A man fatally shot by a newspaper carrier April 17 at the Waterfront Vancouver carried a hunting knife, police say, but court records do not indicate that he produced the weapon before he was shot.
The man, identified as 29-year-old Kin K. Bossy, had been attempting to steal the carrier’s car when he was shot multiple times, according to a search warrant affidavit filed Tuesday in Clark County District Court.

Gov. Jay Inslee has appointed mediation attorney Nancy Retsinas to replace Clark County Superior Court Judge Daniel L. Stahnke, who is retiring June 30.
Retsinas founded Retsinas Collaborative Law Center, located in Vancouver, in 2015. She has served largely as a mediator for the last six years, assisting families with navigating ante-nuptial agreements and marriage dissolutions.
Her nearly 30-year law career has also included practice in consumer protection, family law, criminal law and juvenile delinquency.

The Washington State Commission on Judicial Conduct met Friday, but it was unknown if Clark County District Court Judge Darvin Zimmerman was among the topics of discussion.
Investigations and initial proceedings are confidential, but attorney Josephine Townsend, who’s representing Zimmerman, told The Columbian on Monday that her team had been given a case number.
The commission has also requested that her team not discuss the case while it’s being investigated, Townsend said.
