Rhea is a young and motivated fisheries law enforcement advocate who worked as head of the Environmental Law Enforcement Services Division of the provincial government of Cebu from 2018 to 2019. She is experienced in coastal law enforcement operations, a male dominated terrain in the Philippines, as well as in building cases against violators of the Fisheries Code.
She obtained her Bachelor of Arts in Political Science from the University of the Philippines-Cebu in 2011 and finished her Bachelor of Laws at the University of San Jose-Recoletos in 2016. She became a member of the bar in 2017.
