For a short time, as opposed to a wall of somewhere less tall buildings, like the wall of Apartment Hotel buildings along Central Park South that cover a segment of the southern portion of the park for much of the day throughout the year. Here to talk about that is new York City Council member thank you for being here. Youre a tough negotiator. Born and raised in new york city. You love the city and the people in it. Youve been fighting for the rights of the community. Tell me what youve been doing. Well, we have endless numbers of development questions on the east side of manhattan. Not just the super tall buildings, but the sale of stiveson. Weve spent time trying to make sure that the public is getting a decent and fair shake out of these projects. Christina i like the idea of negotiating with the Companies Like Sl Green Realty and saying if youre going to build this large skyscraper, youll have to give the Community Something in exchange. What happened . Thats right. Its a perfect example of a building which is going to have huge Economic Development opportunities for new yorkers, but its going to have impact. We know that if youre going to put a large commercial building right next to Grand Central, its going to mean more people will be using the terminal. It will mean that more people will want to access the lexington avenue subway, more than do today. So we demanded that in exchange for the Development Rights that they were going to get to build their building, that they put in significant improvements to Grand Central. Christina 220 million. What does that buy you . A lot. Its unprecedented, the amount of improvements youre going to see all done by the private developer. They cant occupy their building until those improvements are done. It includes adding new entrances and exits for Grand Central, changing the platforms so the trains can move more quickly in and out of Grand Central so you can have more trains passing through. Its a bottleneck at that point. Were going to free it up and open up and create transit halls to give people a safe, clean, easy way to access mass transit. Thats what this needs to be about. Thats what we were able to deliver in connection with that rezoning. Christina you hit on a real key point of what happens when one of these super skyscrapers goes up. You have relatively small footprint, thousands and thousands of people live there. Theyll put stress on the infrastructure. What else do you think might hit your concern list . Weve seen this happen. We saw a Development Boom in the years when i first came into office in the public schools. They were crunched. We had wait lists for kindergarten. You see it now in our conversation about commercial zoning. What do we need to do to accommodate Office Workers we hope will come and stay and make district. Now you have these oddities, the super tall residential towers, which are really not designed to be residential buildings for new yorkers. Theyre more for the russians and people who can spend 100 million. Christina or the chinese. Whoever can afford that. They create opportunity costs as to what you might have otherwise been able to do. Youve got the shadow impacts. Christina lets talk about the shadow impacts. Some people say we need sunshine. It might shade most of South Central park where its 20 degrees colder in the winter. What are we going to do about the children and elderly that want to enjoy sun . Its a fair concern. A lot of the area is in shade already because of existing buildings. Theres no question that you have incremental additional impacts. Its like the tail is wagging the dog a bit. The question is what is the buildings . Theres no transit improvements like we got in vanderbilt. Theres no housing being created for average new yorkers. People are asking what exactly are we getting out of these developments . Christina youve made an historic landmark decision. Youve really done something good for new york. Well, thank you. We want to continue that conversation and make sure when particularly where theres public approvals, that we are delivering certainty to the public and improving our infrastructure and taking a look at the question of broader rules and whether these super towers should be so and whether theres a certain point in which the public should be involved. Christina looks like the public gets a winwin here. Congratulations. Thank you very much. Christina youre fighting the all right. Turning to some news right now, an explosion in bangkok, thailand, killed 18 people, and injured more than 100. It happened at a popular shrine, a key political protest site. Another bomb was found nearby. No group has claimed responsibility for the attack. Police on long island arrested a suspect wanted for a murder that happened outside a wedding back in 1999. Reporter theres a chance to make things more confusing, more scientific models, including the National Weather service, already see a strong el nino building, which in the past meant an easy winter for us. Even el ninos impact on the east coast has been losing power. Some prefer to deal with their forecasts in realtime. Ill see what happens when winter comes around. Reporter maybe thats about strategy.
