The state of Hawaii has been using a similar quarantine policy, allowing arriving passengers to skip the state’s 10-day quarantine if they test negative before traveling.
Leon Guerrero did not ease Guam’s travel quarantine until May 15, and also changed the protocol, requiring arriving passengers to be fully immunized in order to skip quarantine, as opposed to having a negative COVID-19 test. Fully immunized means at least 14 days must have passed since the passenger’s final vaccine dose.
The governor changed the quarantine protocol because the original testing-based plan was too risky, based on a federal study, Dr. Mike Cruz, state surgeon of the Guam Army National Guard, said earlier this month.

The governor decided to switch to a vaccination-based reopening plan for the island because the original testing-based plan was too risky, according to Dr. Mike Cruz.
Cruz answered questions about the island’s travel quarantine during Friday’s meeting of the government’s recovery task force.
Gov. Lou Leon Guerrero proposed easing travel quarantine restrictions starting May 1, for passengers who test negative for COVID-19 before arrival.
On April 30, she pushed back the start date for the revised quarantine until at least May 15 and changed the rules, requiring passengers to instead be “fully immunized” to skip quarantine.
