A state appeals court has upheld California s fees on large manufacturers of paints and other products that emit air pollutants known as volatile organic compounds, which can cause illnesses such as asthma when inhaled indoors and also contribute to smog.
Sources of the pollutants include consumer products such as detergents, hair sprays and insecticides, as well as paints, stains and lacquers on outdoor buildings. Health officials say the compounds are an ingredient of ozone and small air particulates that can cause respiratory illness.
