By the end of April, Chile reached more than 1 million cases of Coranavirus and reported more than 7,000 new COVID-19 cases per day. In response, the Government announced a return to complete lockdown (Phase 1) for most of the country (83 per cent of the population), and a daily curfew was implemented from 9 pm. Despite Chile becoming the world second leader of COVID-19 vaccination administration doses per capita, R4V partners reported that some refugees and migrants from Venezuela were not approaching the health authorities to get vaccinated out of fear of being expelled from the country.

Migrants must be allowed to stay in Chile while
their cases are being individually assessed or risk

In line with international human
rights norms and standards, the experts called on the
Government of Chile to immediately stop collectively
expelling migrants.
“Deportations of migrants cannot
be carried out in a summary manner but require a
case-by-case determination of their international protection
needs, taking into account humanitarian considerations of
their family roots, social ties and other relevant
circumstances”, said

UN experts today called on Chile to immediately stop all plans of collective expulsion of migrants, saying they are entitled to individual assessment and to stay in the country while their situation is considered in line with international human rights norms and standards.
“Deportations of migrants cannot be carried out in a summary manner but require a case-by-case determination of their international protection needs, taking into account humanitarian considerations of their family roots, social ties and other relevant circumstances,” said the Special Rapporteur on the human rights of migrants, Felipe González Morales.
Since February 2021, hundreds of migrants have been expelled from Chile, in the absence of a genuine individual evaluation of each person’s situation and without any possibility for them to apply for protection under international human rights and refugee law.
