Windows Server vNext build 25931 for Windows Insiders adds Azure Arc-enabled servers

The Windows Server vNext build 25931 also has a new Storage Replica Enhanced Log for improvements in block replication. Users who are validating upgrades from Windows Server 2019 should not get this.
