Vancouver teen died from starvation, severe neglect, authorities say

Karreon Franks, 15, died Nov. 27, shortly after being hospitalized, Vancouver police spokesperson Kim Kapp said.
Kapp said the agency began investigating the teen’s death in early December after the medical examiner’s office reported concerns from his autopsy.
She said police have not made any arrests, and declined to identify any suspects or release more information about the circumstances of Franks’ death.
Little information was immediately available about the teen.
Kapp said investigators obtained a search warrant for Franks’ home after his death, but she did not specify if police found information about how he died or who was responsible for his death.

The fatal shooting of 30-year-old Jenoah Donald earlier this year started out as a relatively standard traffic stop that sharply escalated when he refused a deputy’s commands to keep his hands where she could see them, according to newly released investigative records.
That drew in another deputy, Sean Boyle, who ended up shooting Donald once in the head as they all struggled inside Donald’s car on the evening of Feb. 4.
In an interview with investigators, Boyle said he was in his patrol car checking Donald’s information when he heard Deputy Holly Troupe calmly and repeatedly directed Donald to show his hands.

A Vancouver man previously the victim of a hit-and-run crash that cost him the lower half of his left leg is suspected in a series of crashes Monday night in Hazel Dell, in which he allegedly tried to flee.
The Clark County Sheriff’s Office says it has referred charges of hit-and-run of an attended vehicle and vehicular assault against Paul Adams, 38. The charges were forwarded to the Clark County Prosecuting Attorney’s Office for review, sheriff’s Sgt. Brent Waddell said Wednesday.

Gov. Jay Inslee has appointed Clark County Chief Criminal Deputy Prosecutor Camara Banfield as the county’s next Superior Court judge, a first for a woman of color in Clark County.
Banfield said Tuesday that it’s surreal and an honor to be selected among a group of strong candidates. Her feelings on being the first Black woman to be chosen for the job are more complex.
“It means everything. It means nothing. It’s like a friend said to me: ‘I’ll be happy when we’re able to say that we’re not the first to do something,’ ” Banfield said.

According to emails obtained through a public records request, Sgt. Pat Moore sent the written complaint against Vancouver City Attorney Jonathan Young to the city of Vancouver’s manager and human resources director on Oct. 20. The Columbian recently received the emails after filing its request Nov. 19.
