New Colorado Springs Fire Chief named COLORADO SPRINGS, Colo. (KRDO) Colorado Springs didn t have to go far to find its new Fire Chief Deputy Fire Chief Randy Royal has been named as Chief Ted Collas replacement following Collas retirement in March. Royal has been with the Colorado Springs Fire Department for 34 years, serving in a chief officer role for 16 of those years. “Randy understands the unique needs of our community, and his experience includes leadership roles during the Waldo Canyon and Black Forest fires, said Colorado Springs Mayor John Suthers. We had several great candidates from across the country, but ultimately we chose to select a highly-qualified, long-time member of our community. I’m very happy to announce that Deputy Chief Randy Royal will serve as the next Colorado Springs Fire Chief.”

Behind closed doors: Local governing bodies meet in executive sessions 36 times in 2020

Local governing bodies collectively spent 60 hours behind closed doors in 2020 discussing matters concerning the public. An annual review of executive sessions conducted by Aspen City Council, Snowmass Village Town Council and the Board of Pitkin County Commissioners shows that combined, they held 36 closed-door meetings last year. The commissioners held the most meetings, with 20, followed by Aspen City Council Town Council with six. For commissioners and Aspen elected officials, they held fewer executive sessions in 2020 than in previous years. County Attorney John Ely said typically the commissioners meet out of the public’s view at least 24 times, or twice a month, in a year.

City Council appoints new councilor through public vote

Craig city councilors publicly appointed David Bruce Cummings on Friday night in a special council meeting just three days after being informed they violated Colorado Open Meetings Law by holding a secret ballot vote at the Dec. 11 meeting. In Friday’s meeting, Councilman Steve Mazzuca made the motion to nominate Cummings to fill the vacant seat of Tony Bohrer. Councilor Bohrer seconded the motion. When voting on the motion of Cummings as the nominee, Councilor Chris Nichols voted “no,” while Councilors Andrea Camp, Mazzuca, Hess and Bohrer voted to approve the motion along with Mayor Jarrod Ogden. Council then voted on officially appointing Cummings. Votes stayed the same for the appointment. However, in a meeting with a member of the Craig Press on Wednesday, Mayor Ogden stated that the secret ballot vote to nominate was 4-2 in favor of Cummings. On Friday, the vote read 5-1. Craig City Council violated Colorado Open Meetings Law with secret ballot vote

UPDATE, 8:30 a.m., Friday, Dec. 18: Craig city council will hold a special council meeting on Friday at 5:30 p.m., in which they will publicly vote to appoint a new city councilor to fill the vacant seat of Tony Bohrer. What appeared to be a simple decision to hold a secret ballot vote to appoint a new city councilor at the Dec. 11 meeting instead turned into a Colorado Open Meetings Law violation, the Colorado Freedom of Information Coalition says. According to CFOIC Executive Director Jeffery Roberts, Colorado Open Meetings Law prohibits local and state public bodies from using secret ballots to adopt any policy, position or regulation or to take formal action.
