It appears that’s what happened this fall, when Common Pleas Administrative and Presiding Judge Brendan Sheehan gave his colleagues his blessing to begin using personal bonds to release defendants charged with low-level felonies, effectively thinning the jail’s population and letting defendants go to work and care for their children while awaiting trial.

Body cam footage shows East Cleveland police officer now under investigation kick man’s head after April 2020 pursuit Updated Mar 11, 2021; EAST CLEVELAND, Ohio East Cleveland police placed an officer on paid administrative leave after body camera footage from an April 2020 incident surfaced and sparked an internal investigation. Nicholas Foti, hired by the department in June 2016, is seen in the April 1, 2020 video and is accused of stomping on 37-year-old Redrick Ward’s head. East Cleveland police Chief Scott Gardner placed Foti on leave Monday, and Foit is expected to appear at a pre-disciplinary hearing scheduled for Monday. The department made video of the incident public March 1 after a request from civil rights attorney David Nacht, who represents Ward. A supervisor customarily reviews videos before releasing them to the public to ensure there is no sensitive material like phone or Social Security numbers in the footage.
