dough. martin's death sparked protests across the country. >> to your fox 29 winter weather authority right now. those weather headlines torque night not as brutal. temperatures in the teens. upper theirs for highs tomorrow and some snow is possible for some by thursday morning. but look at the temperatures this morning. it was seven in philadelphia. the record was two. so that is safe for us. but 25 degrees that's it. we should be in the mid 40s for this time of year and sun is setting later at about 5:47. so looking at temperatures, pretty uniform low to mid 20s out there. we have 21 in pottstown. 22 right now in wilmington. 24 in millville and 21 in atlantic city. so you factor in that wind, it feels like 14 degrees right now in the philadelphia area. as we look at ultimate doppler there is some snowfall showing up but this is to our south. and most of this will be moving on off to the east some of it though could clip sections of says sucks county maybe cape may county that's not expected to be big deal. host as we move out to the southwest, we're watching this moisture that will eventually bring some of that snow back toward our area as early as wednesday night into thursday. but by tomorrow morning major problems expected for north texas around the dallas area and then this eventually moves toward atlanta and charlotte by wednesday night. and then overnight wednesday into thursday, some of that moisture will like likely clip sections of delaware as well as south jersey. maybe an inch or two of snow is the latest thinking. we could even see a passing flurry toward the philadelphia area so we will have to watch thus forecast. but root now the models are keeping most of that energy to the south and east of i once again there could be a couple of inches that develop as we move toward your thursday morning time frame south and east. we'll monitor that forecast over the next couple of days but for tonight, one at degrees in the city. north and weren't suburban about 10. scattered clouds not as frigid hard to believe that we're talking 18 degrees for the low it's not as cold. and then for tomorrow, 37 degrees for the high temperature. but that is still below where we should be for this time of year. a mixture of sun and clouds. we're calling that non as harsh. so tomorrow looks like a pretty miss day. and then as we move toward your thursday once again we'll be watching that system that right now is in the southwest so still has long way to travel but we could see some of that snow in sections of extreme south jersey and southern delaware. temperatures colder by 10 degrees. wednesday into thursday. 27 degrees will be the high temperature stays cold for friday upper 20s. the weekend right now is going to start below freezing 31 on saturday. then sunday clouds increase but yeah temperatures milder. 43 degrees will be the high on sunday. there might be a late day shower chance on sunday. but monday right now looks like a better chance for some rainfall. 46 for the high. and then maybe some rain and wet snow as we move toward tuesday of next week with temperatures topping out in the mid to upper 30s. so, a little bit of roller coaster ride. tomorrow is nice. then thursday morning we're watching for snow for some. >> all right. sounds good, horse jeff cole and follow fox 29 investigates. >> reporter: donna mack well a single mom in burlington county is raising the youngest four of her eight children in this springfield mobile home. she lost her job as a cashier and faces medical problems in her family. maxwell is proud shows been able to stay in her hometown of almost 50 years until now. >> this is trailer on piece of property acre an quarter the kids have been made fun of it so much all eight kids because we live in trailer but it's so funny all that you are friends want to come here. because this is where the love is. this is a home. it's not much but it's ours. >> reporter: but that's the problem. this run down trailer and the surrounding land doesn't belong to mack well. not any longer. in fact, she has just two months before she must get out. she's facing a spring evict. so who is telling her to left? who owns the property. you may not leave it. the life center academy religious skull foreclosed on the property. it's been placed under the control of another entity with an address at the fountain of live center, a church located on what it calls a spiritual oasis in burlington. so how did this come about? well when taxes aren't paid new jersey law allows communities to sell what are called tax lean at auction. anybody can bid. pay off the taxes and then demand repayment from the property owner plus interest. fail to pay and they can move to take the home. that is what's happened to donna maxwell and her family. isn't so your understanding is this church has paid these taxes? >> yup. >> reporter: because it wants this property. >> yes. >> it will throw you the hell out of here. >> i've asked if we could rent and the lady i called last week she won't return my phone call. >> reporter: it work this way. the group buys the back taxes can file the home or foreclose after two years. if the banks stay out of it it falls into their lap for the little they payed. there were 54,004 closure filings in new jersey last year. the most since 2010. more than 2,000 were filed on people who didn't pay their tax taxes. mack well' leans were bought for only a couple thousand dollars 14 years ago. but the school is allowed to charge 18% interest under the law. she's now told she owes a stunning 55 grant. >> came here at 22 and i'm leaving at 50. this is the life offing. >> maxwell fell behind when her dad who helped her pay the tax bills got ill. the land is actual until an ex-husband's name but he's out of the picture. she says she thought an earlier bankruptcy would protect her family. >> you think you're drowning. >> i feel like i am. think about. where you going to go. when they come and throw you out out, your stuff is left behind. i don't have money for storage. so we'll take what we can take and that's it. >> reporter: wet we wanted to know why a church is wrapped up in this. meet executive pastor david bowed win. >> let me tell you we've heard from folks who are really concerned and upset about it. i think you could probably -- >> donna maxwell. >> i don't know her. >> surprised that a church is in the tax lien business? so was our financial expert. >> i've been doing this a long time i've been working with non-profits and i've been managing money for long time. i've never once heard of a non-life profit let alone religious non-profit buying tax leans. >> dan rocatto at a fox 29 contributor and serve as the mayor and councilman in new jersey. buying tax leans is clearly an appropriate and legal tool he says but he does wonder why any church would go down this path. >> i suspect most congregants might be very uncomfortable with the concept of buying tax sales ultimately foreclosing foreclosing on create creating more homeless instead of less homeless. >> it's gotten ms. see a few years back a business controlled by the fountain of live center the church drew the attention of anti-trust investigation at the justice department. that business was charged with conspiracy pleaded guilty, paid a fine and got probation. now a civil lawsuit that names the church may cost a quarter million dollars. remember pastor bowed win?
