The Victorian Government has blamed an administrative error for the blunder.
However, affected businesses told 9News the error has left their bank accounts in turmoil.
Jaci Hicken, who owns cooking school Jacican in Gippsland, received $20,000 from the fund in December and was told this week she must pay the whole sum back. I ve used some of the money to pay insurance, because it was due in January, she said. It does mean that my bank account goes from having money in it, to [having] $86 dollars left in it.
