McDougall Review into icare handed down

Treasurer, Minister for Digital, Minister for Customer Service The NSW Government acknowledges and welcomes the recommendations of the fast tracked icare and State Insurance and Care Governance Act 2015 Independent Review, handed down by retired Supreme Court Judge Hon. Robert McDougall QC today. Mr McDougall conducted a root and branch examination of Insurance and Care NSW (icare) and examined issues raised over the past year. The Review offers an independent assessment of the issues and challenges facing icare and the worker’s compensation scheme and deals with these fully and frankly. The Review states icare’s push for change was well-intentioned but was conducted too quickly which led to poor execution and failures in areas including procurement, cost management, probity, and conflict management.

The growing diaspora remittances, which last year averaged Sh6.33 billion weekly despite Covid-19 economic hardships, speaks to the importance of migrant workers. Many of the workers in the informal sector are missing out on social protection programmes such as public health cover. Some are sponsored to work overseas by unregistered agencies, making them vulnerable. An insurance cover will be key in improving their welfare. The Insurance Regulatory Authority should speed up the process of establishing the cover that will help many of the bottom of pyramid Kenyans.
