Unpaid vendor bills ring in Lowell School Committee's new year

LOWELL — Old and recurring accounting problems opened the new year as Lowell Public Schools Chief Financial Officer Billie Jo Turner presented the newly inaugurated School Committee with an almost 100-page packet of more than $400,000 of so-called bad bills.
