Oregon State University will recognize Juneteenth as a university holiday on June 18, 2021, underscoring the university’s commitment to leading change and dismantling systemic racism.
Juneteenth acknowledges the end of slavery in the United States in 1865, two years after adoption of the Emancipation Proclamation, and is a long-standing African American holiday, honoring Black history, culture, resistance and resilience.
“The treatment, experiences and struggles of Black Americans in Oregon are well documented,” said Charlene Alexander, OSU vice president and chief diversity officer. “We encourage all OSU employees and students to observe this day in support of Black Americans and a commitment to end systemic racism.”

On April 23, 2021, at 7:57 a.m., a Portland Police Bureau officer assigned to the Central Precinct drove by a parked, no plated vehicle with a subject asleep at the wheel. The vehicle was parked near the intersection of SE 14th Ave and SE Main St. The officer stopped to investigate and could see a firearm inside the car.
Additional officers responded to assist. Officers continued their investigation, eventually seizing $11,000 in cash, drugs, and two guns.
The subject, 28 year-old Patrick Rocha Dacosta, was safely taken into custody and transported to the Multnomah County Detention Center. Dacosta was charged with Felon in Possession of a Firearm (x2), Possession of a Loaded Firearm in Public (x2), Delivery of Methamphetamine, and Possession of Methamphetamine.
