Metro Manila (CNN Philippines, February 10) “Alarmed” by China’s enactment of a law that allows its Coast Guard to fire on foreign vessels, the Chief of Staff of the Armed Forces said he has ordered the deployment of more forces to the West Philippine Sea.
“It’s quite alarming,” AFP Chief of Staff Lt. Gen. Cirilito Sobejana told reporters on Wednesday.
“As a reaction to that… I directed immediately the Philippine Navy to provide more ships to Western Command para makapagdagdag tayo ng (so we can increase the) frequency of Philippine patrols ensuring that the Filipino fishermen are safe and secured while they are fishing in that part of the country,” Sobejana said.
Chilling effect refers to that pause in the writer as he composes his words, says Alfredo Molo III, counsel for the petitioners. It is the hesitation inside the mind of the speaker because of a vague and overbroad law. He doesn’t know whether the next word he will say will be criminal or in this case, mark him as a terrorist.

In a manifestation submitted to the high court, Carpio’s group said that a social media account under the name “Antonio Parlade” had published a post directed against Inquirer.net’s Tetch Torres-Tupas claiming that her story on the two members of the Aeta community seeking help from the SC after being allegedly tortured by state forces was “FAKE.”
