LOS ALAMITOS, CA The parents of Orange County murder victims joined prosecutors and crime victims Monday calling for criminal justice reform during a rally for victims of violent crime. The crowd gathered at the annual victim s rights rally sponsored by the Orange County District Attorney s Office.
Steve Herr, the father of Sam Herr, whose killer,Daniel Wozniak, was sentenced to death, said he felt relief after jurors reached verdicts 6 1/2 years after his son s murder. That relief was shortlived after Gov. Gavin Newsom halted the death penalty in California.
With broad support from law enforcement and prosecutors, legislation preventing fraudulent unemployment claims has passed out of the Assembly’s Consumer Privacy and Protection Committee. AB 110, authored by Assemblywoman Cottie Petrie-Norris, will require the Employment Development Department (EDD) to cross-check incarceration records in order to prevent paying fraudulent benefits.
“In the midst of this terrible crisis, fraudsters and criminals spotted an opportunity to bilk California taxpayers for billions of dollars,” said Assemblywoman Cottie Petrie-Norris (D-Laguna Beach). “AB110 is a simple, common sense step to stop unemployment insurance fraud involving California inmates.”

A man who poisoned eight homeless people in a Southern California beach town so he could videotape their reactions was sentenced Friday to four years in state prison.
William Cable, 38, of San Andreas in Northern California, was sentenced after pleading guilty to poisoning, injuring an elderly person, and other felony and misdemeanor charges, according to the Orange County district attorney s office.
Prosecutors said that last May, Cable gave homeless people in Huntington Beach food laced with oleoresin capsicum, which officials described as being twice as strong as pepper spray used by police.
Some victims were told they were participating in a spicy food challenge and others were not, authorities said. Some were given other food and beer to get them to eat the poisoned food.
