Yuma, Arizona - On May 12, 2021, Ricardo Ruan was captured by members of the Arizona WANTED Violent Offender Task Force to answer to the 2018 crimes of sexual assault of a minor, sexual contact with a minor and kidnapping.
“These types of horrific crimes against children demands a strong response,” said United States Marshal David Gonzales. “This arrest is an example of law enforcement working collaboratively to remove dangerous individuals from the community.”
It is alleged that in July of 2018, Ricardo Ruan, 24, sexually assaulted the 15-year-old victim at his residence in Yuma, AZ. Ruan is accused of physically assaulting the victim, preventing her from being able to leave the home, before sexually assaulting her. The under-age victim ultimately lost consciousness and was abandoned, alone in the residence.

PHOENIX (KYMA, KECY) - A Phoenix teacher was arrested after accused of having a sexual relationship with a minor.
The United States Marshals Service (USMS) said the man was arrested in Chicago after officials issued an arrest warrant for Justin Walters in Maricopa County on May 6.
USMS said Walters was the victim s teacher and groomed her before beginning a sexual relationship with her. After being interviewed by Phoenix police, Walters left Arizona.
“Perpetrators of child abuse often “groom” and manipulate their victims by establishing power in the relationship. This was the case with Walters, who was the victim’s teacher,” said the United States Marshal David Gonzales. “Walters’ arrest will ensure that he will no longer be in a position to exploit children.”

On May 06, 2021, an arrest warrant was issued in Maricopa County for Justin Walters, 29, on 10 counts of sexual contact with a minor. These charges stem from a longstanding relationship where Walters was the victim’s schoolteacher and groomed her before beginning a sexual relationship with her. Shortly after being interviewed by Phoenix Police detectives regarding these allegations, Walters left Arizona.
