24 more injured. As you can imagine, even though it is a sunday in las vegas, it is still a very festive scene. A lot of concerts, lot of venues, lot of people on the strip. That is a very different scene at this hour according to our reporters on the ground. We have the story covered for you. We want to begin with nbc correspondent Steve Patterson whos been there throughout the course of this ordeal. Steve, why dont you bring us up to speed on what youve seen over the last couple hours since this incident began to unfold. Where are you in relation to the reports of the active shooter at the Music Festival . Reporter this is the corner of tropicana and las vegas boulevard. As probably a Central Location as you can get on the vegas strip. There are obviously the famous casinos, mgm, tropicana behind me. Back at the tropicana, this building here, where we are, this active police scene where you see people combing the streets here, stretchers, ambulances, squad cars. At that point is at playbopla y where the concert took place. Victims on the ground told us basically they were at that concert, there were performers on stage. They were enjoying themselves and then heard what sounded like bursts and bursts and bursts. What they first believed to be as you said, a fess sieve scene, vegas strip. They thought they were fireworks. The performances continued until it was clear that those were gunshots. Those people stampeded away from the location on to the vegas strip. As you imagine, the revelry never stopped here. You have a mass of people on the strip, a mass of people flooding from that location, trying to get away from the scene. Police pushing in. This has been calm for the better part of an hour, just like that. Police have a lock on it. Theyve pushed pedestrians out. Weve seen them in full riot gear going from property to property making sure people are safe. People are moving on the strip at this point. It sounds like reports that flights are coming in, and sort of some of the activity that you would see at this time early on a monday is starting to resume. It corroborates with the reporting from police that they believe that the situation is safe. They believe whoever did the shooting is down, and they dont believe that there are other shooters at least in this location and in this area. So police do believe that theyve cleared at least this scene, although they continue to keep a lock on it. They continue to keep an eye on it, and they continue to comb the multiple hotel and Casino Properties to make sure the area is safe. Steve patterson giving us the streetlevel view. Id like to bring in retired atf special agent in charge, jim cavanaugh, joining us now. Youve been with us for the better part of the last hour analyzing the scenes that weve been seeing, some of the sounds that weve been hearing from a lot of the usergenerated content from concertgoers or what news camera footage captured. Give us your initial assessment in terms of how youve seen this play out. What have you learned from the information i was relaying to you . Reporter from the witnesses we heard, talking on camera to msnbc and nbc reporters, watching them talk about what they heard and saw and to video posted on msnbc and various National Media sites, you can hear the submarine gun fire, and say it could be, it might be no, it absolutely is submarine gun fire. And youre reporting around the world, youve heard it clearly. When you listen to the clips, there will be no doubt in your mind, the trigger is held down, and the rounds empty out. It sounded to me like there was four could be five, maybe three to five magazines, 30 rounds each. Theres a delay in between the magazines. Thats when the people get up and try to run. When they dont hear the shooting. Its likely the shooter is changing magazines. Joe fryer is in mandalay bay, and he has a great Vantage Point. Another scene, if the shooter was shooting from an elevated position and did not have access to the roofs, that means they were shooting through a window. Hotels generally dont have windows you can open. The window would have to be cut off or broke r broken in a small part broken in a small part. Then a rifle stuck out the window. If what the witnesses say holds true. Multiple witnesses said it seems like it was coming from the sky or elevated position or on high. No one reported actually seeing the shooter. Again, that goes back to maybe he was at an elevated position. And we know from Metro Las Vegas p. D. , the shooter is in a room in the hotel. That again backs up shooting from an elevated position. Its coming together in bits and pieces. It didnt sound from the quick review a couple of times i heard the video that it was anything that one person could not have done. It could have been just one person. There was some semiautomatic fi fire after the fully automatic fire but that may have been a shooter with a hague, another rifle, switch a handgun, another rifle, switched to semiautomatic rifle or a Police Officer shooting when he saw the flashes at the window. Were not clear on that. Shooting into a crowd that large with a submachine gun from an elevated position, its going to cause this number of casualties. Of course, the highvelocity rifle rounds are devastating, as you know. Let me ask you one question if i may. And again, its important to emphasize, we dont know anything yet about the shooter or motivations or identity. We are expecting a press conference from the Las Vegas Police department that will begin any moment. I apologize if i have to interrupt you. Obviously the first thing that kind of jumps out given what weve seen over the past several Months Overseas and the attack in manchester at a concert, is it too early, you think, to look and say that there may be similarities . Beyond the fact that this is what is sometimes referred to as a soft target . You would think that hotels like the at the Las Vegas Strip certainly would be pretty secure in not allowing somebodying to enter their compound or hotel on the premises with a weapon. Right. The risk and problem with hotels is you ask take the rifle, break it in half, put it in your luggage. You can carry long luggage that looks like a golf bag and get it in. Just for the price of a room, you can get a hotel and get into an elevated position. In most hotels, the security is not made to stop the attack. We dont know the motive, but we have to look at the target as indicators of motivation. We look at people, who is going to the concert. We look at manchester, bataclan. We know terrorists have attacked those venues. We can go back to the early al qaeda days, the early 90s, post the First World Trade Center bombing and on through, and las vegas was always on the tip of their tongue. You can find many examples of terrorists in the middle east talking about las vegas as a symbol of the decadent west. And Las Vegas Police know this better than anybody and practice and drill for just such a problem. Like other large cities, its a target, a a spoken target by terrorists. Yet we dont know that thats what this is. Yeah. Exactly. This is this is not a not someone whos trying to rob the bank. This is someone who is killing for power. Maybe political theater. Maybe hate. These are the motiving that are possible. For someone to check into a hotel and bring rifles and ammunition, even one person a certain degree of premeditation involveded so involved in Something Like that. Thats right. Planning, logistics to it. Likely they have him down. When they say the suspects down, what theyre saying is hes down, he could be wounded or deceased, and they havent totaled secured the situation. If you totally secured the situation. If you have this, youre talking about a suicide belt, a bomb. They have to carefully get the bomb squad, get cameras in there, secure it. That takes time and the vehicle, as well. They had a suspicious suv with a possible device or suspicious package. Let me jump in. Well ask you to stick with us. Well come back momentarily. Steve patterson is still outside on the Las Vegas Strip. Steve, you heard there jim talking about the followup in terms of what the police may be trying to do, securing the area, potentially any other activity involving explosives that may have been planted . Any other potential threat . What can you tell us in terms of the Police Investigation or active scene behind you in terms of what police are doing at this point . Are you seeing anything perhaps from your Vantage Point it could be happening, but what are you seeing to substantiate that . Reporter obviously were not in an elevated position. Our Vantage Point is what you see, what you get. I want to stand back and show you. This scene has been clamped down. Its looked like this. For now at least more than an hour. Police have had a total lock on the scene. It is quiet from what the strip, particularly this location should be at any point in any day. Obviously its an eerie scene. Police have lock thursday locked this down. Earlier we saw teams of roving police seemingly in squads. They would comb basically in every direction from this branching or staging area in multiple locations combing through multiple properties wearing s. W. A. T. Gear, helmets, kevlar, using long guns. Crouching behind squad cars, pushing people out with their hands up from these properties. What you see now is some of that but a lighter version. You know, not too long ago, i would say while this clamped down scene has been the way it is now, weve still continued to see police with long guns combing the area. So i dont think theyre going to take any chances. Despite reports that a shooter is down, despite reports saying that Police Believe that there are no more active shooters, that they have a lock on the scene here in las vegas, we continue to see squad cars and activity move in and out of this scene at least from where my Vantage Point is right now. Okay. Steve patterson. And now joining us good to talk to you this morning. Sort of looking at the scene, talk about any foot traffic. From what we had understand las vegas even this time of night there are a lot of people walking back and forth. I know in situations like this, they want to secure the perimeter as you were talking about even when they say one shooter is down, likely no others out there. Are we seeing foot traffic resume . Im seeing people behind you as i see you now. Somewhat surprising considering the situation there. Reporter you cant push everybody effectively out of the vegas strip, effectively pushing everybody off the street. What we have seen are people moving this location, Police Moving them back as far as possible. Getting them out of the scene. We want to resume coverage and go to kxnv covering the scene. Screaming, crying. Fences were split, doors were open. There was no vip section. We ran in the building and just hid pretty much. Reporter youre happy your mother is inside her room safe. Shes been texting saying thank you very much. Seeing that my family is back together. And i know your father here is relieved because he had a cell phone that was dead. And i know that mean people out here are just wondering what is happening to their loved ones. Where theyre at. So many people got separated during this scene. Thats whats going on here. South las vegas boulevard. More people getting transported to the town center area. For now, back to you. It looks like rtc buses are being brought to move people away from the vegas strip. Thats a good sign. Its good to see the beginnings of reunions there. Were hearing from our ksnv, our local affiliate. Someone talking to them, relieved to be safe and sound after the tragic situation, talking to family. And Steve Patterson is on the vegas strip. I want to resume our conversation. Talking about how authorities are securing the primmer to make sure people arent walking into this the perimeter to make sure people arent walking into this situation. Reporter we have multiple teams on the ground. We have one team that is trying to come to our close to our location. They were told by police thats not going to happen. You see police have a large lockdown on a wide swath of the vegas strip. It stems at least from my Vantage Point from this location. Again, we saw teams in place more than an hour ago when it was active, teeming with activity. Police were swarming in multiple locations trying to push people out as far back as possible and keep a lock on the scene. Obviously for safety reasons, but obviously to keep the operation flowing from not only where this is but back to where the country Music Festival was under the mandalay bay not too far back directly behind me. Police, again, continuing to do the work of making sure the area is safe. And obviously thats worked. Well continue throughout the night as they continue to keep a lock on the scene. To keep people out of this location, and to continue to do the operation that you see behind me. I want to toss to joe fryer. You have been reporting from your Vantage Point. Have you gotten the sense in the last couple of minutes, the hotel youre at, similar to others, have they eased up the lockdown that was in place once the incident began now that Las Vegas PoliceDepartment Said they dont believe there are any more shooters . Reporter yeah, we simply dont know. We have not received information. There hasnt been a lot of communication. Its not like there was a speaker telling people what to do. Initially when this started a couple of hours ago, one of might have producers called down to see what was going on. They said the hotel was under lockdown. They were looking high up, down at the strip. We havent received new information, we havent gotten anyone to tell us. Were staying here because we know there is a Police Presence at this hotel. We dont want to be out creating any sort of situation. Weve been staying put. We know that down below mandalay bay theyve been trying to get people out of the area. Theyve continued to try and sort of clear the strip area from people who are on the ground right now. People in their hotel rooms. We assume many in their hotel rooms when this started have been staying put. Of course, its possible many of them heard this and wanted to get out of the hotel facility. Once again, i want to show you our von the gentlemantage point. I dont want the light reflecting off the windows and it gives you a better look at what weve been seeing. Were in the mandalay bay complex. Youre looking kitty corner from here. Its dark, but that is where the country Music Festival was taking place tonight. There was music and singing when suddenly they heard the shots of gunfire. Most thought it was fireworks at first and found it was gunfire. We dont know where it was coming from. Were waiting to hear from police. You take a look, obviously the streets are only filled at this point with police and ambulances. The Police Presence not as strong as it was an hour and a half, two hours ago when police were rushing to the area, responding to the situation. Also ambulances rushing to this area to try and take care of those who were injured. We know in situations like this, its not just ambulances transporting the wounded. Police officers according to witnesses, taking the wound wanted and trying to get them to officers and cars taking them to hospitals. Umc is the main trauma center. Theyve been filled to capacity, and other hospitals have been trying to pitch in to help. As we pan to the right, you see more darkness, some of the lights, mccarron airport, the main airport in and out of las vegas. It sits right next to mandalay bay, next to the strip. We know that flights going in and out of that airport did come to a halt later tonight out of concern for safety. We have new audio. Reporter police were pushing us toward girard because they believed the shooters have some type of possible situation going on where theyre pretty high up there. We saw the helicopter flying around over and over and over in this area. Weve not seen the helicopter recently. When we came down the i15 a short time ago, police had russell road blocked off there. And then down the street, we could see people hiding out in vehicles. A man came out, his shirt was bloody. He said several of his friends had gotten shot. He was devastated. He pushed our cameraman out of the way and saying, get out of here, get out of here. And at first he signaled us to ask us, you know, come in, please help. His friends, the people he witnessed getting shot while inside the harvest festival. A couple of other people believed it was more than one shooter. Of course, we need to confirm that yet. We dont know how many people. We have people walking up and down las vegas boulevard, not under cover. I would say, i believe the police would be concerned about other peoples safety especially if they dont know what exactly is going out of here. Were trying to gather more information from people inside the festival. People who are walking around. But there were many people trying to flee down south las vegas boulevard and other people trying to get a handle on exactly what happened inside here tonight. They said they heard some type of automatic weapon. When we were getting public worked down by police, police said, please move out of our way, get down toward the four seasons drive area because they believe theres an automatic weapon out here somewhere tonight. We will stay here and gather more information as the night goes on. You were listening to a report from ksnv and referring to active shooters. It is confirmed from Las Vegas Police department that one shooter is down. They believe the scene is secure. John, when you were talking earlier on msnbc, you confirmed you thought the shooting was coming from a higher area. And anybody whos visited the vegas strip, there are a lot of places the shooting could have come from considering the buildings on the strip. Talk about that. Is that something youre still confident on . We are seeing more reports on line, as well, referring to the fact they believe the shooting may have come from a higher area. Reporter you can never rely just on one witness. When you have multiple witnesses, it starts to get little more stronger, if you will. Its not absolute at this time. We have no reports of anybody on the ground seeing the shooter or someone moving through with a rifle. Each witness that was on since this broke a few hours ago has been talking about the shots sounded like they were coming from on high. Coming from up in the air, an elevated position. If you watch some of the video posted, used by m. S. And on the Los Angeles Times web and others, theres witness cell phone video. And you can hear the submarine gun fire. And it may be from an elevated position. We add that metro vegas police said they had a shooter down in the room. [ gunfire ] theres the submarine gun fire, you can clearly hear it. We want to play the video that we have that was captured by one of the witnesses. Take a listen to. [ siren ] [ gunfire ] [ screams ] what was that . It sounded like gunshots. What is it . Jim, upper describing that without as a you were describing that as without a doubt machine gun fire. It sounds like a 30round magazine. It sounds like he shoots, empties it, changes it. Thats the silence in between when the people try to get away. He reloads another 30round magazine and shoots again. Maybe looking for targets. Then he shoots again. He looks like he unloads a few, three or four, three to five, its hard to tell. The veeps not complete. That goes on. Theres a few single shots afterward. The same shooter could have a handgun, rifle, semiautomatic mode. If hes in an elevated position shooting on the crowd, thats how you could kill people and wound 24 people. Youre shooting into the crowd from a Vantage Point. Was he neutralized, shot, apprehended . How would you read into that . Reporter down meaning not in custody. Not with, you know, necessarily in handcuffs or taken to jail. Down means just that down. Could be dead or wounded in the location that Tactical Operators from s. W. A. T. Have an eye on. They can see him. They know where he is, but theyre not approaching. And what theyre when that report initially came in, what they would be doing is, you know, theyre going to send a robot in, put a camera in, see if he has a bomb on him, a suicide belt, if theres any other shooters in the room. When they see someone down, they can also see that through their long rifle scopes, see down a hallway on, a quick peek. They can see it with remote camera tools. It just means down. They have rifle coverage on him. The shooting happening at 10 30, reporting that the suspect was down i believe about three hours after the shooting. I may be a little bit off on the timing. Is it surprising that they were to apprehend or report the suspect being down that quickly . How difficult is it to locate the area . You see how panicked and random it could be to people on the ground. You can see the flashes of muzzle. The officers werent there that early. Theyve have to get in the Vantage Point. S. W. A. T. Snipers can get there from a distance, from behind an Armored Vehicle and look at the front of that casino, the mandalay bay. They could possibly see the man in the room with a broken window, a window cut, and could take him out with a long shot. Thats the possibility. Sorry to interrupt you, but were going to the press conference we were talking about earlier. Lets take a listen. Im not putting that on one, two, three, four, five, six, seven, eight, nine, ten. Everyone good . Were seeing the officials and authorities preparing for that press conference. This will be the first time we are hearing from officials in las vegas on the incident that happened as we heard, beginning around 10 30 p. M. Local time. In the last hour or so, the Las Vegas Police department has confirmed that they do not believe there were shooters. The death toll as of now is that two people were killed, nearly two dozen injured. Im sure authorities will be proving us. Lets take a listen. Good evening. Obviously im Sheriff Joe Lombardo from clark county. Im here to talk about the tragic event thats taken place and is currently taking place at the mandalay bay on the las vegas boulevard south. We experienced an active shooter situation approximately 10 08 tonight, this evening. We had calls come in to dispatch of multiple shots being fired from the direction of the mandalay bay toward the route 91 concert that was taking place on the east side of las vegas boulevard. Through investigation and response, we determined there was a shooter on the 32nd floor of the mandalay bay. Officers responded to that location and engaged a suspect at that location. He is dead currently. He has been identified. Hes a local resident. I will not release his name at this time. We are interested in a kpcompann traveling with him.
