Senator Patricia Bates (R-Laguna Niguel) announced that she has reintroduced “Brandon’s Law” (Senate Bill 434) to prohibit an operator of rehabilitation treatment facilities from providing any form of false advertising or marketing services. The new bipartisan bill is identical to last year’s Senate Bill 863, which Sen. Bates placed on hold due to the COVID-19 pandemic and is similar to Senate Bill 589 that Governor Gavin Newsom vetoed in 2019.
“I’m not giving up on the fight to end abuses in the rehab industry,” said Senator Bates, a former social worker. “No one should ever have to experience what Brandon Nelson and his family did when seeking care. My bill will help protect patients and honor Brandon’s memory.”
State regulators have reinstated some payments to the Borrego Community Health Foundation but will continue withholding millions of dollars in billings for dental visits that are at the center of an ongoing criminal investigation led by the FBI.
According to an agreement released by the California Department of Health Care Services, almost $10 million in Medi-Cal reimbursements will be returned to the healthcare provider known as Borrego Health. The foundation also will be paid for medical services provided going forward.
But state officials will continue to retain all payments related to dental services some $15.6 million since Medi-Cal reimbursements were suspended in November.

Leigh Ann Simmons, a professor and chair in the Department of Human Ecology and co-director of the Perinatal Origins of Disparities Center, has received a $3 million award to build and strengthen community-based health and social supports systems in Yolo County to address adverse childhood experiences (ACEs) and toxic stress.
ACEs can include experiences such as witnessing violence in the home or community, abuse or neglect. Research has shown that ACEs and toxic stress in childhood can have lifelong negative consequences on health and well-being. Some of the health consequences include higher rates of chronic disease, shorter life span, homelessness, unemployment and behavioral health problems.
