Tensions continued to mount among Ethiopia, Sudan and Egypt ahead of Addis Ababa’s planned second unilateral filling of Grand Ethiopian Renaissance Dam in coming months. In apparent warning to Addis Ababa and preparation for possible escalation of inter-state tensions, Sudan and Egypt 31 March-5 April held second joint military exercise since Nov 2020. New round of talks among Egypt, Ethiopia and Sudan on filling and operation of Grand Ethiopian Renaissance Dam (GERD) on Blue Nile river broke down 6 April. Cairo same day denounced Ethiopia’s “lack of political will to negotiate in good faith”, while Khartoum vowed to “consider all possible options to protect its security”, denouncing Addis Ababa’s rejection of its proposal for quadripartite mediation by AU, EU, UN and U.S. to break deadlock in AU-led negotiations. Separation must have been heartbreakingly difficult for Irene (a pseudonym for a Canadian mother) and her four-year-old Canadian daughter.
They were recently parted from each other so that the daughter could be safe in Canada and cared for here by her aunt. Mother and child had been living in camp al-Hol, under the control of the Kurdish-led Syrian Democratic Forces, at the Annex, a camp section where families of foreign nationalities with alleged ties to ISIL have been kept. With the help of former U.S. diplomat Peter Galbraith, the Canadian aunt of the four-year old girl was able to “rescue” her niece from the camp but Irene, the mother, had to stay behind. Our Canadian government refused to repatriate Irene, who is suspected of having joining ISIL. It did issue a travel document for the little girl.

A US Army soldier previously under consideration for military honors for his actions during a lethal skirmish with a Syrian pro-regime militia last year is now facing criminal charges over the incident.
The US military s allegations against Sgt. 1st Class Robert Nicoson of the 82nd Airborne Division include two counts of failure to obey a lawful order, two counts of reckless endangerment, one count of communicating threats and three counts of obstructing justice. The case was first reported by Army Times.
Nicoson was the lead noncommissioned officer in a convoy of some 16 soldiers passing through a checkpoint controlled by the pro-regime National Defense Forces militia near Tal al-Zahab in August.
